Minutes of the monthly meeting held on Monday 3rd September 2018 which commenced at 6.50pm in the Social Centre, Sea Lane, Saltfleet

Item 18/09-132 Chairman’s Welcome

The Chairman welcomed everyone to the monthly meeting. As the meeting was ready to commence, the Chairman started the meeting early and would pause the meeting accordingly if any further attendees turn up.

 

Public Forum

Mr Higgins reported that on Tuesday 28th August, installation of an antenna was being carried out on the roof of Windmill Garage. No notice of Planning Permission had been seen and Mr Higgins has made an official complaint to ELDC. Concerns were raised that the works being carried out at a fuel garage without correct permissions in place. The Chairman confirmed that the Parish Council had only just received a pre-consultation from the applicant which was on this evenings Agenda to be considered. It was reported that the system installed had not yet been switched on.

Mr Mace updated the Parish Council on the documentation currently being recorded and required documentation to be implemented for the Health & Safety aspect of the Playing Fields. There were two incidents at the Saltfleet Gala.

 

With no further matters raised, the Public Forum closed at 7.05pm.

 

Item 18/09-133 Police Matters – Feedback

The Chairman reported that a car was burnt out near to St. Botolph’s Church, Skidbrooke and was removed the same evening. This did obstruct part of the road on Church Lane. The Chairman reported that four Bee Hives were stolen, the incident reported to the Police. Cllr Mrs Warsap reported on fly-tipping near to the beach. It was reported that the Police had attended, and the perpetrators were made to remove the rubbish back into the van they came in.  There was also a report of fly-tipping on Swallowgate.

 

Item 18/09-134 Apologies and acceptance for absence

None.

 

Item 18/09-135 Parish Councillor Vacancy

The Parish Council had received confirmation from ELDC that the Parish Council were able to proceed with Co-Option. Two applications had been received and one application was withdrawn. It was then resolved unanimously to Co-Opt Mrs Susan Bishop onto the Parish Council. The Chairman then welcomed Mrs Bishop to the table as a Parish Councillor.

 

Item 18/09-136 Declarations of Pecuniary Interest in accordance with Localism Act 2011

None.

 

Item 18/09-137 District Councillors Report

District Cllr Mr Palmer reported on the ELDC District Councillor Community Grant that is available and if the Parish Council had any projects suitable. The Parish Council had been looking at replacing four of the seats/benches in the Parish. District Cllr Mr Palmer and District Cllr Mr McNally agreed to grant £600 towards the project costs. It was then resolved unanimously to proceed with the applicant for the grant.

 

Item 18/09-138 County Councillor Report

County Cllr Mr McNally reported on the phone application available ‘Fix My Street’. The process is quicker and simpler, picking up the exact location of the highway defect and the ability to attach photos of the defect.

 

District Cllr Mr Palmer then left the meeting at 7.22pm.

 

Item 18/08-139 To Resolve as Minutes the Record of the Meeting held on the 6th August 2018

It was the proposed by Cllr Mrs Warsap, seconded by Cllr Mr Brian Bignell and resolved that the notes of the monthly Meeting held on the 6th August 2018 were a true record. The Chairman then duly signed and dated the Minutes.

 

Item 18/09-140 To Sign and Date the Amended Minutes From the Meeting held on the 2nd July 2018

The Chairman duly signed and dated the amended Minutes from the meeting held on the 2nd July 2018.

 

Item 18/09-141 Chairman’s Report

The Chairman had no specific matters to report under this Item.

 

Item 18/09-142 Councillor’s Report

Cllr Mrs Warsap reported that at the last Social Centre Committee Meeting the Army Cadets had been in contact to arrange using the Social Centre as their base. Currently, they are based at the Academy in North Somercotes but the Academy are unable to continue to accommodate. The Army Cadets will be meeting on a Wednesday evening 7-9pm for 8-14yr olds and may require use on a Saturday as well.

 

Item 18/09-143 Clerk’s Report 

A) August 2018 Correspondence - The Clerk reported on the August 2018 correspondence that had been received to be circulated.

 

B) A request to scatter Ashes on an existing grave of the late Mrs M Cutmore had been received along with the request to alter the inscription on the headstone. The Parish Council considered the request and resolved unanimously that both requests made be granted.

 

Item 18/09-144 Matters Arising from the July 2018 Correspondence Files

No matters were raised, and the correspondence file was presently with the Chairman.

 

Item 18/09-145 Financial Matters:

A) September 2018 Expenditure:  A Financial Statement was provided and approved by Cllrs.

Blockfree Services – Hire of Toilet for Playing Fields August 2018 - £116.69

 

It was proposed by Cllr Mr Campion and seconded by the Vice-Chairman to pay the above detailed September 2018 Expenditure.

 

It was reported that damage had been carried out on the toilet and a replacement had to be arranged. The door handle, roof and toilet roll holder had been damaged. It was resolved that the toilet be removed from the playing fields at the end of September.

 

A copy of the Saltfleet Gala full accounts were placed in the correspondence file for circulation.

 

District & County Cllr Mr McNally then left the meeting at 7.34pm.

 

Item 18/09-146 Planning Matters:

A) Pre-Planning Consultation: Ref: LN304  Applicant: Arqiva Ltd

    Proposal: Smart Metering Equipment, Wall Mounted on Building, 1.No. GPS Antenna at 9.0m.

    Location: Windmill Garage, Main Road, Saltfleet.

 

The Parish Council noted that the proposal has already been carried out. The Parish Council considered the plans supplied and resolved that the proposal would be a suitable and less intrusive siting than previous

applications received. However, due to the Health & Safety aspect of the location, correct permissions need to be

obtained before works commence especially on a material change to a location dispensing fuel in line with the

Petroleum (Consolidation) Regulations 2014.

 

Item 18/09-147 Highways / Footpath / Lighting Matters

A) New Defects – The Vice-Chairman reported on the overgrown hedge which is the boundary to a piece of land between properties on Main Rd to Sea Lane (opposite Jacklin Drive). This will be reported to LCC.

B) Update on Reported Defects – Defects reported had been repaired. Feedback on the quality of the repairs were disappointing.

C) Church Lane Parking – It was agreed to move this item onto the Agenda for the October Parish Council Meeting.

D) Seating – Repairs/Replace – The replacement of the seating within the Parish was discussed earlier under Item 18/09-137.

 

Item 18/09-148 Village Field

A) Saltfleet Sports & Social Field Committee Update –The next meeting will be on the 26th September 2018 commencing at 7pm at The Chapel, Main Rd, Saltfleet and the AGM will be held in November. Security for the Gala was discussed following reports and advice received. The Vice-Chairman advised that a package from the company used for the car-parking was currently being obtained to include security for the Gala.

B) Grass-Cutter – The Parish Council resolved to move this Item to the October Parish Council Meeting.

C) Policies on Activities (Drones, Golf) – The views of the Committee were to obtain further information on the new legislations/laws in place. The Chairman confirmed known facts relating to the flying of drones, more than 400ft, not in an intrusive way and more than a mile from an airport. A blanket ban on Drones and Golf was resolved and signs will be made and erected accordingly.

 

Item 18/09-149 Reports from Outside Bodies

Correspondence from ELDC had been received to advise that the next Area Forum Meeting for September had been cancelled due to no Agenda items.

 

Item 18/09-150 To Resolve the Date of the next Monthly Meeting

It was Resolved that the next Monthly Parish Council Meeting would all take place on Monday 1st October 2018 at 7pm with the Public Forum within the Saltfleet Social Centre.

 

There being no other business, the Chairman thanked the members of the public for their attendance and closed the meeting at 8.09pm.
