DRAFT Minutes of the Parish Council Meeting held on 13 July 2026 at 7.00pm at Saltfleet Methodist Church, Main Road, Louth Lincolnshire LN11 9HF

Item 0526/18 Welcome to the meeting: Chair opened meeting at 18.59 and welcomed the public and opened the public session

Public session – no comments

Chair invited Cllr Robinson to speak:

  • Stanley Smith Horticultural Trust Grant – awarded up to £5,000
  • A031 closure – a 1.2 million project- all updates available on social media and Bayliegh will send regular updates
  • Cloddygate open – any further concerns log on fixmystreet
  • Saltfleet nursery has had the zigzag working well and signs are showing signs of slowing down
  • Saddlebank Road the resurfacing has been to 2027/28
  • LGR – could be delayed to 2027/28

Item 0526/19 To receive declarations of interest in accordance with the Localism Act 2011 and to consider any requests for dispensations: None

Item 0526/20 Apologies for absence: Cllr Benton and Cllr Rickett – accepted

Item 0526/21 To approve the draft notes as minutes of the last meeting held on the 18 May 2026: RESOLVED to adopt and sign the notes as accurate minutes, and they were dated and signed by the Chair.

Item 0526/22 Chair’s Report:

  • This will be the last Chair’s report
  • Tree topping request from East Lindsey – council will support application
  • Chair is saddened to let the council know that the clerk has resigned and will be leaving on 31 August 2026 thanked her for her work over the years and the council is in a better place tan when she started

Item 0526/23 Clerk Report:

Clerk is saddened to let you know that the Chair and Vice-chair have resigned. Clerk advised that we would need to appoint councillors to this post. After discussions Cllr Peter Mace will be chair and Cllr John Champion vice chair – declaration forms completed. Members of the public encouraged to apply.

Item 0526/24 Training:  Training available to all Staff and elected Members and clerk recommends councillors to view training schedule. Clerk has attended LALC AGM on behalf of council

Item 0526/25 Parish Matters To receive updates from in respect of:

  1. Village sign on Main Road – Grant application to be completed
  2. Finger post on Sea Lane Skidbrooke – reported to LCC to Highways have been out three times and decided not worth replacing
  3. Consecration of new burial ground – lots of administration and to consecrate the area the propose cost £1,800 seconded and RESOLVED. Chair asked to remain on council email as he is happy to keep coordinate the burial ground. Propose, seconded and RESOLVED that Cllr Williams will inform council and will then be removed from council email
  4. Response from Churches Conservation Trust ref archaeology. - they have not wrote to council – clerk to chase and handover to the new chair
  5. Appeal against closure of original churchyard – applied to have the graveyard closed – appealed the objection – we have parishioners that have plots before we come away from graveyard
  6. Footbridge repair on Pump Lane – clerk to report to Jonathan Stokdale and copy in Cllr Mace, Cllr Campion and Cllr Barker
  7. Bus shelter – Cllr Williams has clean it up
  8. Dog bin on field – has been vandalised and then mended before the councillor got there
  9. Trees on Toby's Hill
  10. Play equipment on field – delayed and the application needs to be completed and send contact to Cllr Dickenson to follow up – clerk will resend
  11. Angus Energy meeting – this has got worse and they are not putting out clean air. There is a change of management. Discussion around going bust and things may change if there is another political party in place
  12. St Botolph's church developments – covered in section c
  13. AGAR – everything is complete and council will receive exemption certificate
  14. Bank authorisation – have asked for each account holder to get into touch with the bank individually – clerk to share with signatories
  15. Village survey – next steps – defer to next meeting
  16. Highways – nothing else to report – Saddlebank Road already mentioned

Item 0526/26 Planning Applications: none

Item 0526/27 Correspondence: To receive and dispose of correspondence received since the last meeting:

  • Insurance renewal has come £768.75 paid by clerk – expensed to clerk
  • Cloudnext renewal for domain £60.00 and hosting £59.98 expensed to clerk
  • ICO – part of the internal audit £52.00 – expensed to clerk
  • Internal audit – have completed and there are policies that need to be approved – clerk to advise chair
  • Lincolnshire bus information  - share via news on website
  • Council bank account – Coop need to be authorisation as discussed in parish matters n
  • Resurfacing x 2 communication  on A1031 form county councillor – added to the website
  • PKF - external auditor council have received correspondence covered in parish matters m
  • LALC info for AGM received covered in training
  • Pylons project – update on the website and poster in noticeboard
  • Request for renewal extended warranty for the camera purchased in 2024 as current warranty ends 25/11/2026 – clerk to send to chair and vice chair
  • Council has 3 hours and 56 minutes with the web service with LALC
