Item 0525/51 Welcome to the meeting: Chair opened meeting at 18.59 and welcomed the councillors, public and district councillors. Comments from Public Session
- Gate one on the list to be repaired
- Speed indicator device in the village not working – chair explained that we are aware an new one has been ordered and should be fitted in the next few weeks item g in Parish matters
- Customs house is in disrepair but a place for a noticeboard – the area is private property and needs to be cleared of rubbish Cllr Benton agreed to speak to the owner and see suitability for the noticeboard
- Comments regarding the field footpath and this will be taken to the playing field meeting but that has been brought up before and nothing was to be done
- New Inn noticeboard can we use this for the village

Chair invited Cllr Robinson to speak:
- Regarding the 20pmh sign by the nursery has reported that a ‘slow down’ sign would be approved as Highways do not do approve 20mph signs. Chair has spoken to Highways and they have informed that they are approving 20pmh signs more than ever before. If the Cllr Robinson has made the application can we have sight of this a share with Cllr Ricketts. Discussion of what signs could be appropriate and options of flashing sign could deter speeding
Chair invited Cllr Ricketts to speak:
- Regarding 20mph sign there could be grant awarded by councillor to cover this cost – defer to next meeting
- Green waste bins renewals and subscriptions for 2026/27 are now open.
- Wild swimming as increased by 51% and average swim is 20 minutes – parishioners need to be if swimming in the area
Item 0525/52 To receive declarations of interest in accordance with the Localism Act 2011 and to consider any requests for dispensations: None
Item 0525/53 Apologies for absence: Cllr Campion and Cllr Dickinson – accepted
Item 0525/54 To approve the draft notes as minutes of the last meeting held on the 3 November 2025: RESOLVED to adopt and sign the notes as accurate minutes, and they were dated and signed by the Chair.
Item 0525/55 Chair’s Report:
- 20mph sign for the nursery all ready covered in district councillor part
- Liaison meeting with Angus Energy awaiting minutes and we will share with the parishioners
Item 0525/56 Training: Training available to all Staff and elected Members and clerk recommends councillors to view training schedule – training is due for renewal form April will cover in parish matters d
Item 0525/57 Parish Matters To receive updates from in respect of:
- Update on burial ground and hedge – Yew order has been placed with Crowthers at £1.48 each 4m x 560 Plant in February weather permitting. Update next meeting
- Update on village field – finished report on the play equipment; Carpark extension still under discussion and play area revamp as per report findings
- Speed reduction – already discussed in public session and chairs report
- LALC approve – Membership and training are due for renewal £193.96 and £144.00 respectively after discussion approved, seconded and RESOLVED
- Precept Budget – much discussion around this. Clerk has produced the budget from the costs of the parish from the previous year which amounts to £ 11,056.45 Clerk recommends 5% increase as costs have increased across the board. Proposed £9,000 with no increase seconded and RESOLVED which means that for a band D home cost to the parishioner is £5.79 which equates to £1.45 per week.
- AGAR appoint internal auditor - Clerk will start the audit process and will appoint an internal auditor. Proposed, seconded and RESOLVED
- Speed camera order – ordered and will be fixed in coming weeks – defer to next meeting for update
- St Botolph's update – permanent fencing has been erected and how will this been removed sympathetically to the environment. Chair to liaise with Lee Holmes. Discussions on the long term view of the church as there needs to be a managed collapse as the naive and tower are not at safe levels. Cllr Robinson will support and wrote to the Churches Conservation Trust
- Closure of burial ground - Correspondence for St Peters stating that they would like our council to be responsible for the burial ground but we have plots allocated to our parishioners and need to get clarity on this matter. Write to the representative defer to next meeting
- Village survey – online survey or website – defer to next meeting
- Highways – 20mph road sign already mentioned
Item 0525/58 Planning Applications: none
Item 0525/59 Correspondence: To receive and dispose of correspondence received since the last meeting:
- Notice of avian flu in Swineshed and Alford area has been posted on the noticeboard and website
- Update from LALC webmaster council has 3 hours and 56 minutes remaining as website support. Clerk has taken over this work and does not envisage any expenditure in this area.
- St Botolph’s Church regarding burial ground as discussed in parish matters i
- Correspondence and quote for the speed camera as per item g in parish matters
