Minutes of meeting of Skidbrooke cum Saltfleet Haven Parish Council held in the Social Centre, Sea Lane at Saltfleet on Monday 8th January, 2024 at 7:00pm

47.01 Public Session
The Chairman welcomed the members of the public and opened the public forum.
We were questioned about the bollard at Sea Lane which we have indicated at previous meetings is unlikely be replaced. Parishioners have witnessed cars driving down the ramp despite notices saying ‘No access’, the access is limited to emergency vehicles only. Anyone who witnesses a vehicle here should take a photo and the vehicle reg. and report it, because it is a SSSI site there is a maximum fine of £3000, also possible imprisonment. However, as some of the signage has been damage, we will look at replacing it and it was also suggested, by a member of the public, painting on the ramp a solid yellow line and the words ‘Emergency vehicles only beyond this point’. This is an excellent idea and will be discussed at our next liaison meeting with them.
We were asked for information about a Carnival date, this will be 27th July.

Highways funding is set to receive £4,924,000 for 23/24 with the same amount for 24/25.
Devolution Councils in Greater Lincolnshire have approved a devolution deal which means existing money and power can move from central government to decision-makers in Grater Lincolnshire. The deal approved is the most ambitious available and in exchange for this level of powers, money, and say in how we spend it, North, North East and Lincolnshire County Council must submit a proposal to government setting out how this could work through the creation of an independent body called a county combined authority, or CCA. DEVOLUTION TOUR VISITS A TOWN NEAR YOU Residents can find out more about the historic £720m devolution deal for Greater Lincolnshire, with a series of 21 public events confirmed across the area. Between 9 and 25 January the devolution roadshow will visit the length and breadth of Greater Lincolnshire. It’s part of the public consultation that runs until 29 January.

DRAINAGE BOARDS FAIRER FUNDING At times of flooding - as seen most recently in Lincolnshire with Storm Babet - there are stations housing machinery which pump flood water away to help reduce flood risk to homes, businesses and farmland. These pumping stations play a vital role to help reduce the impact of

54.01 Chair’s Report
We were all saddened by the passing of Cllr Warsaps son, Keith, who has been involved with and done so much for the village. We would like to recognise this in some way, suggestions for a suitable way to do this were requested with the proviso that anything suggested will be put to his family first and will be with their blessing.
A liaison meeting is required with Angus Energy as there has been no decrease in traffic and all works were supposed to have finished in January 2023. Chair to arrange.
The burial ground is filling up and needs to have more ground consecrated. Chair to contact land owner to see if he is willing to sell additional land or whether we need to use car parking area. It is hoped more land can be obtained. (Agenda item, next meeting).
The list of DPI’s at ELDC has been updated from last years election.
War Graves Commission have written for us to confirm we are still maintaining the War Graves, we are, we receive £24 a year for this.
Discussion took place regarding the constant power cuts experienced, roughly once a week. The supplier has said there is little they can do since we are at the end of a longline and are quite remote. Our electric is not fed to us underground it comes over land so will always be vulnerable from trees, weather etc.
Lorry watch, a way of reporting overweight HGV’s will be put on web site.

Approval was sought to pay for further admin support from Marshchapel PC, when invoiced, proposed Cllr Williams, seconded Cllr Dickinson.
Discussion took place on precept. We have good reserves which would be utilised when a new Clerk is employed, as there is a lot of work to be done on Village survey, updating fully web site and training as well as day to day running. RFO estimated amount needed for next year would be £8250, Chair recommended we stay at £7750, after further discussion Cllr Warsap proposed £8000, this was seconded by Cllr Mace. .All in favour.
This will be reflected in a cost of approx.. £42.10 for a Band D household.
57.01 Incident on Mill Lane
Mill Lane is unadopted and a manoeuvre by the refuse lorry has resulted in damage and a complaint. Mill Lane has got increasingly narrow over the past 10/12 years and unless residents there maintain the width of the Lane ELDC could refuse to take the lorry down and residents will be forced to take their bins to the Lane entrance. This information will be conveyed back to all concerned.
58.01 – Planning Matters
Complaint about motorcycle noise, on private land seems unfounded. We are happy there is no noise nuisance and planning regs are adhered to. Next door neighbour confirmed that he wasn’t being disturbed by close neighbour, although there is a site further away that is being used more that could possibly be the root of the problem.
59.01 – Speed Camera Update
Money has arrived so cameras will be ordered. We need to enlist volunteers to look after the cameras and move them around the village. Cllr Mace asked to get the position of the posts confirmed. Clerk to find out the battery life of the camera. (Information obtained after meeting, Marshchapel charge every 14/16 days depending on how many times its triggered).

Car boot information/signage currently being updated.
61.01 - New Clerk
No one has come forward yet. Cllr Dickinson to arrange an advert through his work place, on Indeed, to see if any interest can be generated.
