Minutes of meeting of Skidbrooke cum Saltfleet Haven Parish Council held in the Social Centre, Sea Lane at Saltfleet on Monday 4th March, 2024 at 7:00pm

Cllrs present:  G. Williams (Chair);   J. Campion (Vice);   S.  Warsap;        P.  Mace;   G. Barker;        I Dickinson and

Also present ; Cllr D. McNally (LCC & ELDC)

64.03 Public Session 

 

The Chairman welcomed the members of the public and opened the public forum.

We were asked about organising a beach clean-up, which ‘in season’ is done regularly.Excellent idea, will liaise with Wild Fowlers Club who might have one booked and the Boat Club to organise a day in mid/late May for whole village to help.PC will supply rubbish bags.

Vans and lorries parking over night at Howdens is still a problem, when challenged can get abusive. More about this as an Agenda item.

Dog fouling is a problem, best way to deal with it is to get a photograph of owner and challenge them to pick it up or report it to ELDC.

Sea Lane notice back in place, LCC wouldn’t paint on the road, too expensive.

Cllr Rickett was absent but had sent information

Violence Against Women and Girls – being followed

Station Leisure and Learning Centre – update

The new swimming pool is taking shape as part of the Towns Fund Station Leisure and Learning Centre in Mablethorpe.  Tiling is progressing and you can now see the lane lines for the four-lane pool.  Other works progressing include:  Works for internal services for electric, water, heating, air handling and pool plant,  walls are being plastered and wall tiling to changing areas is well advanced.    Outside, paving is being set out and the facing brickwork of the building are well advanced too.  Base layers are being levelled/compacted ahead of the playground construction.

 

Upcoming wellness day

Join Carers First and The Meridian Leisure Centre for a day of wellbeing activities!

The event will take place on Tuesday 26th March from 9.30am until 2.30pm. The schedule for the day is:

9.30am – 11.30am: Carers can enjoy a calm beginning to their money by painting a plant pot to take home.

11.30am – 1.30pm: Magna Vitae staff will be providing Boditrax sessions for all, as well as table tennis.

1.30pm – 2.30pm: Information and advice session for anyone wishing to drop in and a chance for everyone to chat.

Lincs Digital

 

As part of supporting the development of community drop-ins, Lincs Digital is delivering community-based digital inclusion sessions.  These sessions can help residents with accessing public online services, online finances, household budgeting, universal credit, searching for a job and more.  The next session is at the Wragby Friendship Group on Wednesday 5 March, from 10am to 12 noon.

 

80th anniversary of D-Day landing

 

On June 6th, 2024, it will be 80 years since the D-Day landing took place during the Second World War. This event was a turning point in the process of liberating France and more of Western Europe.

Communities are invited to light their beacons at 9.15pm on 6 June 2024.

Cllr McNally reported that the consultation on pedestrianisation in Louth resulted in things returning to how they were with no change at the Corn Market.

The National Grid consultation is on Wed 13. Free post post cards are available for comments.

The Budget has been set District is up 3.5% and County up 5% with 2% on social care and 3% normal budget.The unexpectedly high increase in minimum wage has made it difficult.

71.03 Chair’s Report

 

Clerk had brought a couple of things for information.A free portrait of King Charles III is available if wanted. general opinion was to get one, Clerk to forward information to Chair.

Clerk also had information on free fraud pack from Police with lots of information and stickers, details to be put on web site.

 

72.03 Parish Councillors’ Reports/Matters to Raise

 

Cllr Warsap reported that she had attended a meeting at the Social Centre and reported thattheir AGM would be on 25 April at 3:00pm.

Afternoon Tea, Tickets only, Sunday 5 May, 2:00-3:00pm.

600 cyclists from Lincoln will rest at Saltfleet and have refreshments on 27 June.

Fun Day on Sat. 11 August, stalls, raffle, food and games.

Ploughmans Lunch Sun 2 September, Tickets only.

 

73.03 – New Clerk

 

A new Clerk has been employed from 1 March, as you can see Mrs Plumridge is here again tonight because the new clerk was unable to attend, having another meeting.This should not be a regular occurrence as meetings will be arranged so they don’t fall on same night.

No overall budget update was available.

 

Discussion took place on the grass cutting contract, it was agreed to carry on with Glendale for fortnightly cutting.

The burial ground and churchyard is getting full and further land has been sourced of approx. ½ acre.This is high end grade 3 land and will cost in the region of £5,000.Bridge McFarland will handle this and their fees will be approx.. £500 - £600 + VAT (recoverable) and we will also be liable for the sellers fees.Andrew Clover will handle all the plans etc, for change of use, unfortunately we can’t apply for 1/2price as we don’t yet own the land, this will be approx. £879.As you can see this is a costly exercise, it was last done in 1976, but we do have reserves we can call on.Cllr Warsap reported that she had spoken to the Minister, Margaret, who will be happy to consecrate the land in due course.It is envisaged that a Yew hedge will be planted round the site, we will wait and see if we can source this free later in the year.Burial fees will also have to increase. This will be on next Agenda.

Cllr Williams summarised; we buy the plot shown of ½ acre for £5000, don’t hedge it straight away, pay both sets of legal fees, submit the plans immediately.Cllr Dickinson proposed this, Cllr Mace seconded it, all in favour.

Cllr Campion has a 4 drawer cabinet available, if required.

 

76.03 – Planning Matters

 

Motorcycle noise has been referred as well as activity at Howdens.

 

77.03 – Highways

 

  1.  Speed Camera Update

Despite requesting them nobody has come forward to help with these.It was discussed if we have one moveable camera and one fixed camera.After discussion Cllr Mace proposed we buy one moveable and one fixed, there was no seconder, so we will carry on with purchase of two moveable ones.Eleven posts have been identified as possible sites so we will order 4 extra fixing plates.Cllr McNally will enquire if there are any second-hand fixing plates at Saltfleetby.

 

  1.  Footpath for Louth Road

Great idea but needs investigation.Will write to Highways, highlighting it is a safety aspect for children.

 

78.03 – Village Field Update

 

Car boot information/signage currently on display.

Family Fun Day 27 July, 1:00 – 5:00pm.

Playground fence is being damaged but will be repaired when weather improves.

New de-fib will be sited on field.(Clerk to send details of Defib offers).

Provisional date of 8 – 16 June for repainting fence and treating posts.

 

79.03Angus Energy Liaison meeting and concerns

 

There will be a further meeting later in the month but Cllr Williams and Cllr Campion have met up with them.

An application is going in for 4 more wells, the reserve is 67% depleted.There is 10 years life left unless Government invest for new storage.The flares will stop.A new compressor will be installed with hoods during shut down May – July.Road safety is paramount and employees arrogant driving will be addressed.It will be interesting to see what improvements have been made when they meet up, Cllr McNally to attend meeting as well.Company will have a gazebo at Fun Day for questions.

We were contacted to see if we would waive payment of this, we declined and payment will continue.

81.03Proposed Community Orchard

 

Woodland trees and plants are available for up to 10,200 hectares,with upkeep payments of £350 for 15 years, Cllr Williams to obtain more information to see if fruit trees would also be available.More information next meeting.

 

82.03Charging points

 

No suitable public land with electricity available.

 

83.03NationalGrid Grimsby – Walpole Pylon Consultation

 

No support for this, general feeling is that they should go underground or out to sea.PC to write and object.

 

84.03Future of The Haven

 

It is not legal to park overnight but there is no man power at LCC to enforce this.We are getting no back up to enforce it at all.We feel 5/10 years of work has been wiped out.

Drones and camp fires are not allowed on site (which we lease)and MOD exclusions also apply.

Propose to contact Environment Agency and Natural England and get them involved.

We can’t charge campers because of lease, we are not permitted to make a profit.
