Minutes of the Parish Council Meeting held on 3 March 2025 at 7.00pm at Saltfleet Methodist Church, Main Road, Louth Lincolnshire LN11 9HF

Item 1125/69 Welcome to the meeting: Chair opened meeting at 18.59 and welcomed the councillors and members of the public.
- Have parishioners notice increased Motorbikes on beaches as there have been comments on Facebook and we have been approached by Natural England at Saltfleetby-Theddlethorpe Dunes National Nature Reserve. The parishioners have confirmed that this is no more than usual.
- New pole speed indicator has been erected for the speed indicators on the Main Road on the verge the parishioner was questioning was this the right place.
- Sign main road /Warren road is damaged Cllr McNally to report.

- Digital inclusive events in the area details Digital Inclusion - East Lindsey District Council
- There is a doctors survey to be circulated to residents survey to be sent to clerk to notify parishioners
Chair invited Cllr McNally
- New council combined authority ready for the Mayor election on 1 May
- Expansion of the business areas in Horncastle and Louth provided needed investment for the business communities
- Planning policy meeting for further housing in the area to 1,100 home form 500 for the year. Councillor is unsure how this number can be matched as the local plan seems out of date and the councils five year will take over.
- New grant year has commenced for 2025/26 for community projects. Awards from April 2025
- Official opening of the paint shop in Louth. Unwanted paint can be dropped of and other paint taken as needed as a community initiative.

Item 1125/70 To receive declarations of interest in accordance with the Localism Act 2011 and to consider any requests for dispensations: None
Item 1125/71 Apologies for absence: Apologies received and accepted from Cllr Dickinson
Item 1125/72 To approve the draft notes as minutes of the last meeting held on the 13 January 2025: RESOLVED to adopt and sign the notes as accurate minutes, and they were dated and signed by the Chair.
Item 1125/73 Chair’s Report:
- Grass cutting contract for 2025 with Glendale - £90.30 playing field, £52.50 for burial ground (fortnightly). Three quotes have not been able to be attained as companies are not interested in our contract. Proposed to keep the contract with Glendale, seconded and RESOLVED.
Item 1125/74 Training: Training available to all Staff and elected Members and clerk recommends councillors to view training schedule.
Item 1125/75 Parish Matters To receive updates from in respect of:
- Speed indicator board/s – Delivered. The indicator has not been put up due to ill health. Post on website/ Facebook post request for volunteers to install board and create a rota. Post to send name for volunteers to clerk.
- Playing field update and finances / Burial ground – Finance report to be sent to clerk and post with minutes. Purchased in 1976 but the area was not registered by the church conservation trust another called need to re-registered. When the land is unregistered we will re-register under parish name. Proposed, seconded and RESOLVED. Vendors solicitors added a clause for their clients to plant the new hedge and this should be removed. Draft deed also suggests that we share the tack maintenance costs which have always fallen to the church. This clause is to be removed.
Archaeological dig quotes: Wessex Archaeological, PCA Archaeological and Headland Archaeological have been approached to show tendering against the quote that we already have. Decision to be made on cost.
Review of burial fees on agenda for next meeting
- Planning application for car park extension – no further updates
- Highways – Nothing to report
- Tree King's Fund - Awarded grant from Kings Community Fund for a community orchard for a set of fruit trees for the Playing Field. Trees will be delivered with all materials needed to plant before end of the month.
- Update on sign at Howdales – sign has been erected
- Angus Energy liaison meeting feedback – report from Cllr Campion – the flare will be reduced but not completely gone dissipated. There have been more complaints about the bangs and alarms by residents but they cannot be stopped as it is an safety issue. There is a new application for four extra wells this has not been registered as yet. Comments about the noise levels are from 5 Diebels for 9 incidents and acoustic panels have been considered. Transport requirement mean that there will be 2 vehicle a week.

Item 1125/76 Planning Applications: All applications will be sent to the Council: None
Item 1125/77 Correspondence: To receive and dispose of correspondence received since the last meeting.
Council was required to post information regarding Avian Flu in the area this was on noticeboard and website
Louth Sports Association is awarding grant towards a project or development to promote participation in healthy active recreation – send details to Playing Field Committee
