Minutes of the monthly meeting held on Monday 6th January 2020 which commenced at 6.54pm in the Social Centre, Sea Lane, Saltfleet

Item 20/01-01 Chairman’s Welcome

The Chairman welcomed everyone to the monthly meeting.

 

Public Forum

No members of the public were in attendance & no matters were raised. The Chairman confirmed that if any members of the public should turn up, the meeting will be paused and revert to the Public Forum to deal with any matters that maybe raised.

 

The Public Forum Closed at 7pm.

 

Item 20/01-02 Police Matters

No representative from the local neighbourhood policing team were present and no update to report.

 

Item 20/01-03 Apologies and acceptance for absence

Apologies were received from Cllr Mrs Wendy Barker & District/County Cllr Mr Daniel McNally.

 

Item 20/01-04 Declarations of Pecuniary Interest in accordance with Localism Act 2011

None.

 

Item 20/01-05 District & County Councillors Report

District Cllr Mr Rickett reported on the last ELDC meeting, a short agenda dealing with trivial matters including the Kingfisher Caravan Park and there is lots of effort going into the prevention of sleeping rough. District Cllr Mr Rickett also offered help and advice on the possibility of placing a defibrillator in the BT Kiosk.

District Cllr Mr Rickett also reported on the energy waste plant, figures indicate LCC 3% of waste goes to landfill, predominantly mattresses and settees which are not incinerated. Any further investment to reduce the amount of waste to landfill is presently uneconomical. There is a push on making sure items placed in the recycling bins are correct and no batteries/grease or glitter items are placed in the bins.  

 

Item 20/01-06 To Resolve as Minutes the Record of the Monthly Meeting held on the 7th December 2019

It was proposed by the Vice-Chair, Cllr Mrs Bishop, seconded by Cllr Mrs Warsap and resolved that the notes of the monthly Meeting held on the 7th December 2019 were a true record. The Chairman duly signed and dated the Minutes.

 

Item 20/01-07 Chairman’s Report

The Chairman had received £30 from Mr Warren for the hire of the playing field for Golf tuition which is looking to re-commence in March/April this year. The first week there were three attendees, one then found a closer facility nearer home and another did not re-attend which left one attendee at the end of last year.

 

Item 20/01-08 Parish Councillors Reports/Matters to Raise

Cllr Mr Mace reported on the tidy and good works that have been completed at Howdens Pullover Carpark by LCC to include securing the carpark with a surrounding ditch approx. 18” along with wooden posts to prevent vehicle access, the footpath remains open.  

 

Item 20/01-09 Clerk’s Report 

A) December 2019 Correspondence - The Clerk reported on the correspondence that had been received to be circulated amongst Cllrs.

B) St. Botolph’s Burial Ground – Enquiries have been received into a burial for Mr P Sutcliffe. Awaiting further contact from the funeral services that will be instructed to proceed further.

 

A combination code padlock has been purchased for the barrier at Saltfleet Haven to be installed.

 

District Cllr Mr Rickett then left the meeting at 7.22pm to attend another Parish Council meeting.

 

Item 20/01-10 Matters Arising From the October Correspondence File

Cllr Mace enquired on the fitness/play equipment brochures that have not been circulated. The information will be collated and placed in the next correspondence file for perusal.

 

Item 20/01-11 Financial Matters

A) JANUARY 2019 Expenditure: Invoices from MKB Environmental Services for the grass maintenance works for St. Botolph’s Church and ELDC Election Invoice has been received. Awaiting a new cheque book in order for the cheques to be raised.

 

B) Budget/Precept 2020/2021: The Parish Council considered the budget preparation circulated. It was then proposed by the Vice-Chair Cllr Mrs Bishop that the precept for 2020/2021 be increased to £7,750. The proposal was seconded by Cllr Mr Mace and resolved that the Parish Precept for 2020/2021 be £7,750.

 

Item 20/01-12 Planning Matters

A) To note the ELDC Full Planning Permission Granted:

             Ref: N/155/01916/19     Applicant: Mrs A Appleby

             Proposal: Planning Permission – Siting of a Mobile Classroom

             Location: Treasure Chest Day Nursery, Louth Road, Saltfleet, Nr. Louth, Lincs, LN11 7SG 

 

The Parish Council noted and were pleased to hear that Full Planning Permission for the above proposals were

granted by ELDC.

 

Item 20/01-13 Highways / Footpath / Lighting Matters

Cllr Mr Mace reported the large and deep pothole on the bend by the property known as Stubbs Farm located on Warren Road.

 

Item 20/01-14 BT Kiosk – Defibrillator

Discussions on the power supply needed and obtaining a suitable defibrillator took place with District Cllr Mr Rickett under item 20/01-05. District Cllr Mr Rickett will be making further enquiries.

 

Item 20/01-15 Village Field

Carpark – Awaiting a date for the fencing works to commence.

 

Two new padlocks have been purchased and passed to the Chairman to replace the existing broken padlock.

 

Item 20/01-16 Any Other Urgent Matters

The Parish Clerk advised that it was with regret that she would be resigning from the Parish Council.

 

Item 20/01-17 To Resolve the Date of the next Parish Council Monthly Meeting

It was Resolved that the next Monthly Parish Council Meeting would take place on Monday 3rd February 2020 within the Social Centre, Sea Lane, Saltfleet commencing at 7pm with the Public Forum.

 

With no further business or matters raised, the Chairman then closed the meeting at 8.26pm
