Minutes of meeting of Skidbrooke cum Saltfleet Haven Parish Council held in the Social Centre, Sea Lane at Saltfleet on Monday 6th November, 2023 at 7:00pm
Cllrs present:  G. Williams (Chair);  J. Campion;   S.  Warsap;   P.  Mace;   & G. Barker.
Also present: Cllrs D. McNally (CC & ELDC);   P. Rickett (ELDC)

29.11   Public Session  
The Chairman welcomed the members of the public and opened the public forum.
The only questions were about the bollard at Sea Lane and as to whether it was going to be replaced.
Chair indicated that it was going to be discussed at a meeting with LCC Highways but this meeting was postponed and still has not taken place.  The bollard is the Highways responsibility it will be referred again to Highways.
30.11  Police Matters
None.
31.11  County & District Councillor Reports
 
Cllr McNally reported that there will be a  ‘Carers Rights Day’ on 23rd November.  There are lots of unpaid carers in the district and there will be information and guidance on respite care etc, on the CC web site, for people to access.
The part time street light scheme, where street lights are turned off from mid-night has led to a 45% reduction in costs and saved the County Council £2m - £3m.
There will be a review of the flood defences following their failure at Horncastle.
Cllr McNally is doing a ‘Highways Walkabout’ next week to highlight any big issues that we have. 
The restricted access, due to sand, on Warren Road to junction Wine Hill Lane will be put on ‘Fix my street’ or could be a project for the ‘Pride’ team.
 
Cllr Rickett pointed out a survey from the Police Crime Commissioner, it is not too late to raise the issue of lack of Police Officers and PCSO’s.
Cllr Rickett also asked about the village sustainability score, Cllr Williams reported it had been dealt with, there were no amendments necessary.
 
32.11 Apologies and Acceptance for Absence
 
Cllr Benton and Cllr Dickinson have both given apologies and their reasons have been accepted.
 
33.11  Declaration of Pecuniary Interest in accordance with Localism Act 2011
 
None.   Cllr J. Campion declared contractor personal friend later in meeting see Minute ref 42.11 – LCC Liaison Update -  Trees on Sea Defences.
 
34.11  Minutes of previous meetings
 
The minutes of the meeting held on 4th September 2023 were moved and signed.

35.11  Matters Arising
 
Previous minutes have been looked at regarding the planters which were discussed last meeting.  No resolutions were taken regarding these except that Cllr Williams agreed to pick them up.

37.11 Matters to Raise
 
Cllr Warsap attended a meeting at the Social Centre where discussions and arrangements were made for the Christmas Dinner on Sunday 10th December.  There will be two sittings; 12:30 and 1:15. Tickets only - £10 each.  Bring own drinks.

As the RFO was unable to be present cheques signed before meeting were;

100067 – ELDC – Parish election fees – £774.28
100068 – Marshchapel Parish Council – Admin support - £54.85
100069 – P. Plumridge – Travel Expenses - £14.40
 
Approval was sought to pay for further admin support from Marshchpel PC,  when invoiced,  proposed Cllr Mace, seconded Cllr Warsap.
 
39.11 – Planning Matters

40.11 – Speed Camera Update
 
The grant form has been completed, once confirmed they will be ordered.
Cllr Mace to contact the people who instigated the purchase of speed cameras to see if any of them are willing to help with the monitoring, upkeep and reporting.
Once cameras are on order we will contact Graham Butler to approve the cameras location points in the village
 
41.11 – Village Field Update
 
Further abuse of toilet facilities resulted in it being taken away and not replaced for this winter.

The air ambulance uses the field not just for Skidbrooke but for surrounding villages as well, they have been given the gate code for access whenever they need it.
 
42.11 – LCC Liaison update
 
Howdens Pullover – re-surfacing complete, LCC financed.
The Haven – emptying of toilets is still a problem.  Humber Estuary Project have written to Wild Camping indicating the site, with a map.  They have also pointed out the Law and forwarded information on the necessary Act and penalties that could be incurred.  Flyers are going to be printed out to give to people found on site.  LCC is aware that the Environment Agency and Parish Council are trying to protect this site and we are getting proof that we are trying to work with them.  This is a SSSI (Site of Special Scientific Interest) site and is very important.
Trees on sea defences –  Trees wind blown in the past have been cleared and removed.  However, this is a resinous pine and needs to mature for 2/3 winters.  LCC have agreed to pay for tree surgeon but what has been left behind is too large to clear ourselves.  No one is interested in clearing site and taking timber so we will have to get a contractor.  Joby Barton was suggested (Cllr Campion declared an interest and took no further part in discussion)  Cllr Mace proposed we contact Mr. Barton, seconded Cllr Barker.  
Cllr Williams to prepare risk assessment. 
 
43.11  -  New Clerk
 
No one has come forward yet.  We will renew advert and put a notice on Notice Board.  Temporary Clerk has not yet got access to web site, to put on Agenda and minutes but this will be resolved asap.  We are grateful to Mrs Plumridge for her continued support until we can find a new clerk.  New Clerk will be expected to accept training to be fully conversant with web site and capable of keeping it up to date and current.
 
44.11 –New bench at Haven & Sports Field
 
Final three new benches have been assembled and put in place, two on Sports Field near the bridge and one at the Haven (near footprint of original).
