Minutes of meeting of Skidbrooke cum Saltfleet Haven Parish Council held in the Social Centre, Sea Lane at Saltfleet on Monday 3rd July, 2023 at 7:00pm
Cllrs present: G. Williams (Chair); I Dickinson (RFO); S. Warsap; P. Mace; J Campion, M. Benton & G. Barker.
Also present: Clllrs D. McNally (CC & ELDC); P Rickett (ELDC) from 7:10).

1.07 Public Session
The Chairman welcomed the members of the public and opened the public forum.
Our attention was brought to an empty property with overgrown hedges and shrubs impeding the footpath, The property was identified and Cllr McNally will deal with this.
The numerous pot holes in Sea Lane were commented upon, we will contact ‘fix my street’ and would encourage all residents affected to do the same.
The lack of signage at The Haven was discussed and it was emphasised how keen everyone is to stop overnight camping there. It is advertised as an overnight stop on the internet and also as a wild camping spot, we will try and get these adverts taken off. The car park has no bin because it is the responsibility of LCC to empty one sited there, they will not send a man from Lincoln to do this and ELDC will not take a new bin on. This is an ongoing item, more later in Agenda.

A member of the public asked about a planning application he had refused in 2020 due to alleged noise pollution. We were unable to comment since the appeal time limit has passed, could only suggest he submits another application.
The state of Mill Lane was commented upon, since this is an unadopted road it is the responsibility of the residents. It will not be adopted until it is brought up to spec.
2.07 Chair’s welcome and introduction of RFO
Chair introduced Cllr Dickinson who is the new RFO and who has been working with Mrs Plumridge to get the AGAR forms submitted. He is also, at present in the process of updating the bank signatories.

4.07 County & District Councillor Reports
Cllr Rickett reported that there has been £5 million funding given to Skegness for improvements in entertainment.
A speed camera has been discussed before for the village and the two District Councillors are prepared to fund this from their grant. It was advised that a camera that collects data is more expensive and from experience there is not a lot of use for the data except as a comparison tool. A battery powered one would cost in the region of £2200, whilst solar power is £2,250. Power can be saved by adapting the signage to only notify speeding vehicles, not ones under the speed limit. Extra mounting plates would be required for different sites around the village.
It was proposed by Cllr Dickinson that we accept the offer of up to £2500 from the Cllrs grant, to purchase a speed camera, seconded by Cllr. Campion, All in favour.

Chair to get price for battery powered and 4 mounting plates.
Cllr McNally reported that Trading Standards had clamped down on illegal tobacco products and vapes in Boston. The law should be changing to stop children buying vapes.
Recycling is going well, 90% is ‘good’ as opposed to a contamination rate of 30% two years ago.
The CC are making litter picking kits available, free to PC’s. If we want one he will collect it for us.

6.07 Minutes of previous meetings
The minutes of the meeting held on 15th May, 2023 were moved and signed.
The minutes of the extra-ordinary meeting held on 28th June, 2023 were moved and signed.
7.07 Matters Arising

8.07 Matters to Raise
Sub committees for Angus Energy, LCC and foreshore activity and Village Sports Field – confirmed.
Planning to be dealt with by emailing every Cllr. and asking for comments on ‘Reply All’ basis. If necessary i.e. differing views, Clerk will collate reply and email it back to all Cllrs for further comments. If straight forward Clerk will submit views from original comments. Whenever possible, within time restraints, planning will be discussed at full Council meeting.
Angus Energy meeting, minutes not accurate, Cllr McNally and Cllr Campion were present.
New access track to drilling site at Angus Energy appears to be temporary for access.
.gov emails have now been set up for all Councillors through Cloud next at a cost of £160 / year. These will be published on the web site and through the Facebook page. Our previous email arrangement was perfectly ok and was in line with what most small Parish Councils do, however, we have acted following a complaint.
Web publishing is now progressing. We have contracted the webmaster Peter Langford, through LALC, who is in the process of changing it round and bringing it up to date. This costs in the region of £17 per hour but is well worth it, as it is far quicker than we can do. So far we have purchased 5 hours, a further 5 will be necessary. As it progresses we are assured we will be able to do most of the general things quite easily ourselves.
LCC meeting - Natural England Consents awaiting report. Conifer trees to be cut down, 2 crew days.

LCC to pay for signs at The Haven to stop overnight parking/camping, PC to help monitor this by regular visits to car park. Volunteers appreciated. It was suggested to put the signs behind a wired area belonging to AWA to help protect them. It is hoped to deter camping through signage and dialogue and we would like to take a measured approach initially.
Pavement Licence for Haven bench seat, although this is a replacement it is in a slightly different place and the land belongs to Highways.
Development Plan – ongoing
New Clerk – current Clerk is on temporary loan and does not wish to continue through winter months as she lives in Humberston. She is willing to Clerk next meeting, if required but has suggested someone who lives locally and with more local knowledge is more suitable for the post.
AGAR update - the forms have all been submitted, the period for the exercise of public rights is 3rd July to 11th August. The missing bank statement has now been received, accounts now reconcile to bank.
Bi-monthly meetings were discussed and it was proposed by Cllr Campion that we move to bi monthly meetings, this was seconded by Cllr Benton, all in favour. Meetings will be held in September, November, January, March, May and July on the 1st Monday of the month or on the Tuesday if it is a bank holiday.
Adoption of Annex A to paragraph 3N in Standing Orders, this is regarding videoing Council meetings, it was agreed to defer this to the next meeting.

Sea Lane Farm – planning meeting tomorrow.
11.07 Highways, Footpaths & Lighting
Hedgerow in Church Lane has been dealt with.
12.07 – Village Field
New signage required for weight and number of persons on zip wire equipment, Cllr Mace suggested a moulded plastic sign to wrap around equipment. Cllr Mace to get three quotes for appropriate signage.
The notices for retaining/containing dogs on the field are in place, no extra restrictions have been imposed. A notice is planned for the bottom entrance but at the moment it is lacking a post to put it on. This is in hand.
