Public Forum
 
A public forum was held from 19:03 to 19:20 Minutes taken by Cllr Peter Mace and Cllr Guy Williams
Chair briefed at beginning that the forum was restricted to 15 minutes as required by standing orders.
Requested if any one present wished to or would be recording in any version the nights proceedings, no indications from those present that any form of recording would be taking place.
Thank you from MP for the positioning of the six speed reminder notices in 30 mph section of A1031.  Made available to be collected at end of meeting waste bin 30 mph stickers limited to four per household on frontage of A1031.
 
Item 23/03-01 Chair’s Welcome
 
The Chair welcomed everyone to the Parish Council monthly meeting. A closed session at end of meeting would take place.
 
Item 23/03-02 Police Matters
 
No police matter to report.
 
Item 23/03-03 District & County Councillors Reports 
 
CC McNally reported on availability of free school meals during the holidays.  Also, on 50 years festival featuring hedge laying and about chalk streams.
DC Rickett reported on Upgrade grants available up to £18,000 per property and Energy 2, for households with income of less than £31,000.
 
Item 23/03-04 Apologies and acceptance for absence 
 
Apologies Cllr Meryl Cunliffe, unwell and Cllrs Ralph Benton and Keith Warsap due to long term ill health.

Item 23/03-06 To Resolve as Minutes the Record of the Monthly Meeting held on 6th Marsh 2023 
 
Cllr Williams and Cllr S Warsap, resolved and signed.
 
 
Matters Arising 23/03-07
 
a) Lincolnshire Road Safety Partnership, CSW, LCC Highways being contacted for costings of suitable posts for radar reactive speed equipment.
b) Chair gave a brief on what two words used by the PC had been used for in relation to Permitted activities of mechanically propelled vehicles and Licence for Wildfowling activity.  Thus the issue of the Licence had occurred.
 
Item 23/03-08 Chair’s Report 
 
In addition to his introduction at public session.
That there is a proposal to amend Standing Orders to reflect the issues of recordings at public meetings, to be discussed at meeting after elections.

Nil – Vacant position, intended applicant had withdrawn for personal family reasons.

Planning extension at High Home Farm, Warren Road.  Approved, Cllrs Williams and Warsap
 
Item 23/03-13 Highways / Footpath / Lighting Matters
 
 Cllr Williams reported that Angus Energy would be looking for support from Parish Councils to get LCC Highways involved in repairs with there proposal for piling.
 
Item 23/03-14 Village Field update
 
a) After MP came forward with declaration signed by committee reformed from past members willing to take on task of Field Committee at last meeting in March, Now formally accepted by Cllrs Warsap and Williams.
b) Formally signed back to Field Committee control of financial documents.
c) Confirmed by PC that members of the Field Committee and volunteers at organised activities on the field would be covered by insurance as employees of the PC and any third party claims whilst working.
d) New map notices for controlling areas dogs allowed under certain conditions to be obtained, confirm confirmed quotes will be sort.
e) Chair has arranged order of topsoil and confirmed delivery.
