Minutes of an extra-ordinary meeting of Skidbrooke cum Saltfleet Haven Parish Council held in the Methodist Chapel at Saltfleet on Wednesday 28th June, 2023 at 7:00pm

1.06 Public Session
The Chairman welcomed the members of the public and asked if there were any questions about tonights Agenda.There were none.
2.06 Chair’s comments
The purpose of tonight’s meeting is to sign the AGAR form and it was necessary to do it by the end of this week in order to comply with all the time restraints from the external auditor PKF Littlejohn.
The Chair introduced Mrs Pauline Plumridge who has been helping Cllr Dickinson with the preparation of the AGAR. She has been Clerk to Marshchapel for 38 years and Grainthorpe for 4 years. She is taking the minutes tonight. There was considerable work to do since apart from a full audit last year, which drew attention to anomalies which were not acted on, the accounts have been unaudited since 2017/18 and there is still some paperwork missing.
After tonight’s meeting the Chair will ensure that the relevant notices will go on the notice board and on the web site. All documents signed tonight will go on website. Last years internal audit picked up on discrepancies in the accounts which were not addressed. Cllr Dickinson has inherited accounts which do not reconcile to the bank and can not get to the bottom of it without all the relevant paper work going back to 2017/18. Therefore, after seeking external auditors advice, the starting balance on Statement of Accounts has been adjusted. Chair contacted the external auditor and has it in writing that what we have now done is in order.
3.06 Financial
No cheques, only one signatory in post. Currently being addressed.
Internal Audit Report – This was read out and discussed and accepted and approved.
The Annual Governance Statement was read out and filled in, it was approved.
The Accounting Statement was accepted and approved.
The Certificate of Exemption was approved. Cllrs were made aware that the accounts were recorded in the Income and Expenditure basis for this form, as advised by external auditors.
The commencement date for the exercise of public rights was confirmed as Monday 3rd July to Friday 11th August, 2023.
