Minutes of meeting of Skidbrooke cum Saltfleet Haven Parish Council held in the Social Centre, Sea Lane at Saltfleet on Monday 4th September, 2023 at 7:00pm
Cllrs present: G. Williams (Chair); I Dickinson (RFO); S. Warsap; P. Mace; J Campion & G. Barker.
Also present: Cllrs D. McNally (CC & ELDC); P Rickett (ELDC) (from 7:10).

15.09 Public Session
The Chairman welcomed the members of the public and opened the public forum.
The questions started with a request for information as to whether the post in the road would be replaced at the top of Sea Lane.As far as we are aware this is being left clear for fire/rescue access for vehicles and is a CC matter, however the Cllr Williams will raise the question with CC.
Next, we were questioned as to why the web site is not fully up to date yet.The Chair replied that we are waiting until there is a new Clerk in post as none of the Cllrs can do it.We will get it up to date as soon as possible, we have agreed to do this.In the meantimeagendas and minutes will be on the notice board by the garage and on Facebook. The temporary Clerk agreed to put up the current minutes for July if she is given a password.

Cllr Rickett was asked about the availability of the energy bus, he will email information.
Road safety on Sea Lane was brought up, it seems cars are mounting the footpath in order to pass two abreast.This is very hazardous especially to disabled residents.It is an offence to drive on the footpath so it could be reported to Police.Cllr McNally said there is little that can be done since there will be no road widening scheme. It is hazardous for people to be driving on pavements.
16.09 Police Matters

17.09 County & District Councillor Reports
Cllr Ricket reported that it has been quiet during August.
He understands that the Police are going to try to get to some meetings, new PCSO’s are being trained up at present.
There is a questionnaire on line about the opening of the Post Office at North Somercotes on 10.10.23 if anyone is interested to fill it in.
Cllr McNally spoke about a new Customer Charter agreed by various services, including highways, broadband, water, electricity etc., in that they will work together and not keep digging up the same bits of road/footpath.
The shared Prosperity Fund for capital community events, play areas etc., is still open.

19.09 Minutes of previous meetings
The minutes of the meeting held on 3 July, 2023 were moved and signed.
20.09 Matters Arising
The matter of the hedge raised at the previous meeting had already been reported, however hedge cutting does not re-start until mid September.
21.09 Matters to Raise
Village Hall grass cutting – this is proving difficult as there is no access to back of hall due to rubbish.
Village Hall Committee aware and addressing.
Speed sign – Cllr Mace had done a lot of research into fixed signs and moveable signs. The merits of both were discussed at length. Costs were roughly the same as the fixed ones were more expensive but the moveable ones need mounting plates. After deliberation it was proposed by Cllr Mace that we buy 2 moveable signs, with data collecting facility, plus 6 mounting plates. We would pay for one and the Cllr grant would pay for the second one and the plates. This was seconded by Cllr Dickinson. Cllr Dickinson would look into the shared prosperity fund as well. Cllr Williams asked for volunteers from the Parishioners present, to help with moving these signs round the village, once the plates are in place, no offers of help were forthcoming.
Rospa Report this was gone through and items identified for Playing Field Committee to sort out. Cllr Barker has a copy of report. Cllr Williams to spray off the weeds at the bottom of trim trail posts as strimming is causing damage. The fence will be treated once the children have gone back to school, field will be closed for a couple of days.
Mis-use of toilet on field – this will be in place until the end of September, it is proposed to move it to the bottom of the field instead of near the car park.
Five events have been held this year making over £3447 profit as opposed to four events last year making £2782.A big ‘Thank you and well done’ to everyone involved.
A meeting is planned for next week and dates and planning will start for next year.

The PC have now paid all their debts.
Cllr Dickinson to draw up invoice to ELDC for 50% of Marshchapel invoice, as agreed, due to extra work involved following overpayment of precept.It was agreed some of the work was our own fault due to things being left for a number of years.

24.09 – LCC Liaison update
Howdens Pullover – re-chalking due this month.
The Haven – ongoing with regard to signage.
Trees on sea defences – this has been agreed by Environmental Agency ,a crew of 6 will get work done.
25.09-Sub committee to employ new clerk.
It is hoped to have a new clerk in post by the next meeting.A sub committee of Cllrs Mace, Dickinson and Williams will move forward with this.
26.09 – Pavement licence for new bench at Haven
Not required since replacing existing, albeit slightly different position.
License for planters on pavement from Blooming Saltfleet was questioned, no license was obtained and the planters were supplied by DC, Cllr Williams to look into this.
