SKIDBROOKE WITH SALTFLEET HAVEN PARISH COUNCIL

Minutes of the monthly meeting held on Monday 24th January 2022 which commenced at 7pm at the Social Centre, Sea Lane, Saltfleet

Item 22/01-01 Chairman’s Welcome

The Chairman welcomed everyone to the Parish Council monthly meeting and was pleased to see a good turnout.

 

Public Forum

Mr Ian Dickinson (Treasurer Saltfleet Playing Fields Committee) reported that there are four car-boot dates planned so far for this coming year, 17.04.22, 01.05.22, 05.06.22 and 28.08.22. The committee would like the Parish Council to organise the change of banking details due to problems incurred with HSBC. The Clerk will arrange the necessary paperwork in order to change signatures and amend details held with HSBC as instructed. It was confirmed that the funds raised from previous events had been ring-fenced for development of the playing fields.

 

Mr Keith Warsap reported on plans to celebrate the Queens Platinum Jubilee. A Treasure Hunt around the village is being held on Friday 3rd June and a Car-Boot Sale planned for Sunday 5th June. Extra toilet facilities will be arranged and paid for by the Committee to accommodate.

The Queens Platinum Jubilee is being celebrated nationally with Beacon Lighting on the 2nd of June and Street Parties/Picnics “The Big Lunch” being held on the 5th of June. It was agreed that a Beacon could be lit on the playing fields, taking into consideration Health & Safety along with the possibility of fireworks. A Special Event Insurance will be obtained if applicable.

 

Concerns were raised over the amount of dog mess that has been found along the public footpath near to Tuxworths. There was approx. 12 lots cleared up before Christmas. A request for more lighting and signage was made. It was thought that the chance of additional lighting columns being installed would be slim. The Dog Warden would be notified of the issue of Dog Mess in the area and ask if some signs could be erected if possible. This would be discussed further at the March meeting.

 

Concerns were raised of shooting on the foreshore and the Clerk had also received a message of concern from another resident who was not present at the meeting. The concerns relate to the conduct of the shooters and whether permission had been given by the Parish Council. It was explained that the Wildfowlers have permission which is governed by an old law. The Wildfowlers have use of the foreshore which is seasonal and normally at dusk and at dawn times. No previous complaints have ever been received and the Wildfowlers have always been helpful, litter-picking the foreshore and their knowledge of the foreshore an asset. If there is any suspicious activity on the foreshore, especially with firearms this should be reported to the Police. Enquires would be made with the Wildfowlers Club.

 

It was asked where the Defibrillators were in the village and if anymore could be installed with visible signage of where sited. It was confirmed that there was one located at the New Inn Caravan Park, but there are no signs. Cllr Mrs Warsap advised that enquires were being made into the possibility of a Defibrillator being installed at the Social Centre. Enquires would be made to Sunnydale Caravan Park to whether a Defibrillator is installed on site as per legal requirements. District Cllr Mr Rickett advised that he and Cllr Mr McNally would be happy to contribute towards the costs using the ELDC Community Grants. A new financial year would start in April and funds allocated to District Cllrs are shared equally. Unfortunately, The Chapel, due to being a religious building is not eligible for this grant. Cllr Mr Rickett gave examples in the local area of funding for a Defibrillator, and he would personally like to see two defibrillators installed in each village with some smaller villages being exempt. LIVES are happy to support any training needed and Dr Parker also gave his support. This would be discussed further at the March meeting. It was agreed that installation of a Defibrillator at the Bus Shelter (Saltfleet) and one at the junction of Tilleygate/Swallowgate, Skidbrooke would be good locations.

 

It was high-lighted that the Parish Council website is not showing full content. The Parish Clerk confirmed that it was currently being worked on and should be up and running shortly.

Item 22/01-02 Police Matters

No members of the Local Neighbourhood Policing Team were in attendance and no matters were raised.

 

Item 22/01-03 Apologies and acceptance for absence

Apologies had been received and accepted from County & District Cllr Mr McNally.

 

Item 22/01-04 Declarations of Pecuniary Interest in accordance with Localism Act 2011

None.

 

Item 22/01-05 District & County Councillors Report                             

District Cllr Mr Rickett reported on: ELDC Community Grant Fund - Applications are due at the end of February and the new funding will commence again in April. COVID – There is an Omicron Hospitality Leisure Grant of £6k available. Pop up centres for COVID Vaccinations and passes. Theddlethorpe Nuclear Power Plant – Asked if any questions? No matters raised. It was confirmed that RWM had been in contact with Mrs Pace to book the Social Centre to provide the community with information on the proposals. A confirmed date has not yet been made but was thought to be in March.

 

The Vice-Chair, Cllr Mr Mace wanted to query Green Waste with Cllr Mr McNally as to why other Councils green waste services are at a lower cost than ELDC and provided examples of costs from Nottingham, £38 per year and £20 per year for an additional bin. Cllr Mr Rickett advised that the cost was a fixed price. Cllr Mr Williams referred to the rural area and the cost of fuel to provide the service would be at a greater cost than urban areas.

 

Cllr Mr Rickett enquired if the Parish has had any issues with fly-tipping of tyres. There have been no issues in the area, in previous years it has been. Cllr Mr Rickett informed that in other areas there has been quite a few tyres dumped, approx. 103.

 

Item 22/01-06 To Resolve as Minutes the Record of the Monthly Meeting held on the 6th of December 2021

It was proposed by Mrs Warsap, seconded by the Vice-Chair, Cllr Mr Mace, and resolved that the notes of the monthly Meeting held on the 6th of December 2021 were a true record. The Chairman duly signed and dated the Minutes.

 

7:51pm District Cllr Mr Rickett then left the meeting along with two members of the public.

 

Item 22/01-07 Chairman’s Report

The Chairman had no specific matters to report.

 

Item 22/01-08 Clerks Report

LMDB – A meeting has been arranged for the 03.02.2022 at Saltfleet Pumping Station relating to the refurbishment works and discuss the proposals. The Chairman and Cllr Mr Williams along with the Clerk will attend. The meeting will be with Neil Kemble (LMDB Engineer) and Vicki Dutchburn (EA).

Let’s Talk Lincolnshire – Opportunity to join County Views Panel, register on-line and join in with campaigns along with keeping up to date with news in the County.

BT Kiosk – Located at Skidbrooke was condemned and removed as the condition was unsafe.

Post at End of Sea Lane – Cllr Mr Mace had reported that a member of the public had injured themselves on the post. It was confirmed that the post which prevents un-authorised motor vehicles accessing the foreshore was installed by LCC.

ELDC Green Waste – Subscriptions for the service need to be renewed or subscribed too by the 22.02.2022. There are 22 collections, 19 through Spring to the Autumn and 3 in the winter period. The service is £50 which is an increase of £10 from last year.

 

Item 22/01-09 Parish Councillors Reports/Matters to Raise

The Vice-Chair, Cllr Mr Mace enquired if any planning applications had been received relating to Warren Road. It was confirmed that no applications had been received. The Vice-Chair, Cllr Mr Mace also raised the issue of General Waste Bins where some had been removed and the possibility of additional bins. LCC confirmed that they had removed one waste bin, providing a litter pick service at the Haven. Additional bins are hard to implement due to the additional costs of collection and disposal that would be implemented. It was agreed that this would be placed on the March Agenda for further discussion.

 

 

 

 

 

 

Item 22/01-10 Financial Matters

Budget 2022/23 was circulated to Councillors and the Precept for the forthcoming year was discussed and considered. It was unanimously agreed and resolved that the Precept for 2022/23 be kept the same at £7,750.

 

An invoice of £135 for the hedge cutting works had been received from Mr N Cook. It was proposed by Cllr Mr Williams, seconded by Cllr Mrs Warsap and resolved to pay the invoice with thanks for the works provided.

 

Item 22/01-11 Planning Matters: ELDC Notification of a Refusal of Planning Permission:

             Ref: N/155/02279/21     Applicant: Mr.A.Fairley

             Planning Permission – Change of Use of Land to Site up to a Maximum of 6no. Shepherd Huts

             Location: Well Pastures, Saddleback Road, Skidbrooke, Nr. Louth, Lincolnshire, LN11 7DH

The Parish Council noted the Refusal of Planning Permission received.

 

An amendment to previous permissions granted by LCC at the Wingas site from Angus Energy had been received as an advisory to a neighbouring Parish. Equipment from one location of the site is planned to be moved with the site boundaries which will have a minimal effect.

Item 22/01-12 Highways / Footpath / Lighting Matters

Sea Lane Junction – Potholes. 30mph signs entering Saltfleet on Warren Road have been vandalised showing a speed limit of 80mph when dark. West Lane – Three potholes. Church Lane – Still not in the best of condition after jet-patching works have been completed. Saddleback Road – A white plinth has broken off. South Road – Dip at the Billingsgate junction (South Somercotes). Speed Signs – Unfortunately, there was none at Highways that could be re-used. A dozen is needed and will be purchased.

 

Item 22/01-13 Village Field

It was reported that the first post at the access from the bridge at Pump Lane is broken. Cllr Mr Williams offered a 4x4 post to replace if suitable.

 

Playdays have inspected the play equipment and advised that the Infant Swings be de-commissioned until necessary works have been carried out. The works should commence in the next couple of weeks. Signs will be erected to inform members of the public. The Zip Wire has already been de-commissioned awaiting a replacement cable. A quote was provided for the remedial works required and the Parish Council agreed and resolved to get the works advised done.

 

Queens Platinum Jubilee Celebrations – See Public Forum. There are grants available to help with celebration costs through Arts Council England which are available until the end of February. The National Lottery funding has been closed due to the number of applications already received.

Item 22/01-15 To Resolve the Date of the next Parish Council Monthly Meeting – 7th March 2022

The next Parish Council meeting will be held at the Social Centre, Sea Lane, Saltfleet on Monday 7th March 2022, commencing at 7pm. All attendees are advised to wear a face mask/face covering which can be removed whilst seated.

 

 

With no further business or matters raised, the Chairman then closed the meeting at 8:30pm.
