Minutes of the monthly meeting held on Monday 7th March 2022 which commenced at 7pm at the Social Centre, Sea Lane, Saltfleet

Item 22/03-16 Chairman’s Welcome
The Chairman welcomed everyone to the Parish Council monthly meeting.
Public Forum
Mr Keith Warsap confirmed the planned activities for the Queen’s Platinum Jubilee. Thurs 2nd June, Lighting of Beacon & Fireworks? Cllr Mr Williams had offered to help plan the fireworks but was not in attendance at this meeting to confirm if this will be going ahead. Friday 3rd June, Treasure Hunt, no start time as yet but afternoon is likely. Saturday 4th June, at the Social Centre 11am opening of Art Show. Sunday 5th June, Car boot on the playing fields.
It was asked if the events will be advertised. Yes, the events will be advertised when activities have been confirmed.
Parish Council Website – The Clerk has been struggling with building the new website. No help was offered.
It was asked what the current plans for the playing fields are? The Vice-Chair confirmed that the Parish Council were looking into Adult Fitness Equipment and seeing what the general interest is with residents. The money raised to date has been ring-fenced.
The Public Forum then closed at 7:42pm.
Item 22/03-17 Police Matters
No members of the Local Neighbourhood Policing Team were in attendance and no matters were raised.
Item 22/03-18 Apologies and acceptance for absence
Apologies had been received and accepted from Cllr Mr Guy Williams and Cllr Mr Ralph Benton.
Item 22/03-19 Declarations of Pecuniary Interest in accordance with Localism Act 2011
None.
Item 22/03-20 District & County Councillors Report
District Cllr Mr Rickett reported on: The ELDC Precept inc. Council Tax Band D increase by £4.95 equalling 9.5p per week. Skegness Neighbourhood Development Plan. International Women’s Day 08.03.22. Fighting Fit Programme will email details.
District & County Cllr Mr McNally Reported on: LCC Council Tax Increase 5%. Adult Social Care increase 3%. Government has removed £12m Road Funding. Apprenticeship Award Scheme.
The Vice-Chair asked on the Police increase to Council Tax of 5%.
Item 22/03-21 To Resolve as Minutes the Record of the Monthly Meeting held on the 24th of January 2022
It was proposed by Mrs Warsap, seconded by the Vice-Chair, Cllr Mr Mace, and resolved that the notes of the monthly Meeting held on the 24th of January 2022 were a true record. The Chairman duly signed and dated the Minutes.
7:51pm District Cllr Mr Rickett then left the meeting along with two members of the public.
Item 22/03-22 Chairman’s Report
The Chairman had no specific report to make under this item.
Item 22/03-23 Clerks Report
Defibrillator – A quote has been obtained. Unfortunately, the ELDC District Cllr Grant Fund was not accepted due to the fund allocation but the new applications re-open in April for the new financial year and the parish will be allocated funding.
Dog Warden – Has been contacted to inform of the issues with dog mess on the footpath between Tuxworths and The Hill.
LMDB – The Clerk and Chairman reported on the meeting held at Saltfleet Pumping Station with LMDB & EA regarding the imminent refurbishment works that will be carried out to replace the pumps and control stations that have come to the end of service life. The building and some of the grounds will be adapted to be able to hold new equipment.
St. Botolph’s Churchyard (New) – A Headstone for Mr P Sutcliffe has been erected by Leakes Masonary.
Item 22/03-24 Parish Councillors Reports/Matters to Raise
It was confirmed that an information day will be held on 24th March 2022 by GDF at the Social Centre, providing information on the proposal of a Nuclear Waste site at Theddlethorpe.
It was noted that some trees have been removed from the New Inn Caravan Site, but these trees had no TPO’s.
Item 22/03-25 Financial Matters
MKB Environmental Invoice – Grass-Cutting/Strimming Works 2021 St. Boltoph’s Church New Cemetery £320
Play Days Adventure Play Ltd Invoice – Maintenance Works/Replace Zip Wire Cable, Playing Fields £990
Glendale – Grass-Cutting at the Playing Fields £458.64
It was proposed by Cllr Mrs Warsap, seconded by the Vice-Chairman and resolved to pay the invoice with thanks for the works provided.
Item 22/03-26 Planning Matters: No matters raised.
Item 22/03-27 Tree Preservation Order – Location: Crumbles, The Hill, Saltfleet. Application: T26 Horse Chestnut – Pruning lower Branches (as per photos supplied) Reason: Falling leaves making the Public Footpath & Neighbours driveway slippery and making the property dark when in full leaf.
The Parish Council considered the application and Resolved to Support the application, commenting that more
Pruning would be encouraged than shown on the plan as it does cause concerns as stated in the application and
should be suggested to the applicant.
Item 22/03-28 Highways / Footpath / Lighting Matters
Footpath (The Hill/Tuxworth) – The Chairman had provided photographic evidence that part of the PROW (Tuxworth end) had been slightly diverted by the installation of fencing blocking off part of the path. This will be reported to LCC to investigate.
Waste Bins – The Parish Council would like to see an additional bin located at The Haven Bank. It was also reported that the top part of the bin at The Hill has gone missing since the storms.
Hedgerow (opposite Paradise) – A1031, part of the hedgerow had come down in the storm and was causing a small obstruction on the Highway which will be removed.
It was mentioned that some empty properties the hedges are growing onto the footpath in areas making them narrower.
Cllr Mr McNally asked on the repairs work to the footpath outside of the Manor House due to tree roots. It was felt that a good job had been carried out but further repairs to the same path a few metres away are still needed.
Item 22/03-29 Village Field
Toilet Provision – Mr Keith Warsap will arrange the toilet for the playing field for the forthcoming season (April-Sept) and will order extra toilet provision when the Car Boot Sales are being held.
The catch is broken on the gate to the playing field.
Playdays have completed the maintenance works which included replacing the Zip Wire Cable.
The Vice-Chair informed that the clip on the Zip Wire had not been made safe as someone had clipped the seat straight onto the cable. This has been rectified by the Chairman installing a shackle, Play Days will be informed.

Item 22/03-31 To Resolve the Date of the next Parish Council Monthly Meeting – 4th April 2022
The next Parish Council meeting will be held at the Social Centre, Sea Lane, Saltfleet on Monday 4th April 2022, commencing at 7pm.
With no further business or matters raised, the Chairman then closed the meeting at 7:44pm.
