Minutes of the monthly meeting held on Monday 5 September 2022 which commenced at 19:17pm at the Social Centre, Sea Lane, Saltfleet

Public Forum

 

Concerns raised about overflowing bins and dog fouling, particularly along Sea Lane. Clerk and Vice Chair to raise with ELDC to increase signage and bin emptying or to supply larger bins. Clerk to write to the owners of the Caravan sites and the Chip Shop regarding providing privately funded bins for their customer to use. Blooming Saltfleet tidied up the Bus Shelter but noted larger repairs are needed. Cllr G Williams to investigate and report back to the council. It was noted that the defibrillator at the social centre was inoperable at present and the Clerk will ask the owners of Sunnydean park if theirs is currently operable in light of the global shortage of defibrillator batteries.

The Chair welcomed everyone to the Parish Council monthly meeting.

None.

 

Item 22/09-03 District & County Councillors Reports

 

ELDC- 50 Bus service has been reinstated, please utilise it in order to keep it running.

LCC- Advance notice of a lengthy road closure near Mablethorpe in October and November for resurfacing. Pilot of a tipped item recycling/reuse programme in Tattershall ongoing.

 

Item 22/09-04 Village Field

 

No village field representative attended but it was reported that the takings of the last car boot were £1080.01.

 

Item 22/09-05 Apologies and acceptance for absence

 

RESOLVED to accept the apologies for absence from Cllr Keith Warsap.

 

Item 22/09-06 Declarations of Pecuniary Interest in accordance with Localism Act 2011

 

None.

Item 22/09-09 Clerk’s Report

 

  1. Inspection and Resolution of 2021-2022 AGAR was RESOLVED to submit and dually signed by the Clerk and Chair

  2. Lincs BID purchase of planters for village

  3. Waiting on LCC contact to revert with dates for a meeting re The Haven

  4. Civility & Respect pledge circulated for consideration

  5. Updated Standing Orders, Code of Conduct, and Financial Regulations will be sent this month for debate and resolution at the October meeting.

  6. Note that BHIB Insurance Reference LC/SKID/09422-EY10 £579.37 Cheque 100108 was destroyed as the original was received by the vendor on 01.07.22

  7. Stagecoach Bus 50 Service cancelled as of 31.08.22

  8. Anglian Water new reservoir proposal for Lincolnshire

  9. Environment Agency has concluded beach nourishment for 2022

 

Item 22/09-10 Parish Councillors’ Reports/Matters to Raise

 

  1. Chair: Warm Spaces initiative. Chair to follow up with Cllr D McNally regarding potential grants and locations for this initiative.

  2. Vice Chair: Missing village sign on southern approach. Sign has been recovered and will be reinstated.

  3. Cllr G Williams: Missing litter bin at St Botolph’s and dangerous hedge on Saddleback Road. Clerk to report missing bin to ELDC and to write to the resident in question regarding the hedge.

  4. Full Council: to select a supplier for memorial plaques. RESOLVED to use The Engraving Shop of Norwich after review of the three quotes obtained.

 

Item 22/09-11 Financial Matters

 

RESOLVED to make the following payments:

 

  1. Clerk’s Salary Q1 (June only) £184.15 Cheque 100112

  2. Clerk’s HMRC contribution Q1 (June only) £45.80 Cheque 100111

  3. Clerk’s expenses for July and August 2022 totalling £44.93 (receipts for stamps and stationery £23.35, printing expenses of £8.98, plus 28 miles for delivery and retrieval of internal audit documents £12.60) Included on Cheque 100112

  4. Glendale Countryside (Sports field Grass Cutting 01 and 14 July 2022) Invoice GC446-PC-03657 £168.00, of which £28.00 is VAT Cheque 100110

  5. Mrs J M Cooper, Internal Auditing Expenses, £60.00 Cheque 100109

 

Additionally, it was RESOLVED to review the Grass Cutting frequency on the Sports Field given the change in weather.

RESOLVED to return no comment on either of the above.
