Minutes of the monthly meeting held on Monday 4th April 2022
which commenced at 7.01pm at the Social Centre, Sea Lane, Saltfleet

Item 22/04-32 Chairman’s Welcome
The Chairman welcomed everyone to the Parish Council monthly meeting.
Public Forum
Mr Warsap asked if the grass-cutting had been requested for the forthcoming Carboot Sale. The Clerk had sent an email to Glendale requesting the cut. Mr Warsap informed the Parish Council that there would be a committee meeting held on the playing field on the 10.04.2022. The toilet for the season had been ordered and delivered and has ordered an extra toilet to be delivered for the future carboot sale events. The Chairman reported that the morning after the delivery, the toilet was overturned. This has been rectified.
Mr Dickinson reported on the status of the banking for the committee. The Parish Clerk had received a cheque from the previous treasurer Ms C Brown along with statements and a letter from HSBC advising that the account had been closed. The cheque and statements were passed to the Chairman. Cllr Mr Williams will be looking into setting up a new bank account. Currently there are four members of the committee, and it was agreed that signatories for the account will be a member of the committee and a Parish Councillor.
Cllr Mr Williams suggested that the Parishes are canvassed again to obtain up to date views and opinions of residents for the future development of the Playing Fields.
The Public Forum then closed at 7:21pm. Mr Warsap & Mr Dickinson then left the meeting.
Item 22/04-33 Police Matters
No members of the Local Neighbourhood Policing Team were in attendance, apologies had been received from PSCO Louise Borman, no matters were raised.
Item 22/04-34 Apologies and acceptance for absence
Apologies had been received and accepted from the Vice-Chairman, Cllr Mr Peter Mace, Cllr Mr Ralph Benton and District Cllr Mr Paul Rickett.
Item 22/04-35 Declarations of Pecuniary Interest in accordance with Localism Act 2011
None.
Item 22/04-36 District & County Councillors Report
District & County Cllr Mr McNally Reported on: NHS Amnesty Re ex-medical equipment - The CCG have a skip located at the Lincoln Re-Cycling Centre. If successful, this will hopefully be rolled out throughout the County.
Fire Service - Are hosting a “have a go” day which is a recruitment drive held at Waddington, any interested parties can book in online. “Lucy” the Dragon – A new feature at Lincoln Castle, a small fee payable to join in the Dragon Explorer Quest within the grounds. Easter Holiday Activities – Children eligible for FSM can book on-line with nearby hosts, e.g., Grimoldby Little Lambs for childcare facilities over the easter period. Trading Standards – Illegal Tobacco hauls in Boston Spalding. Purple Recycling Bins – Rollout in September 2022.
ELDC Tedder Hall Site – Up for Sale on Rightmove.
Item 22/04-37 To Resolve as Minutes the Record of the Monthly Meeting held on the 7th March 2022
It was proposed by Mrs Warsap, seconded by the Chairman, and resolved that the notes of the monthly Meeting held on the 7th March 2022 were a true record. The Chairman duly signed and dated the Minutes.
Item 22/04-38 Chairman’s Report
The Chairman reported that the post connected with the gates to the playing fields was loose. Cllr Mr Williams has a replacement post that can be used.
County & District Cllr Mr McNally then left the meeting at 7:33pm.
Item 22/04-39 Clerks Report
Resignation – Following the resignation notice given to the Parish Council in 2020 a replacement Clerk had not been found. The Clerk expressed the urgency of the resignation as the Parish Council needs to be brought up to date with current legislation and the Clerk does not have the time or ability to achieve this. The Chairman will advertise the position and liaise with Cllr Mr Williams.
Item 22/04-40 Parish Councillors Reports/Matters to Raise
Cllr Mrs Warsap provided information on the Queens Platinum Jubilee event being held at the Social Centre on Saturday 4th June 2022 11am to 4pm depending on weather. Refreshments will be free of charge and there will be an art display and painting for children. Tuxworths have booked the Social Centre for Saturday nights for entertainment. The Social Centre Committee are looking to install Baby Changing Facilities and a Disabled Toilet. August will see a RAFFA event. Information events will be held at the Social Centre one on the 2nd April and another regarding the proposed Nuclear Waste Facility at Theddlethorpe. A Chiller cabinet has been given and installed. A defibrillator for the Social Centre is on-going, looking at a battery run defibrillator along with possibly paying a maintenance fee for the upkeep. On the 30th June the Social Centre will be providing a hub for cyclists and a hog roast. The AGM will be held on the 21st April 2022.
Cllr Mr Williams confirmed that the Church gate would be opened for Mother’s Day.
Item 22/04-41 Financial Matters
Lincs County Loos Ltd – Provision of the Toilet for the Playing Fields £382.80
LALC – Subscription 2022/23 £165.22
It was proposed by Cllr Mrs Warsap, seconded by Cllr Mr Williams and resolved to pay the invoices stated.
Item 22/04-42 Planning Matters: No matters raised.
Item 22/04-43 Highways / Footpath / Lighting Matters
Footpath (The Hill/Tuxworth) – Following the report to LCC of the obstruction to the footpath. A notice was served, and a recent inspection showed that the fencing had now been removed. Mr J Stockdale gave thanks to the Parish Council for reporting.
Item 22/04-44 Village Field
Cllr Mr Williams had looked into the costings of a Firework Display for the Queens Platinum Jubilee which was considerably expensive, and it was agreed that the cost would be unjustifiable.

None.
Item 22/04-46 To Resolve the Date of the next Parish Council Monthly Meeting – 9th May 2022
The next Parish Council meeting will be held after the Annual Parish Meeting, Annual General Meeting at the Social Centre, Sea Lane, Saltfleet on Monday 9th May 2022, commencing at 7pm.
With no further business or matters raised, the Chairman then closed the meeting at 8:07pm.
