SKIDBROOKE WITH SALTFLEET HAVEN PARISH COUNCIL

Minutes of the monthly meeting held on Monday 9th May 2022 which commenced at 6.41pm at the Social Centre, Sea Lane, Saltfleet

Item 22/05-47 Chairman’s Welcome

The Chairman welcomed everyone to the Parish Council monthly meeting.

 

Public Forum

Mr Higgins reported that the bank services for Barclays had now closed at Mablethorpe and Louth. Barclays Bank was still available at Horncastle or Grimsby but there is a service available at Louth Library 9:30-2pm but not a cash-handling service.

 

Item 22/05-48 Police Matters

No members of the Local Neighbourhood Policing Team were in attendance, an email to advise that PC Glenn 

Palmer would not be available until the 11th May 2022. No report was made, or issues raised.

 

Item 22/05-49 Apologies and acceptance for absence

Apologies had been received and accepted from District Cllr Mr Paul Rickett.

 

Item 22/05-50 Declarations of Pecuniary Interest in accordance with Localism Act 2011

None.

 

Item 22/05-51 Parish Councillor Vacancies 

Cllr Mr Williams advised that he would be standing down from the Parish Council. Three applications had been received. The applicants were present: Mr Keith Warsap, Ms Meryl Cunliffe and Mr Ian Dickinson. The applications were considered and accepted by the Parish Council. Declarations of Acceptance were signed, and Pecuniary Interest Forms distributed. 

 

Item 22/05-52 District & County Councillors Report

District & County Cllr Mr McNally Reported on: Exhibition Chapel St. Leonards Observatory Re: Inn Project.  

Warm Home Front Grant – Certain Criteria Applies. Properties EF Rated. Cllr Mr McNally would forward further information by email.

 

Item 22/05-53 To Resolve as Minutes the Record of the Monthly Meeting held on the 4th April 2022

Cllr Mrs Warsap asked that an amendment be made to Item 22/04-40 Re: the new facility of a Disabled Toilet and Baby Changing facility. This would be one entity and not separate facilities. The Minutes will be amended and signed at the next meeting. It was then proposed by Mrs Warsap, seconded by Mr Mace that apart from the slight amendment needed the Minutes were a true record of the meeting held on the 4th April 2022.

 

Item 22/05-54 Chairman’s Report

The Chairman reported that he and Cllr Mr Williams had been liaising regarding the Saltfleet Social Field Committee Banking. After looking into various banking facilities, the majority now on-line, the advisable route would be the Co-Operative Bank. The Chairman will arrange the necessary documentation in order to get the account up and running a.s.a.p.

 

Item 22/05-55 Clerks Report

The Clerk reported on the NALC Legal Update – Cllrs would be disqualified from the Council for any committed sexual offences. A new section to 81A to the LGA 1972 which sets out the criteria for disqualification. Comes into effect June/July 2022. 

Cllr Mr Williams had recently dropped round the scanner in order to get paperwork scanned onto files and the rest to be taken by the Chairman to the Archives at Lincoln where appropriate. It was agreed that the Parish Council would compensate the Clerk for the additional work involved.

St. Botolph’s Church – Leakes Masonary had been in touch regarding an enquiry for Mrs Robinson to ask if the Parish Council would accept polished granite for a headstone to be erected. No objections were raised, and a response would be sent back to confirm acceptance.

 

 

The Clerk suggested that the new parish councillors’ book onto the online facility for training facilitated by LALC. Forthcoming Dates of Training were given.

 

The Clerk reported on the Lincolnshire’s Office of Police and Crime Safer Together Team Newsletter – East Lindsey which high-lighted the Neighbourhood Policing Priority Setting Meetings, Lincolnshire Alert, Mutual Gain PB Event and Coastal Beat information.

 

Item 22/05-56 Parish Councillors Reports/Matters to Raise

The new benches for the village were raised. The previous order was cancelled, and a new order was to be made with the new picnic benches (in memory of Mrs Wendy Barker) for the playing fields. The new order was delayed as the engraving inscriptions need to be approved. It was questioned if the Parish Council were aware of the delays, the Clerk confirmed that the Parish Council had been updated throughout.

 

Item 22/05-57 Financial Matters

Insurance – Aviva through BHIB 3yr Long Term Undertaking Policy Annual Premium £579.37.

Parish Clerk / HMRC PAYE £525.42 (January-March 2022)

It was proposed by Cllr Mrs Warsap, seconded by the Vice-Chair, Cllr Mr Mace and resolved to pay the invoices stated.

 

The Clerk reported that the Precept 2022/23 had been over-paid by ELDC by £283,539. ELDC apologised for the error and would be recalling the overpayment.

 

Item 22/05-58 Planning Matters: A) To Consider the ELDC Planning Applications Received:

               (i) Ref: N/155/00781/22    Applicant: Mrs W Mercer

Proposal: Planning Permission – Extensions to existing dwelling to provide additional living 

accommodation & change of use of land to form an extension to the existing domestic curtilage and construction of vehicular access.

Location: Sea Lane Farm, Warren Road, Skidbrooke, Nr. Louth, Lincolnshire, LN11 7DF

 

              (ii) Ref: N/155/00782/22    Applicant: Mrs W Mercer

Proposal: Planning Permission – Change of Use, Conversion & alterations to existing agricultural building 

to a holiday let, to site 5no. mobile holiday lodges and construction of an internal road.

Location: Sea Lane Farm, Warren Road, Skidbrooke, Nr. Louth, Lincolnshire, LN11 7DF

 

The Parish Council considered the proposals for both (i) and (ii) together. The Parish Council had concerns

with the effect on the Highways, un-lit pathways, would be a major settlement and the hazard for the 

Fire Service. The Parish Council Resolved that they could not support the proposals received.

 

           B) To Note the Full Planning Permission Granted by ELDC: 

                Ref: N/155/00212/22       Applicant: Mr M Smith

                Proposal: Planning Permission – Erection of an agricultural building to use as a grain store/dryer

                Location: Michaels Farm, Warren Road, Skidbrooke, Nr. Louth, Lincolnshire, LN11 7DF#

 

                The Parish Council noted the Full Planning Permission granted.

 

          

Item 22/05-59 Highways / Footpath / Lighting Matters 

The Clerk reported that the Huttoft Carpark will be closed 23rd-27th May for equipment coming from Holland in order to carry out the Beach Replenishment works.

Mr Higgins reported potholes on Louth Road and Tilleygate. The Chairman urged for any defects to be reported using Fix My Street.Com.

Concerns were raised on Speeding Vehicles through the village of Saltfleet and the options available to try to reduce speeding vehicles. It was asked that any speeding vehicles or dangerous driving be reported to the non-emergency police number 101.

 

Item 22/05-60 Village Field 

Cllr Mr Dickinson (Treasurer) provided the Parish Council with the Saltfleet Playing Fields Committee Report from 30.05.21 to 01.05.2022. 

The Vice-Chair, Cllr Mr Mace reported on over-night camping at the playing fields which is not allowed.

It was suggested that at the Carboot sales in adverse winds that bungee ropes are used. The litigation of the field with limits of use were discussed briefly.

Cllr Mr Warsap confirmed that the Beacon Lighting would be on Thursday 2nd June 2022 at 21:09. There is a Treasure Hunt planned from the New Inn from 12pm on Friday 3rd June 2022.

Item 22/05-62 To Resolve the Date of the next Parish Council Monthly Meeting – 6th June 2022

The next Parish Council meeting will be held at the Social Centre, Sea Lane, Saltfleet on Monday 9th May 2022, commencing at 7pm. 

 

With no further business or matters raised, the Chairman then closed the meeting at 8:05pm.
