Minutes of the monthly meeting held on Monday 4th January 2021 which commenced at 7:01pm online using ZOOM

Item 21/01-01 Chairman’s Welcome
The Chairman wished everyone a Happy New Year and welcomed everyone to the sixth Parish Council meeting held on-line.
Public Forum
No members of the public requested to access the on-line meeting.
Item 21/01-02 Police Matters
No members of the local neighbourhood policing team were in attendance and no feedback received.
Cllr Mr Mace had noted that recently there were Police Cars present on Warren Rd. It was believed to be in relation to concerns over a resident wandering.
Item 21/01-03 Apologies and acceptance for absence
None.
Item 21/01-04 Declarations of Pecuniary Interest in accordance with Localism Act 2011
None.
Item 21/01-05 District & County Councillors Report
District Cllr Mr Rickett advised that he had no specific items to report apart from the obvious COVID pandemic. Information from December is now out of date. The Prime Minister Boris Johnson will be making a national announcement tonight at 8pm regarding the COVID pandemic. Figures in the East Lindsey region were 150+, 164+ and would there be a slowdown on the figures following the Christmas period, the answer would be no.
County & District Cllr Mr McNally had sent an email prior to the meeting, with information to be circulated amongst Cllrs. Cllr McNally mentioned the funding for rough sleepers, there are a few in the area. Business Support Grants available for businesses that have had to close due to the COVID pandemic, this is the next round of funding. Following the possible announcement tonight of a National Lockdown, further businesses may require the Business Grant. There is a Community Orchard scheme available to obtain free trees. The Chairman advised that previous tree planting on the playing field failed due to watering issues. Cllr Mrs Warsap asked if this could be beneficial to the Common Land? Further information will be obtained on the scheme.
Item 21/01-06 To Resolve as Minutes the Record of the Monthly Meeting held on the 7th December 2020.
It was proposed by Cllr Mrs Warsap, seconded by Cllr Mr Benton, and resolved that the notes of the monthly Meeting held on the 7th December 2020 were a true record. The Chairman will sign the Minutes as a true copy when possible to do so.
Item 21/01-07 Chairman’s Report
The Chairman had no specific matters to raise under this item.
Item 21/12-08 Clerks Report
The Clerk reported on: Tree Preservation Order – No further update has been received.
Saltfleet to Gibraltar Point Strategy – Testing & Profiling Works to continue.
EA Carpark – The response from the EA was read out. The EA as a goodwill gesture will shortly replace the gatepost at the playing fields even though it was felt that the reason for the gates not closing correctly is due to the post being rotten. In relation to the space used, the maximum fee payable is the fee offered. It was unanimously agreed that to accept the fee.
COVID Pandemic – Advice & Support to stay at home safely – 01522 782189 (7 days a week) LCC website offers Coronavirus Support & Services.
Item 21/01-09 Parish Councillors Reports/Matters to Raise
Cllr Mr Mace reported that the bushes planted by the Parish Council many years ago along the common land are encroaching on the verge all the way down on the left hand-side and would need to be trimmed back.
Reports of the Sycamore Tree located at the Crown inn has been cut down. It is understood that the tree has a preservation order (T24) but is thought to have been diseased. A check to the TPO officer will be made to see if any applications have been made.
Item 21/01-10 Financial Matters
- JANUARY 2021 Expenditure: MKB Environmental Services – Grass-Cutting Services at the Churchyard £360.00. PAYE (Oct-Dec 2020) £420.42, HMRC £105.00.
It was proposed by Cllr Mrs Barker, seconded by Cllr Mr Mace and resolved to pay the above expenditure.
Item 21/01-11 Planning Matters:
The Clerk reported the enquiry raised by Cllr Mrs Barker at last months meeting relating to the property known as Well Pastures. A prior planning approval application (Ref: N/155/01821/20) was submitted on the 9th October 2020.
The Parish Council were not a consultee to the application. The application was decided (approved) on the
11th December 2020. The application was prior approval to a conversion of agricultural buildings to two dwelling.
houses. It is expected that a full planning application for permission to be submitted and then the Parish Council will
receive notification of the plans as a consultee.
Item 21/01-12 Highways / Footpath / Lighting Matters
Cllr Mr Benton reported that there are a few deep potholes located on Wine Hill Lane.
Cllr Mr Mace reported on a large deep pothole on the bend after Stubbs Farm on the A1031, Warren Road heading towards Saltfleet. County Cllr Mr McNally offered to report these faults using FixMyStreet.
Item 21/01-13 Saltfleet Haven
The new gate erected was once again vandalised. The gate was grinded into pieces without even being locked. LCC were notified and photos taken. LCC have notified Natural England of the incident. The remaining pieces of the gate have been collected by LCC.
Howdens Pullover – It has also been reported that the kickboards surrounding the carparking space, some have been stolen and new ones have been arranged by LCC.

A date for the fencing works will be chased up.

None.
Item 21/01-16 To Resolve the Date of the next Parish Council Monthly Meeting – 1st February 2021.
The next Parish Council meeting will be held on-line via ZOOM on Monday 1st March 2021 commencing at 7pm.
With no further business or matters raised, the Chairman then closed the meeting at 7.27pm
