Minutes of the monthly meeting held on Monday 4th October 2021 which commenced at 7pm at the Social Centre, Sea Lane, Saltfleet

Members of Public: There were 3 members of the public in attendance.
Item 21/10-125 Chairman’s Welcome
The Chairman welcomed everyone to the Parish Council monthly meeting.
Public Forum
Concerns were raised over the condition of the road and footpath at The Hill, Saltfleet, due to recent weather conditions the surface is washing away. It was explained that as The Hill is an unadopted road, the responsibility of the upkeep of the road is shared equally. The footpath is still accessible. The Chairman confirmed that the ‘No Parking’ sign that was located on The Hill is in his garden. The high number of vehicles that turn up to The Hill and then realise it is a No Through Road was raised. There is a No Through Road sign located on The Hill but it is further up and not at the entrance. It was understood that the sign was relocated due to previous complaints and a request to relocate to the entrance was then denied at a later date.
With no further matters the Public Forum closed at 7.05p.m.
Item 21/10-126 Police Matters
No members of the Local Neighbourhood Policing Team were in attendance and no update had been received.

Item 21/10-129 District & County Councillors Report
County Councillor Mr McNally reported on: Steampunk Festival – Held at Lincoln Castle will return in 2022, LCC along with other authorities have signed an agreement for the next five years starting in 2022. Paper & Card Recycling Rollout – Started in North Kesteven, 420 tonnes collected on the first collection containing 98/99% all good material. Expected in Boston/ELDC September 2022 and a new container with a purple lid will be supplied to each household. Glass Recycling – Comment made that local bottle banks are full. From 2,000 to 4,000 tonnes of glass recycling is collected. It is hoped that once the September rollout is completed then other recycling options can be looked at. Green Waste - Depending on Government Guidelines, it may be a possibility that the Green Waste Collection in the near future may become a free of charge service.
District Councillor Mr Rickett had very little to report. Comments on COVID Vaccinations for the younger generation and recent COVID figures.
Item 21/10-130 To Resolve as Minutes the Record of the Monthly Meeting held on the 6th September 2021
It was proposed by Mrs Warsap, seconded by the Vice-Chair, Cllr Mr Mace, and resolved that the notes of the monthly Meeting held on the 6th September were a true record. The Chairman duly signed and dated the Minutes.
Item 21/10-131 Chairman’s Report
The Chairman had no specific matters to report or matters to raise under this item.
Item 21/10-132 Clerks Report
The Clerk reported: Coastguard – An email had been received asking for help with statistics relating to the number of visitors that Saltfleet has each year. New Road Safety Campaign – A new air freshener with the slogan ‘Belt Up. Hang Up. Ease Up.’ is available from local police stations or local PSCO’s and officers in the area where possible.
Mobile Phone Mast – An email with photos from Cllr Mr Mace had been received of a mobile phone mast located by the sea bank. The Parish Council had received no notification.
District Cllr Mr Rickett confirmed that prior permission is not necessary, normally used for temporary events unless has been erected to assist with holiday makers.

Item 21/10-134 Financial Matters
- October 2021 Expenditure: CLERK & HMRC PAYE £525.42
It was proposed by Cllr Mrs Warsap, seconded by Cllr Mr Benton and resolved to pay the PAYE detailed.
Item 21/10-135 Planning Matters
Saradie, Mill Lane, Saltfleet – A friend of the applicant had telephone the Clerk to clarify the response that the Parish Council had made to the recent planning application. The Clerk confirmed the Objection and advised of the next Parish Council Meeting should any matters need to be raised.

Item 21/10-137 Village Field
Cllr Mr Mace enquired about Magna Vitae and Event Notices. It was believed that events were advertised and weekly list of events throughout the County were available. It was understood that Temporary Event Notices are no longer required for Car Boot Sale events.
A financial report prepared by the Treasurer Mr Ian Dickinson was handed out by Cllr Mr Mace to Cllrs. Cllr Mr Mace confirmed that the Chairman has resigned from the Committee. The last Carboot held the attendance was down. It was Resolved that the Parish Council will need to be a signatory on the Committee account, the representative from the Parish Council on the Committee is Cllr Mr Mace. The Parish Council will arrange the necessary paperwork and liaise with the Treasurer of the Committee accordingly.
Cllr Mr Mace had sent a statement along with photos of a Dog Walker who was walking their dog round the play area at the last car boot. When asked if he had noticed the signs that this was not allowed the response was “I don’t care”. The Chairman has erected three notices at the access points to the field.
It was asked that once the padlocks have been opened, to re-scramble the combination.
Item 21/10-138 Any Other Urgent Matters
None.
Item 21/10-139 To Resolve the Date of the next Parish Council Monthly Meeting – 1st November 2021
The next Parish Council meeting will be held at the Social Centre, Sea Lane, Saltfleet on Monday 1st November 2021, commencing at 7pm. All attendees are advised to wear a face mask/face covering which can be removed whilst seated.
With no further business or matters raised, the Chairman then closed the meeting at 7.39pm.
