Item 21/04-47 Chairman’s Welcome

The Chairman welcomed everyone to the Parish Council meeting.

 

Public Forum

Cllr Mr Mace had received a concern relating to development works that are being carried out and concerns were raised that the works maybe outside of the granted planning permission on the Tuxworth Caravan site. The matter raised will be investigated to ensure any works being carried out are within the full planning permission granted.

 

With no further matters raised, the Public Forum closed at 7:02p.m.

 

Item 21/04-48 Police Matters

No members of the local neighbourhood policing team were in attendance. Correspondence had been received asking for the Parish Council support for a new campaign being launched asking drivers to ‘Bump’ up their commitment to Safer Driving by displaying a #slowdowninlincolnshire bumper sticker, available to collect from Police Stations across Lincolnshire.

 

Item 21/04-49 Apologies and acceptance for absence

Apologies had been received and accepted from Cllr Mrs Wendy Barker for this meeting.

 

Item 21/04-50 Declarations of Pecuniary Interest in accordance with Localism Act 2011

Cllr Mrs Warsap declared an Interest in Item 21/04-59 as the interested party is a family member and matters relating to works on the Tuxworth Caravan Site.

 

Item 21/04-51 District & County Councillors Report                             

District Cllr Mr Rickett reported on the change to the motor vehicle depot which will be in-house. Future apprenticeships in the local area. Care Package for our coastal and county communities. There is one rough sleeper in Louth who has refused assistance. The over-night urgent care is now back on at Louth and Skegness Hospitals.

 

County & District Cllr Mr McNally reported that he had received an email this evening to advise that the sign at the Haven Carpark had been damaged. The Parish Council were unaware of any recent issues at the Haven.

Cllr Mr McNally will investigate.

 

Item 21/04-52 To Resolve as Minutes the Record of the Monthly Meeting held on the 1st March 2021

Cllr Mr Mace asked that Item 21/03-36 is amended to show that the grant funding received for the Chapel was a Community Grant. It was then proposed by Cllr Mrs Warsap, seconded by Cllr Mr Mace, and resolved that the notes of the monthly Meeting held on the 1st March 2021 were a true record. The Chairman will sign the Minutes as a true copy when possible, to do so.

 

Item 21/04-53 Chairman’s Report

The Chairman had no specific matters to raise under this Item.

 

Item 21/04-54 Clerks Report

The Clerk reported that a response to the ELDC Local Plan had been sent and acknowledged.

 

Item 21/04-55 Parish Councillors Reports/Matters to Raise

No matters were raised under this Agenda Item.

 

Item 21/04-56 Financial Matters

  1. MARCH 2021 Expenditure: M R Walmsley Fencing, Erection of Fencing & Gates at the Playing Fields - £2,645.00. PAYE Clerk Jan-March 2021 - £420.42 & HMRC £105.

It was proposed by Cllr Mr Mace, seconded by Cllr Mr Benton and resolved to pay the expenditure detailed.

 

Item 21/04-57 Planning Matters: A) Applications to Consider:

 

  1. Ref: N/155/00564/21   Applicant: Mr R Coleman

Proposal: Planning Permission – Excavation of Land to Provide a Private Fishing Pond.

Location: West Farm Bungalow, West Lane, Skidbrooke, Nr. Louth, Lincolnshire, LN11 7DL

 

The Parish Council considered the above application and Resolved to Support the application as long as the Fishing

Pond remains as a Private facility to the property owners.

       

  1. Ref: N/155/00559/21   Applicant: Mr R Coleman

Proposal: Planning Permission – Extensions and alterations to existing dwelling to provide a family/dining room and a boot room to provide a link to the conversion of existing garage to provide a games room, utility room

and w.c. Alterations to include raising the roof height to provide a bedroom and en-suite on the first floor.

Part of existing dwelling to be demolished.

The Parish Council considered the above application and Resolved to Support the application with no specific

comments to note.

 

Planning Matters: B) Applications Granted Full Planning Permission:

Ref: N/155/00086/21    Applicant: Mr C Etherington

Proposal: Planning Permission Extension and alterations to the existing dwelling to provide an attached double garage and self-contained annexe.

Location: The Gables, Main Road, Saltfleet, Nr. Louth, Lincs, LN11 7SB

 

The Parish Council noted the Full Planning Permission Granted.

 

Item 21/04-58 Highways / Footpath / Lighting Matters

Cllr Mr Benton reported that the repairs carried out on Wine Hill Lane were of a good standard. Cllr Mr Mace reported that the footpath towards Toby’s Hill on Warren Road, Saltfleet is still a hindrance. It had been previously reported but due to the nesting season, maintenance works would be delayed.

 

District Cllr Mr Rickett then left the meeting at 7:25pm.

 

Item 21/04-59 Village Field

The gate nearest to the play equipment requires adjusting following installation. The gate for access to the drain has been removed, possibly by the Environment Agency? Cllr Mr Mace advised that there has been interest in tender for the grass cutting. The Parish Council agreed for the tender to be formally put forward.

Cllr Mr Mace also advised that a meeting will be advertised and held soon in order to form another Field Committee to organise events on the playing field. The Parish Council welcomed the actions that will be taken.

 

Item 21/04-60 Any Other Urgent Matters

None.

 

Item 21/04-61 To Resolve the Date of the next Parish Council Monthly Meeting – 12th April 2021.

The next Parish Council meeting will be held on a face-to-face basis at the Social Centre, Sea Lane, Saltfleet on Monday 10th May 2021, commencing at 7pm. All attendees will need to wear a face mask/face covering.

 

With no further business or matters raised, the Chairman then closed the meeting at 7.35pm.
