SKIDBROOKE WITH SALTFLEET HAVEN PARISH COUNCIL

Minutes of the monthly meeting held on Monday 6th September 2021 which commenced at 7pm at the Social Centre, Sea Lane, Saltfleet

Item 21/09-109 Chairman’s Welcome

The Chairman welcomed everyone to the Parish Council monthly meeting.

 

Public Forum

It was understood that most of the attendees at the meeting were to speak on the Planning Application N/155/01764/21 under Agenda Item No. 11(A). Neighbouring residents raised a number of concerns and queries over the proposals to include: the non-disclosure on the application of five neighbouring properties that this would have an affect on, commercial waste licensing, highways access & additional traffic, noise & disturbance, flood risk, health & safety issues and previous planning applications refused years prior relating to an additional camp site in the neighbouring vicinity.

County Cllr Mr McNally clarified most of the queries raised and advised on the planning policies that the objections raised would be relevant too.

 

Mr Higgins raised an issue of the painted white lines on Main Road, Saltfleet.

 

With no further matters the Public Forum closed at 7.22p.m.

 

Item 21/09-110 Police Matters

No members of the Local Neighbourhood Policing Team were in attendance and no update had been received.

A member of the public informed the Parish Council that an incident that had happened very recently reported to the Police, that they had received no call back from the local policing team to investigate the matter further or feedback from their report. Meryl Cuncliffe advised that she had anti-social experience and she was happy to meet and advise.

 

Item 21/09-111 Apologies and acceptance for absence

It was with great sadness that the Parish Council had been informed of the unfortunate passing of Cllr Mrs Wendy Barker. The Parish Council gave sincere condolences to the family and to Cllr Mr Benton for his loss. Cllr Mrs Barker was an active member of the Parish and was a very special person that will be truly missed. May she R.I.P.

 

Item 21/09-112 Declarations of Pecuniary Interest in accordance with Localism Act 2011

None.

 

Item 21/09-113 District & County Councillors Report                           

District Cllr Mr Rickett reported: Recycling Centres – No need to book a date/time slot.  COVID Cases: ELDC were 341 COVID cases and rising.  Afghan Relocation Scheme – The allocation numbers to various countries to include £20,000 to the U.K. Work to make provisions is underway. HGV Driver Issue – National News, shortage, Transport & Waste services are not affected.

 

Proposed Plans for a Nuclear Waste Site at Theddlethorpe – The Chairman raised the matter and invited Meryl Cuncliffe to speak. A number of questions were asked along with strong concerns voiced against the site. County Cllr Mr McNally responded to the matters raised, explained the process and depending on the electoral boundaries included for the site, every resident within the boundary will have a vote on the plans. The majority vote will be deciding factor and not a decision made by the Council. Any further questions or concerns Cllr McNally welcomed people to contact him.

 

Item 21/09-114 To Resolve as Minutes the Record of the Monthly Meeting held on the 5th July 2021

Cllr Mrs Warsap clarified that under Item 21/07-102 there was no new floor installed at the Social Centre but the floor had been newly re-polished. It was then proposed by Mrs Warsap, seconded by the Vice-Chair, Cllr Mr Mace, and resolved that the notes of the monthly Meeting held on the 5th July 2021 were a true record. The Chairman will sign the minutes once amended.

 

Item 21/09-115 Chairman’s Report

The Chairman had no specific matters to report or matters to raise under this item.

 

Item 21/09-116 Clerks Report

The Clerk suggested that in memory of Cllr Mrs Barker and to meet the need of more picnic tables at the playing fields; The Parish Council consider the purchase a number of picnic tables, an example shown was made from recycled plastic which is eco-friendly, maintenance free and very durable with a 25yr guarantee.

It was proposed by Cllr Mrs Warsap that four picnic benches be ordered, this was seconded by the Vice-Chair, Cllr Mr Mace and resolved.

 

Item 21/09-117 Parish Councillors Reports/Matters to Raise

The Vice-Chair, Cllr Mr Mace had been in contact with the ELDC Dog Warden to request further notices to be installed at the playing fields. The suggested locates at both bridges and at the carpark. Dog fouling without clearing up the mess is still apparent.

Further to the proposals to install fitness equipment onto the playing fields, the Vice-Chair been making enquiries on the Lincs Funding Portal, there are many grants available but have a short time frame in which to apply.

Feedback from the Parish were positive and approx. 115 people had said yes with only a few no responses.

It was asked if the LCC Wildlife Scheme was available. Enquiries would be made.

 

Item 21/09-118 Financial Matters

  1. AUG/SEPT 2021 Expenditure: Glendale – Grass-Cutting Services £152.56

It was proposed by Cllr Mrs Warsap, seconded by Cllr Mr Benton and resolved to pay the invoice detailed.

 

Item 21/09-119 Planning Matters: A) Applications to Consider:

             ELDC Ref: N/155/01764/21   Applicant: Mrs.A.Lee

             Proposal: Planning Permission – Change of Use of Land for the Siting of 2.no Cabins, a Lounge

             Cabin and a Toilet Block (Works Started).

             Location: Saradie, Mill Lane, Saltfleet, Lincolnshire, LN11 7SA

 

The Parish Council has carefully considered the above planning application and unanimously Resolved to OBJECT to

the proposals made and the works already started.

The main reason for the objection and is backed by Clause 5 of SP10 of the East Lindsey Local Plan which states that development will be supported provided it does not acceptably harm any nearby residential amenity. Paragraph 130

in the National Planning Framework also seeks to protect residential amenities. In this case the general activities at

the proposed Cabin Site together with the potential frequent comings and goings, mainly during the summer months

when neighbouring residents expect to enjoy their private amenity space, would result in a significant harmful impact

on neighbour’s amenity by way of noise and disturbance and loss of privacy from overlooking contrary to the afore mentioned policy and policy framework.

The proposals fail to mention the surrounding five residential properties that this would have a detrimental impact on

and the Parish Council have received a number of objections and from residents relating to the proposals.  Concerns

were raised over noise nuisance, access and the general set-up of the proposed Glamping site.

 

      B) To Note the Full Planning Permission Granted:

           (i) ELDC Ref: N/155/01393/21   Applicant: Mr.A.Fairley

                Proposal: Planning Permission – Change of Use – Conversion of and alterations to the existing

                agricultural building to provide 2 no. dwellings.

               Location: Well Pastures, Saddleback Rd, Skidbrooke, LN11 7DH

 

The Parish Council noted the Full Planning Permission Granted by ELDC.

 

           (ii) ELDC Ref: N/155/00777/21  Applicant: Mrs.J.Tolley

                Proposal: Planning Permission – Sub-division of existing property to provide a Holiday Let

                 and construction of Vechicular Access

                Location: Clumber Cottage, Warren Road, Saltfleet, LN11 7RU

 

The Parish Council noted the Full Planning Permission Granted by ELDC.

 

           (iii) LCC Ref: N/158/1011/21

                  Proposal: Development for a side-track drilling operation from an existing borehole at Saltfleetby

                  B Wellsite to enable a lateral Borehole to be drilled up to 1500m to the south west.

                  Location: Saltfleetby B Wellsite, Howdales, South Cockerington.

 

The Parish Council noted the Full Planning Permission Granted by LCC.

 

 

Item 21/09- 120 Tree Preservation Order  -  Skidbrooke with Saltfleet Haven 2004 – (155.01A), Tree(s): G5

            Proposal: G5 – 2 Sycamores, 3 Common Ash – T1 & T2 on Plan (Ash) – Fell.

            Location: New Inn Caravan Park, Main Road, Saltfleet

            Reason: G5 - Ash Dieback.

 

The Parish Council considered the application made and unanimously agreed to SUPPORT the proposals with no comments made.

 

Item 21/09-121 Village Field

Meryl Cuncliffe informed the Parish Council that she had resigned from the Committee.

The Chairman had designed a ‘dog plan’ for the field and gave a copy to councillors. Wording would be amended to show ‘Dogs off Leads’. The Chairman will arrange for copies to be erected to inform dog walkers at both bridges and the carpark. It was noted that the enforcement of this rule would be hard to implement.

The Zip Wire seat has been replaced.

The Chairman reported that the Committee are currently in the process of changing the authority and signatory details of the existing bank account. Funds from the car boot sale events held have been banked into the account by Mr Ian Dickinson (Treasurer). It is understood that new signatories have been obtained.

ELDC Environmental Health had been in contact relating to the toilet provision at the car boot sale and a complaint that had been received. Meryl Cuncliffe had liaised with the officer as organiser of the event and it was suggested that an additional toilet would be advisable. The cost of the additional toilet would need to come out of the income received.

 

Item 21/09-122 Highways / Footpath / Lighting Matters

It was reported that the defects on Church Lane are so bad that a wheel was sheared off a mobility scooter.

Cllr Mr Benton reported that the works carried out on the Rectory Bridge had left an even bigger bump now.

 

County Cllr Mr McNally said that he would go and look at Church Lane and the Rectory Bridge and take action where necessary.

 

Item 21/09-123 Any Other Urgent Matters

None.

 

Item 21/09-124 To Resolve the Date of the next Parish Council Monthly Meeting – 4th October 2021

The next Parish Council meeting will be held at the Social Centre, Sea Lane, Saltfleet on Monday 4th October 2021, commencing at 7pm. All attendees are advised to wear a face mask/face covering which can be removed whilst seated.

With no further business or matters raised, the Chairman then closed the meeting at 8.25pm.
