Minutes of the monthly meeting held on Monday 6th December 2021

which commenced at 7.01pm at the Social Centre, Sea Lane, Saltfleet

Item 21/12-156 Chairman’s Welcome

The Chairman welcomed everyone to the Parish Council monthly meeting.

 

Public Forum

No members of the public were in attendance and no matters were raised.

 

Item 21/12-157 Police Matters

No members of the Local Neighbourhood Policing Team were in attendance and no matters were raised.

 

Item 21/12-158 Apologies and acceptance for absence

Apologies had been received and accepted from Cllr Mr Ralph Benton.

 

Item 21/12-159 Declarations of Pecuniary Interest in accordance with Localism Act 2011

None.

 

Item 21/12-160 District & County Councillors Report                           

District Cllr Mr Rickett reported an ELDC Full Meeting will be held next Wednesday. There is a change to the waste collection over the Christmas period, details can be found on the ELDC website. There is a current NHS Consultation taking place relating to orthopaedic and stroke services on their website. There is a current campaign running to stop loan sharks. A local household fund is available to those suffering with hardship. Green Waste Collection for the coming year will see an increase of £10 per year. Queries were raised on the increase. There would be no extra collection and it was disappointing to here that it is not yet a free service.

District & County Cllr Mr McNally reported that the separate paper and cardboard collection rollout is hoped to commence in September 2022. The Government would like to introduce the green waste free collection service but still up in the air at the minute. Approx. cost is £2.38 per collection and the alternative is taking the green waste to the recycling centre.

The Vice-Chair, Cllr Mr Mace asked if there were any grants available for listed building repairs. Cllr Mr McNally advised that there was not any.

Cllr Mr McNally continued to report that LCC have a COVID Testing Bus, currently in Lincoln but will be travelling around the County. The annual Public Health Report will be out on Friday. The report includes, life expectancy, deprivation in areas. There will be changes to the Adult Care system next year, more information will be provided.

 

Item 21/12-161 To Resolve as Minutes the Record of the Monthly Meeting held on the 1st November 2021

It was proposed by Mrs Warsap, seconded by the Vice-Chair, Cllr Mr Mace, and resolved that the notes of the monthly Meeting held on the 1st November 2021 were a true record. The Chairman duly signed and dated the Minutes.

 

Item 21/12-162 Chairman’s Report

The Chairman reported that repairs had been made to the Skidbrooke/Saltfleet sign at Howdales end. The sign was down but is now back up. An enquiry had been received asking if a War Memorial Bench be sited next to the bus stop. The cost of these specific benches is approx. £500. The Parish Council would offer their support for the installation and would contribute towards the cost. An amount of £100 would be offered.

 

Item 21/12-163 Clerks Report

The Clerk had no specific matters to raise under this item.

 

Item 21/12-164 Parish Councillors Reports/Matters to Raise

Cllr Mrs Warsap asked if the gates at St. Botolph’s Church could be opened before Christmas Day for 2/3 days. Cllr Mr Williams agreed that this would be done but the gates would be locked at night.

 

 

Cllr Mrs Warsap suggested that Mr Nick Cook be contacted regarding the trimming back of the hedges along Paradise and also Clutterbucks Corner. Contact details were provided by District Cllr Mr Rickett.

 

District Cllr Mr Rickett left the meeting at 7:39pm.

 

Item 21/12-165 Financial Matters

  1. December 2021 Expenditure: Clerk & HMRC – PAYE - £525.42

It was proposed by Cllr Mr Williams, seconded by Cllr Mrs Warsap and resolved to pay the invoice detailed.

 

Item 21/12-166 Planning Matters: To Consider the following ELDC Planning Application:

Ref: N/155/02279/21     Applicant: Mr.A.Fairley

Planning Permission – Change of Use of Land to Site up to a Maximum of 6no. Shepherd Huts

Location: Well Pastures, Saddleback Road, Skidbrooke, Nr. Louth, Lincolnshire, LN11 7DH

 

The Parish Council considered the planning application and Resolved to Object the proposals made. Concerns were raised on foul sewage, waste collection, bore hole capacities and filter treatments and the fire risks.

          

Item 21/12-167 Highways / Footpath / Lighting Matters

Ref: PF1171/PPO327 - 2018 Public Path Creation Order Supplementary to Existing

                Scheme at Saltfleetby-Theddlethorpe Dunes National Nature Reserve – Extinguishment of

                part of Public Footpath No. 55.

The Parish Council had no further comments to make on the order. The comments made by the Parish Council previously still remain the same.

 

Notification from Highways had been received to confirm that rpairs had been carried out on Tilleygate and Louth Road.

 

Item 21/12-168 Village Field

The seat to the Zip Wire has been removed. The cable is frayed at the terminal end. Play Days will be contacted to see if they are able to carry out the necessary repairs.

Cllr Mrs Warsap enquired on the Queens Platinum Jubilee. This will be placed on the January 2022 Agenda to be discussed further and plans put in place.

 

Item 21/12-169 Any Other Urgent Matters

None.

 

Item 21/12-170 To Resolve the Date of the next Parish Council Monthly Meeting – 10th January 2022

The next Parish Council meeting will be held at the Social Centre, Sea Lane, Saltfleet on Monday 10th January 2022, commencing at 7pm. All attendees are advised to wear a face mask/face covering which can be removed whilst seated.

 

 

With no further business or matters raised, the Chairman then closed the meeting at 8:09pm.
