SKIDBROOKE WITH SALTFLEET HAVEN PARISH COUNCIL

Minutes of the monthly meeting held on Monday 7th June 2021 which commenced at 7.22pm at the Social Centre, Sea Lane, Saltfleet

Item 21/06-77 Chairman’s Welcome

The Chairman welcomed everyone to the Parish Council monthly meeting.

 

Public Forum

No matters raised.

 

Item 21/06-78 Police Matters

PC Glenn Palmer had no matters to raise. Speeding Issues on Main Rd and Warren Rd, Saltfleet were raised within the Annual Parish Meeting along with issues experienced at the Haven. Most recent the new Information Board erected was vandalised. It was also reported that the picnic tables were stolen from the playing fields at the weekend.

 

Item 21/06-79 Apologies and acceptance for absence

Apologies had been received and accepted from Cllr Mrs Wendy Barker for this meeting and from District Cllr Mr Paul Rickett.

 

Item 21/06-80 Declarations of Pecuniary Interest in accordance with Localism Act 2011

None.

 

Item 21/06-81 District & County Councillors Report                             

County & District Cllr Mr McNally reported: ELDC Site – Now at Horncastle and looking to relocate offices next year.

 

Item 21/06-82 To Resolve as Minutes the Record of the Monthly Meeting held on the 10th May 2021

It was proposed by Cllr Mr Benton, seconded by the Vice-Chairman, Cllr Mr Mace, and resolved that the notes of the monthly Meeting held on the 10th May 2021 were a true record. The Chairman duly signed and dated the notes as Minutes.

 

Item 21/06-83 Chairman’s Report

The Chairman had no specific matters to raise under this Item.

 

Item 21/06-84 Clerks Report

The Clerk reported on the enquiry received from Leakes Masonary to confirm requirements for headstones on the plate and plinth construction and size. The Parish Council confirmed that restrictions were implemented to help with grass-cutting. As long as the design not have a detrimental effect on the grass-cutting then there would be no issue.

No specific matters raised under this item.

 

Item 21/06-86 Financial Matters

  1. JUNE 2021 Expenditure: No additional expenditure. Lincs County Loos had been in contact to advise that they are unable to accept payment by cheque. The Chairman had agreed to transfer funds from his bank account and a cheque was raised to re-imburse the Chairman.

 

Item 21/06-87 Planning Matters: A) Applications to Consider:

  1.  APPLICATION REF: N/155/00777/21   APPLICANT: Mrs J Tolley

             PROPOSAL: Planning Permission – Sub-division of existing property to provide a Holiday Let

             and construction of Vehicular Access.

             LOCATION: CLUMBER COTTAGE, WARREN ROAD, SALTFLEET, LN11 7RU

 

            The Parish Council considered the above proposal and RESOLVED to SUPPORT the application.

APPLICATION REF: N/155/00564/21  APPLICANT: Mr R Coleman

             PROPOSAL: Planning Permission – Excavation of Land to provide a Private Fishing Pond.

             LOCATION: West Farm Bungalow, West Lane, Skidbrooke, Nr. Louth, Lincolnshire, LN11 7DL

 

            The Parish Council noted the Full Planning Permission Granted.

 

            APPLICATION REF: N/155/00559/21   APPLICANT: Mr R Coleman

PROPOSAL: Planning Permission – Extensions and alterations to existing dwelling to provide a family/dining

room and a boot room to provide a link to the conversion of existing garage to provide a games room, utility

room and w.c. Alterations to include raising the roof height to provide a bedroom and en-suite on the first floor.

Part of existing dwelling to be demolished.

            The Parish Council noted the Full Planning Permission Granted.

 

 

Item 21/06-88 Highways / Footpath / Lighting Matters

Surface Dressing Works to Main Road & Warren Road through Saltfleet were high-lighted. Members of the public raised concerns over potholes that are visible in places along with the join to the junction onto Pump Lane. Cllr Mr McNally advised that he was happy to look into the issues reported and suggested that any Highway defects are reported via FixMyStreet.

The footpath outside of the Manor House on Main Road is still in a poor condition. Following inspection with Highways over a year ago, the problem is being caused by the tree roots which is located within the property boundary. Following discussions with the property owner, it was agreed that an TPO application would me needed to carry out the necessary works to the tree to solve the problem. However, the application has not yet been made.

Cllr Mr Benton reported on the poor repairs carried out on West Lane. The repairs works carried out the first time were good, this time a poor job has been carried. Cllr Mr McNally asked that vehicle registration numbers if possible are taken along with any photos to be able to investigate further.

Cllr Mr McNally advised that he has requested that Church Lane be placed on the priority list for works. It has been allocated for some jet-patching works to be carried out.

Repairs to the bridge at the Rectory were unfortunately cancelled on the 21.05.21 due to bad weather.

 

Item 21/06-89 Village Field

The gate has been adjusted and is fitting better. The gate has been replaced by the Environment Agency to the drain side of the field.

Cllr Mrs Warsap advised that Mr Keith Warsap is not part of the Committee but is advising and helping. However, Mr Benjamin Warsap is a Committee Member.

Ian Dickinson reported earlier in the APM that the first car-boot sale was a success with a good turnout. The amount raised was £942.95. The paying in book to the Committee account will be passed onto Mr Dickinson. It was proposed by the Vice-Chairman that the existing Committee Bank Account be transferred to the newly formed Committee, this was seconded by Cllr Mrs Warsap and resolved that the existing Committee Account be transferred to the newly formed Committee.

The Noticeboard from Skidbrooke is in good order and the Chairman will arrange the move of the Noticeboard to the playing-fields.

Further to the enquiry for an allotment space. It was proposed by the Vice-Chairman and agreed that a shed maybe erected at the responsibility of the owner and a deposit of £100 should be payable.

 

Item 21/06-90 Any Other Urgent Matters

None.

 

 

Item 21/06-91 To Resolve the Date of the next Parish Council Monthly Meeting – 5th July 2021

The next Parish Council meeting will be held on a face-to-face basis at the Social Centre, Sea Lane, Saltfleet on Monday 5th July 2021, commencing at 7pm. All attendees will need to wear a face mask/face covering.

 

With no further business or matters raised, the Chairman then closed the meeting at 7.55pm.
