Minutes of the monthly meeting held on Monday 1st November 2021 which commenced at 7pm at the Social Centre, Sea Lane, Saltfleet

Item 21/11-140 Chairman’s Welcome

The Chairman welcomed everyone to the Parish Council monthly meeting.

 

Public Forum

Thanks were given for the advice received regarding the condition of The Hill, Saltfleet. LCC had been contacted and advised that they were not responsible for the maintenance of the road and no action would be taken on the footpath as still accessible.

It was asked if the small lamp post speed limit signs, available from Lincolnshire Road Safety Partnership could be arranged. Approx. half a dozen signs needed to be erected on lamp posts through the village.

The deterioration of the property located on The Hill is concerning. It is understood that the property is owned by Tuxworths and a letter would be sent asking if the property grounds could be tided.

 

With no other matters raised, the public forum closed at 7:05pm.

 

Item 21/11-141 Police Matters

No members of the Local Neighbourhood Policing Team were in attendance. PCSO Louise Borman was on Annual Leave. Email had been received from the Safer Together Team.

 

Item 21/11-142 Apologies and acceptance for absence

Apologies had been received from District Cllr Mr Paul Rickett.

 

Item 21/11-143 Declarations of Pecuniary Interest in accordance with Localism Act 2011

None.

 

Item 21/11-144 Parish Councill Vacancy – Application

An application had been received from Mr Guy Williams. It was proposed by the Vice-Chairman, Cllr Mr Mace, seconded by Cllr Mr Benton and unanimously Resolved that Mr Williams be co-opted onto the Parish Council. Mr Williams was then very much welcomed back onto the Parish Council and completed the Declaration of Acceptance along with the Disclosure of Pecuniary Interest Form.

 

Item 21/11-145 District & County Councillors Report                           

County Councillor Mr McNally reported on: Consultation on NHS Services – Orthopaedics/A&E/Acute/Stroke Services. Available on NHS Website. Exhibition – Collection at Lincoln Museum 23.10.21-19.12.21 on plastic pollution. Lincoln Castle Illumination Walk About & Lincoln Christmas Market – 2nd -5th December 2021.

Household Support Fund – Identified through ELDC, over winter period fund of £5m allocated by Government to help with utility bills.

 

Item 21/11-146 To Resolve as Minutes the Record of the Monthly Meeting held on the 4th October 2021

It was proposed by Mrs Warsap, seconded by the Vice-Chair, Cllr Mr Mace, and resolved that the notes of the monthly Meeting held on the 4th October 2021 were a true record. The Chairman duly signed and dated the Minutes.

 

Item 21/11-147 Chairman’s Report

The Chairman had no specific matters to report or matters to raise under this item.

 

Item 21/11-148 Clerks Report

The Clerk reported: Complaint – A complaint had been received relating to the gathering at the Windmill Garage on a Friday and Saturday evening. Alcohol being consumed on site, concerns over facilities, taking business away from nearby pubs. The complaint was read out. The Parish Council was not aware of this taking part or have heard any other concerns raised by residents. An enquiry has been raised with ELDC, awaiting a response. It was understood that District/County Cllr Mr McNally and also District Cllr Mrs Harrison had been contacted on this matter also.

Road Salt Available in one tonne bags from Highways. This was considered but the Grit Bins are regularly filled and storage of the Salt would be an issue in the size delivered.

 

Queens Platinum Jubilee (June 2022) – Correspondence had been received that this will be celebrated nationally. The Parish Council thought it would be a good idea to get involved and will start to think about ideas on how to achieve a celebratory event for all to get involved.

 

Item 21/11-149 Parish Councillors Reports/Matters to Raise

The Vice-Chairman, Cllr Mr Mace reported on the Mobile Mast located. After District Cllr Mr Rickett’s advice regarding the permission needed, the advice was generally based and this is located on SSSI Site. It is thought that the mast will be going shortly.

The Vice-Chairman asked if the Chairman could re-erect the Turning Point Only sign on The Hill.

 

Item 21/11-150 Financial Matters

  1. November 2021 Expenditure: Glendale – Grass Cutting Services - £458.64

It was proposed by the Vice-Chairman, Cllr Mr P Mace, seconded by Cllr Mr Benton and resolved to pay the invoice detailed.

 

Item 21/11-151 Planning Matters:

             Refusal of Planning Application Re: N/ ELDC Ref: N/155/01764/21   Applicant: Mrs.A.Lee

             Proposal: Planning Permission – Change of Use of Land for the Siting of 2.no Cabins, a Lounge

             Cabin and a Toilet Block (Works Started).

             Location: Saradie, Mill Lane, Saltfleet, Lincolnshire, LN11 7SA

 

          

Item 21/11-152 Highways / Footpath / Lighting Matters

Cllr Mr Benton enquired if the hedges by the Common Land could now be trimmed back. Enquiries will be made and quotes obtained for the work needed.

There are a number of potholes located on Louth Road and Tilleygate.

The repairs carried out on Church Lane were discussed, the road is in a better condition but still not completely fixed in places.

The Rectory Bridge repairs were also discussed and it was felt again the works carried out have not completely solved the issue of the hard ridge ‘bump’ over the bridge.

 

Item 21/11-153 Village Field

It was agreed that the grass-cutting should now cease for this year and recommence in 2022.

A suggestion was made that the new tables for the field are security marked. This was unanimously agreed.

 

Item 21/11-154 Any Other Urgent Matters

None.

 

Item 21/11-155 To Resolve the Date of the next Parish Council Monthly Meeting – 6th December 2021

The next Parish Council meeting will be held at the Social Centre, Sea Lane, Saltfleet on Monday 6th December 2021, commencing at 7pm. All attendees are advised to wear a face mask/face covering which can be removed whilst seated.

 

With no further business or matters raised, the Chairman then closed the meeting at 7:45pm.
