SKIDBROOKE WITH SALTFLEET HAVEN PARISH COUNCIL
Minutes of the monthly meeting held on Monday 10th May 2021 which commenced at 7pm at the Social Centre, Sea Lane, Saltfleet

Item 21/05-62 Chairman’s Welcome
The Chairman welcomed everyone to the Parish Council meeting.
Public Forum
Mr Dickinson explained how the Committee was formed and the Car Boot Sale Events planned for the forthcoming year. Meryl Cunliffe has been selected as Chairman and Carol Glover as Secretary and other committee members
to include Keith and Ben Warsap. A first meeting of the Committee has been held.
Action Points needing the Parish Council attention were raised. The Parish Council agreed to pay for the Toilet facility for the playing field. The Parish Council Resolved to cover the cost to provide one toilet for the playing field to include the delivery and collection costs until the 30th September 2021.
The Goal Posts: A query was raised to the condition of the goal posts and if the construction complies with current Health & Safety Regulations. Cllr Mr Mace confirmed that he was not familiar was the new rules. The Parish Council Resolved that the Goal Posts could be removed from the playing field.
Grass-Cutting: The Parish Council Resolved that arrangements would be made to alter the existing grass-cutting agreement to include cut a week before any car boot sale event being held.
The Chairman advised of the code to the gates and advised that parking marked out any holes noticed that would cause a hazard must be filled with sand.
At 7:20p.m with no further matters raised, the Public Forum was Closed. Mr Dickinson then left the meeting.
Item 21/05-63 Police Matters
No members of the local neighbourhood policing team were in attendance.
Item 21/05-64 Apologies and acceptance for absence
Apologies had been received and accepted from Cllr Mrs Wendy Barker for this meeting and from District Cllr Mr Paul Rickett.
Item 21/05-65 Declarations of Pecuniary Interest in accordance with Localism Act 2011
None.
Item 21/05-66 District & County Councillors Report
County & District Cllr Mr McNally reported: Market Traders – Free Rent Incentive for Market Traders.
LCC Care Homes Scheme – Starting in Lincoln. List of over 55 needed in the County. ELDC high need for care. Looking at other places too.
Item 21/05-67 To Resolve as Minutes the Record of the Monthly Meeting held on the 12th April 2021
It was proposed by Cllr Mr Mace, seconded by Cllr Mrs Warsap, and resolved that the notes of the monthly Meeting held on the 12th April 2021 were a true record. The Chairman duly signed and dated the notes as Minutes.
Item 21/05-68 Chairman’s Report
The Chairman had no specific matters to raise under this Item.
Item 21/05-69 Clerks Report
The Clerk reported that an enquiry had been received on renting an allotment space. In previous years this had been dealt with by Mr Higgins. The size of the allotment plot will need to be confirmed but are located at the North End of the playing field. There is no water or no sheds are permitted on site. The Parish Council resolved that the rent payable would be £30 per year.
Item 21/05-70 Parish Councillors Reports/Matters to Raise
Cllr Mrs Warsap raised the need for a noticeboard to be erected at the playing fields. The previous noticeboard was un-repairable. It was Resolved to move the noticeboard from Skidbrooke to the playing fields. The condition of the noticeboard at Skidbrooke is though to be in a fair condition but will be inspected before relocating.

- MAY 2021 Expenditure: No additional expenditure. Cheques of approved expenditure from April were signed.

The Parish Council considered the above application and RESOLVED to SUPPORT the proposals made.

Item 21/05-73 Highways / Footpath / Lighting Matters
Cllr Mr Benton reported Church Lane is still in a bad state of repair. The bridge at the Rectory is worsening with the high ridge and West Lane is half repaired but many left to be done.
Item 21/05-74 Village Field
The gate has been adjusted and is fitting better. The gate is missing nearest the drain which belongs to the EA.
Item 21/05-75 Any Other Urgent Matters
None.
Item 21/05-76 To Resolve the Date of the next Annual Parish Meeting (APM), Annual General Meeting (AGM) and the Parish Council Monthly Meeting – 7th June 2021
The next Parish Council meeting will be held on a face-to-face basis at the Social Centre, Sea Lane, Saltfleet on Monday 7th June 2021, commencing after the APM and AGM which commences at 6:30pm. All attendees will need to wear a face mask/face covering.
With no further business or matters raised, the Chairman then closed the meeting at 7.54pm.
