Minutes of the monthly meeting held on Monday 1st March 2021 which commenced at 7pm online using ZOOM

Item 21/03-32 Chairman’s Welcome

The Chairman welcomed everyone to the Parish Council meeting.

 

Public Forum

No members of the public requested to access the on-line meeting.

 

Item 21/03-33 Police Matters

No members of the local neighbourhood policing team were in attendance. No matters raised.

 

Item 21/03-34 Apologies and acceptance for absence

None.

 

Item 21/03-35 Declarations of Pecuniary Interest in accordance with Localism Act 2011

None.

 

Item 21/03-36 District & County Councillors Report                             

District Cllr Mr Rickett advised that the ELDC full council meeting will be held on Wednesday this week and will report back at next months meeting. Cllr Mr Rickett updated the Parish Council on the scheme to ID Loan Sharks with a helpline available and advice. The national Census rollout which has started on the mainstream media. A group has been formed to deal with matters relating to poor housing in the area, poor rental accommodation and   illegitimate landlords. New interventions in place, which are presumed to be policies and procedures in dealing with people. Sutton-on-Sea will see a re-development, plans have been submitted and has been on the news.

Cllr Mr Rickett asked if there were any questions for him, the Parish Council had no matters to raise.

 

County & District Cllr Mr McNally reported on:  

LCC Budget Highways - The funding has been specifically allocated to concentrate on Rural and Unclassified Roads. Cllr Mr Benton raised the issue on the poor condition of Church Lane, Cllr Mr McNally advised that Church Lane is on the programme of works for this year. It was noted that two Highway vehicles were seen on Wine Hill Lane today.

LCC Business Grants - The first round of funding has been allocated but there will be other grants coming up. These grants are for getting small businesses digitalised i.e. computerised/card payments. Bringing forward digitalisation for small businesses that are normal practice for larger companies. Three lots of funding, Main, Digitalised and a Rural Grant in the coming weeks.

Fire-Fighters Recruitment - A video has been released in order to recruit more people to become on-call fire-fighters due to the struggle to get staff. This is not on retained ones i.e. North Somercotes.

Recycling Centres – A booking system is still on place but will be going back to accepting all waste when opened from 08.03.2021.

Local Plan Review – The issues and options paper of the Local Plan is underway after the 5year period and the consultation will end on the 15th April 2021. This covers the housing within East Lindsey is allocated. There are 3 / 4 different options and there are strong views on the coastal which are both for and against. It is 30-page document but there is the option to fill in the section that is applicable. Cllr Mr McNally understood that the Parish Council in the past has argued for building to continue within the Parish. Cllr Mrs Barker commented that development is restricted by flooding. Cllr Mr McNally appreciated the restrictions but still encouraged the Parish Council to have a think i.e. on the percentage of housing allocation needed. The people currently involved with the review are different than before and it would be worth voicing opinions again. The Parish Council agreed.

 

Cllr Mr Mace gave thanks to Cllr Mr McNally for the £500 grant allocated to the Chapel.

 

Cllr Mr Rickett then left the meeting at 7:18pm.

 

Item 21/03-37 To Resolve as Minutes the Record of the Monthly Meeting held on the 1st February 2021.

Cllr Mr Mace advised that on Item 21/02-28 it should read “ footpath located at Toby’s Hill” and on Item 21/02-23 should read “located along the A1031 near to the Common Land”. The amendments will be made. It was proposed by Cllr Mr Mace, seconded by Cllr Mr Benton, and resolved that the notes of the monthly Meeting held on the 1st February 2021 were a true record. The Chairman will sign the Minutes as a true copy when possible, to do so.

 

Item 21/03-38 Chairman’s Report

The Chairman had no specific matters to raise.

 

Item 21/03-39 Clerks Report

The Clerk had received a report that a temporary structure had been placed in the access onto the foreshore. It was unknown who had placed it there and no visit to site has yet been made. No notification from LCC has been received to advise that any new structure would be erected.

 

Item 21/03-40 Parish Councillors Reports/Matters to Raise

It was reported that a tent had pitched overnight on the playing fields. Cllr Mr Mace had reported that the caravan site located on Warren Road had three caravans pitched which appeared to be un-occupied. Concerns were raised over a possible static site. Cllr McNally advised on the rules for caravan club sites.

Cllr Mrs Warsap asked if a second bin could be allocated near to the chip shop on Sea Lane due to the overflow of rubbish. It was agreed that a letter would be sent.

 

Item 21/03-41 Financial Matters

  1. MARCH 2021 Expenditure: No New Expenditure to approve.
  2. Social Field Accounts: It was confirmed that the signatories on the account are Lynne Bignell and Cath.

 

Item 21/03-42 Planning Matters:

Ref: N/155/00086/21    Applicant: Mr C Etherington

Proposal: Planning Permission Extension and alterations to the existing dwelling to provide an attached double garage and self-contained annexe.

Location: The Gables, Main Road, Saltfleet, Nr. Louth, Lincs, LN11 7SB

 

The Parish Council considered the proposal and unanimously Resolved to Support the Planning Application.

Cllr Mr Mace questioned if an asbestos survey will be carried out prior to demolition of any existing building.

 

Item 21/03-43 Highways / Footpath / Lighting Matters

Church Lane – Still in a poor condition, advised by Cllr Mr McNally that it is in the works programme to be done.

West Lane – Numerous potholes, some a re-repair needed.

Wine Hill Lane – Potholes not repaired but highways were seen today.

The hedge along the A1031 near to the Common Land will need to wait until September to be maintained due to current bird nesting season.

Cllr Mr Mace reported on the road repair on the A1031 prior to “wrights bungalow” and the water leak repair approx. 3 weeks prior. It appears some subsidence has been caused and verge damage.

 

Item 21/03-44 Village Field

Cllr Mrs Barker reported on the prices paid per bale. Discussions took place on the use of the North End of the field. It was agreed that new rules of the use of the field and designated areas would need to be discussed and implemented. It was proposed by Cllr Mrs Barker, seconded by Cllr Mr Mace and was agreed that the grass-cutting of the field would need to be reduced to once a month.

 

Item 21/03-45 Any Other Urgent Matters

None.

 

Item 21/03-46 To Resolve the Date of the next Parish Council Monthly Meeting – 12th April 2021.

The next Parish Council meeting will be held on-line via ZOOM on Monday 12th April 2021 due to the Bank Holidays, commencing at 7pm.

 

With no further business or matters raised, the Chairman then closed the meeting at 7.57pm
