Minutes of the monthly meeting held on Monday 1st February 2021 which commenced at 6:30pm online using ZOOM

Item 21/02-17 Chairman’s Welcome
The Chairman welcomed everyone to the Parish Council meeting.
Item 21/02-18 Parish Council Precept 2020/21
The Parish Council discussed the current expenditure and possible future expenses within the budget 2020/21. Due to the pandemic certain costs have been reduced i.e., hire of the Social Centre for meetings.
It was proposed by Cllr Mr Mace, seconded by Cllr Mrs Barker and unanimously Resolved that the Parish Precept for 2020/21 remain the same as the previous year at a cost of £7,750.
Public Forum
No members of the public requested to access the on-line meeting.
Item 21/02-18 Police Matters
No members of the local neighbourhood policing team were in attendance. PCSO Louise Borman had emailed her apologies and reported that she had looked into the incidents reported since the 4th January and there were no incidents of note in the area to report.
Item 21/02-19 Apologies and acceptance for absence
None.
Item 21/02-20 Declarations of Pecuniary Interest in accordance with Localism Act 2011
None.
Item 21/02-21 District & County Councillors Report
District Cllr Mr Rickett advised of the ELDC Councillors’ Community Grant Scheme that is still available but applications for the scheme will be closing at the end of February. The Parish Council discussed some possible ideas for the funding. Cllr Mr Rickett reported on the vaccination centres that have been created within Lincolnshire to include Lincoln Showground.
County & District Cllr Mr McNally advised of the LCC Grants available, especially to help towards the costs of cleaning equipment due to the COVID pandemic. Cllr Mr Mace enquired about funding for senior fitness equipment, Cllr Mr McNally will send an application form through to Mr Mace but advised that any project undertaken must be completed within a 12mth period. Cllr Mr Mace asked if the project would be considered in next years funding. Cllr Mr McNally confirmed that it would be looked at.
Cllr Mr McNally reported on the Community Orchard Scheme. Places have been allocated this year as the saplings would need to be planted next month. There is a list being kept for the autumn of interested parties, but the scheme will need approval from hierarchy. If the Parish Council is interested, Cllr Mr McNally will ensure that details are added to the list. The Parish Council confirmed that they would be interested in the fruit trees as there are none on the Common Land.
Item 21/01-22 To Resolve as Minutes the Record of the Monthly Meeting held on the 1st February 2021
It was proposed by Cllr Mrs Warsap, seconded by Cllr Mrs Barker, and resolved that the notes of the monthly Meeting held on the 1st February 2021 were a true record. The Chairman will sign the Minutes as a true copy when possible to do so.
Item 21/02-23 Chairman’s Report
The Chairman reported that an outstanding invoice for the grass-cutting had been brought to his attention from Mr Campion. The Chairman had asked if Mr Campion would like to come back to the Parish Council, Mr Campion said that he would think about returning.
The Chairman reported on the overgrown trees located along the A1031 near to Paradise. After looking at the work that would be required, the Chairman advised that he would unfortunately not be able to carry out the necessary maintenance required. Quotes will be obtained. It was proposed by Cllr Mr Mace that £500 be allocated to be able to carry out any necessary works. The proposal was unanimously agreed and Resolved.
Item 21/02-24 Clerks Report
The Clerk reported on: Tree Preservation Order Investigations – ELDC TPO had confirmed that he had visited the property on the corner of Main Rd/Sea Lane and has started an investigation into the trees that have been cut down. A new report was submitted to be investigated at The Crown Inn and the recent felling of the tree near to the carpark.
Item 21/02-25 Parish Councillors Reports/Matters to Raise
Cllr Mr Mace asked that the signs being erected for the Haven Carpark should include no over-night parking.
Item 21/02-26 Financial Matters
- FEBRUARY 2021 Expenditure: No New Expenditure to approve.
Item 21/02-27 Planning Matters:
Ref: N/155/00054/21 Applicant: Mrs Rilings
Proposal: Planning Permission Change of Use, Conversion of, extension and alterations to an
existing detached workshop/store to provide an annexe and link corridor to the existing dwelling.
Location: Lands End Farm, West Lane, Skidbrooke, Nr. Louth, Lincs, LN11 7DL
The Parish Council considered the proposal and unanimously Resolved to Support the Planning Application with no notable feedback.
Item 21/02-28 Highways / Footpath / Lighting Matters
Cllr Mr Mace reported that the footpath located at The Hill has narrowed due to overgrown vegetation and blown sand which would cause an issue for wheelchairs, mobility scooters or prams.
Cllr Mr Mace reported that the repairs had been carried out on the pothole along Warren Road (A1031) but there was a new pothole on the junction of Sea Lane. The Clerk confirmed that this has been reported via FixMyStreet.
Cllr Mr McNally reported that the works to the bridge near to The Rectory, Skidbrooke are planned with a possible temporary closure to carry out the necessary works.
Item 21/02-29 Village Field
Works should commence on the field within the next month. It was agreed and Resolved that the new posts need would be steel and clarified the access points. Cllr Mrs Warsap asked on other options for the grass on the field. Cllr Mr Benton suggested using the section north of the footpath for silage. It was agreed to place this as an item on the March Agenda. Cllr Mrs Barker raised an interest in utilising this idea.
Cllr Mr Mace mentioned the Keep-fit Equipment aimed at Seniors should be looked into again. Funding for the equipment was mentioned to the County/District Councillors.
Cllr Mr Mace enquired on the Sports Field Account and the signatories. The account has been stagnant and the paperwork to transfer the control to the Parish Council requires the signatories to proceed. Cllr Mrs Barker will clarify the signatories for the account.
Cllr Mrs Warsap enquired about notices that would be needed for the playing field to be done the same time as the fencing. The Chairman confirmed that he would speak with Cllr Mrs Barker when the time comes. Cllr Mr Mace asked about a noticeboard, it was felt that one may be needed.
Cllr Mrs Barker advised that some of the wood-staging stored has been checked and is rotten. Out of approx. 8/10 pieces, approx. 4 are not in a fit state of repair and around 5 are ok to use. It was proposed by Cllr Mrs Warsap, seconded by Cllr Mr Mace and Resolved to pass the items ownership onto Cllr Mrs Barker.
Item 21/02-30 Any Other Urgent Matters
None.
Item 21/02-31 To Resolve the Date of the next Parish Council Monthly Meeting – 1st March 2021.
The next Parish Council meeting will be held on-line via ZOOM on Monday 1st March 2021 commencing at 7pm.
With no further business or matters raised, the Chairman then closed the meeting at 7.27pm
