Minutes of the monthly meeting held on Monday 5th July 2021 which commenced at 7.01pm at the Social Centre, Sea Lane, Saltfleet

Item 21/07-92 Chairman’s Welcome

The Chairman welcomed everyone to the Parish Council monthly meeting.

 

Public Forum

Meryl Cuncliffe gave a report from the Saltfleet Playing Fields Committee to include an update on the Carboot Sales, Financial Matters, Field Maintenance, Playground, Outdoor Play Equipment information and funding details along with recommendations. Unfortunately, two of the picnic benches were stolen from the field. Aaron Stanley has donated a table which had been made and concreted into place. Meryl high-lighted the recommendations made to include, more seating and maintenance needed on the play equipment along with liaising with the Vice-Chair, Mr Mace on regulations.

 

With no further matters the Public Forum closed at 7.23p.m.

 

Item 21/07-93 Police Matters

No members of the Local Neighbourhood Policing Team were in attendance and no update had been received. No matters were raised.

 

Item 21/07-94 Apologies and acceptance for absence

Apologies had been received and accepted from Cllr Mrs Wendy Barker for this meeting and from District Cllr

Mr Paul Rickett.

 

Item 21/07-95 Declarations of Pecuniary Interest in accordance with Localism Act 2011

None.

 

Item 21/07-96 District & County Councillors Report                             

County & District Cllr Mr McNally reported: Lincoln Castle - Cinema Event

ELDC – Savings, scrutiny & proposals for an alliance with other Councils. Boston and next South Holland. Business Cases and Staffing Structure would be carefully considered.

ELDC – Office Move within next year, Disposal of the existing premises over the next 5yrs. The depot at Manby will be retained at present.

 

Item 21/07-97 (A) To Resolve as Minutes the Record of the Monthly Meeting held on the 7th June 2021

It was proposed by the Vice-Chair, Cllr Mr Mace, seconded by the Cllr Mrs Warsap, and resolved that the notes of the monthly Meeting held on the 7th June 2021 were a true record. The Chairman duly signed and dated the notes as Minutes.

 

Item 21/07-98(B) To Check the Content of the Notes taken at the Annual Parish Meeting – 7th June 2021

Councillors perused the content and unanimously agreed that the content was a true record. The Notes will be approved at the next APM to be held in 2022.

 

Item 21/07-99 (C) To Resolve as Minutes the Record of the Annual General Meeting - 7th June 2021

It was proposed by the Vice-Chair, Cllr Mr Mace, seconded by the Cllr Mrs Warsap, and resolved that the notes of the Annual General Meeting held on the 7th June 2021 were a true record. The Chairman duly signed and dated the notes as Minutes.

 

Item 21/07-100 Chairman’s Report

The Chairman was now in receipt of the Noticeboard Key located at Skidbrooke which will be moved to the Playing Fields. The Chairman had noticed that on the internet via the ELDC page there was note that there was Parking and Over-Night parking available (10-6am) for 80 cars on Sea Lane, Saltfleet. This relates to the previous facility which was closed many years ago.

 

 

 

Item 21/07-101 Clerks Report

The Clerk had spoken with Mr Guy Williams who had been liaising with Mr John Campion. They both would like to offer the Parish Council a line of support on planning, consultations and any matters that would have a big impact on village life. They are happy to liaise with ELDC/LCC/Environment Agency and Natural England where applicable. The Parish Council considered the offer and unanimously resolved to accept the offer of advice and support and gave thanks for the kind gesture made.

 

Item 21/07-102 Parish Councillors Reports/Matters to Raise

Cllr Mrs Warsap updated the Parish Council on the last Social Centre Meeting held. Tuxworth Caravan Park have hired the hall for events to inc. Bingo. A new floor has been installed along with electrics and décor. There is a Fun Day planned for the 8th August 2021. The Vice-Chair, Cllr Mr Mace is suggesting a Defibrillator be installed.

 

Item 21/07-103 Financial Matters

  1. JULY 2021 Expenditure: Glendale – Grass-Cutting Services £305.38. LALC £164.46.

It was proposed by Cllr Mrs Warsap, seconded by the Vice-Chair, Cllr Mr Mace and resolved to pay the invoices detailed.

 

Item 21/07-104 Planning Matters: A) Applications to Consider:

  1. APPLICATION REF: N/155/01393/21   APPLICANT: Mr A Fairley

             PROPOSAL: Planning Permission – Change of Use – Conversion of and alterations to the existing

             agricultural building to provide 2 no. dwellings

             LOCATION: WELL PASTURES, SADDLEBACK ROAD, SALTFLEET, LN11 7DH

      

             The Parish Council carefully considered the Planning Application. It was proposed by Cllr Mr Benton to

             support the application, seconded by the Vice-Chair, Cllr Mr Mace and unanimously Resolved to Support the

             Proposals made with no comments to note.


            B) Applications Granted Full Planning Permission:

  1. APPLICATION REF: N/155/00785/21    APPLICANT: Mrs J Parr

PROPOSAL: Planning Permission – Change of Use, Conversion of, Internal & External Alterations to Part of

the Existing Dwelling which is a Listed Building to Provide a Two-Storey Separate Self-Contained Living Unit for Holiday Accommodation. Internal Alterations to Existing Main Swelling to Provide an en-Suite.

            The Parish Council noted the full Planning Permission Granted.

Item 21/07-105 Highways / Footpath / Lighting Matters

  1. Highways Closure Notice – A1031 Main Road, Saltfleet (Between Sea Lane and Church Lane) on 14.07.21 from 8pm to 15.07.21 8am. Reason: Anglian Water, Repairs to Water Leak.

Following the re-surface works to Warren Rd/Main Rd, Saltfleet. It was asked if the cat eyes will be re-installed. It was advised that they would be shortly. Cllr Mr McNally reported that following the last meeting, he had driven along the recent works to find the defects that were reported at the meeting. There were no potholes located, a few minor dips noted but no potholes where the re-surface works have been carried out.

 

Item 21/07-106 Village Field

Rules of the Playing Field need to be drafted, considered, resolved and displayed.

Item 21/07-108 To Resolve the Date of the next Parish Council Monthly Meeting – 6th September 2021

The next Parish Council meeting will be held at the Social Centre, Sea Lane, Saltfleet on Monday 6th September 2021, commencing at 7pm. All attendees are advised to wear a face mask/face covering which can be removed whilst seated.

With no further business or matters raised, the Chairman then closed the meeting at 8.06pm.
