SKIDBROOKE WITH SALTFLEET HAVEN PARISH COUNCIL

                                              Minutes of the monthly meeting held on Monday 7th January 2019

which commenced at 7pm in the Social Centre, Sea Lane, Saltfleet

Item 19/01-204 Chairman’s Welcome

The Chairman welcomed everyone to the monthly meeting.

 

Public Forum

Mr Mace asked the Chairman if he could assist with tree pruning at The Chapel. The tree has a TPO attached and has been granted permission for maintenance works to be carried out by ELDC. A copy of the permission is with Cllr Mrs S Bishop.

Mr Mace reported on the large pothole (approx. 3ft by 2ft) outside of The Mill. This has been reported to Highways.

Mr Mace asked queried the piece of land (approx. 20ft) near to paradise. Historically, it was a river but was filled in many years ago and is believed to be owned by the Riverboard, now the Environment Agency. The neighbouring property owners have been maintaining the piece of land and concerns were that a claim for the piece of land may be submitted. Checks will be made with the Land Registry.

Speeding in the Village along with information on community speed watch groups was discussed. An Archers Survey will be requested.

The boundary hedge to the baron piece of land on located on Main Road opposite Jacklin Drive is still encroaching on the footpath. Highways will be chased.

An additional vehicle is parking on Church Lane near to the junction of Main Rd causing more of an obstruction to get passed. The property next to the junction has trimmed back the boundary hedge to give more visibility at the junction, however, it was felt that the top of the hedge could be trimmed back also to give a better view of the road. A letter will be sent to the property owners.

 

With no further matters raised, the Public Forum closed at 7.18pm.

 

Item 19/01-205 Police Matters – Feedback

No representatives from the local Neighbourhood Policing Team were in attendance and no feedback had been received. The Chairman reported on incidents that were reported to the Police relating to Lampers on private land without permission.

 

Item 19/01-206 Apologies and acceptance for absence

Apologies had been received and accepted from Cllr Mr John Campion, Cllr Mrs Susan Bishop, District Cllr

Mr Robert Palmer and District & County Cllr Mr Daniel McNally.

 

Item 19/01-207 Declarations of Pecuniary Interest in accordance with Localism Act 2011

None.

 

Item 19/01-208 District & County Councillors Report

In the absence of both District Cllr Mr Robert Palmer and District & County Cllr Mr Daniel McNally, no reports were made.

 

Item 19/01-209 To Resolve as Minutes the Record of the Meeting held on the 3rd December 2018

It was the proposed by Cllr Mr Bignell, seconded by Cllr Mrs Warsap and resolved that the notes of the monthly Meeting held on the 3rd December 2018 were a true record. The Chairman then duly signed and dated the Minutes.

 

Item 19/01-210 Chairman’s Report

The Chairman reported that the gate at St. Botolph’s Church had been damaged. It appears that a grinder has been used to remove the lock and open the gate driving a 4x4 type of vehicle up to the Church. Mr Chapman has kindly carried out the necessary repairs and a new lock with a set of keys has been provided. It was Resolved to donate £100 to Mr Chapman towards to the costs.

 

 

 

 

 

Item 19/01-211 Clerk’s Report 

A) November & December 2018 Correspondence - The Clerk reported on the November & December 2018 correspondence that had been received to be circulated. An enquiry for land to rent for horses had been received, with no locally known land available it was suggested that contact be made with a spring lettings agricultural agent.

 

Item 19/01-212 Financial Matters:

A) January 2019 Expenditure:  The donation cheque to Mr Chapman in the amount of £100 was raised and passed to the Chairman to deliver.

 

B) Budget 2019/20 & Precept 2019/20: A Budget Setting statement was circulated and agreed. It was resolved to keep the Parish Precept for 2019/20 at £7,000.

 

Item 19/01-213 Planning Matters

No matters to be considered or raised.

 

Item 19/01-214 Highways / Footpath / Lighting Matters

An invitation for a Walkabout with Highways had been received for the 29th January 2019 with LCC Portfolio Holder Cllr Mr Richard Davies, Cllr Mrs Cleo Perraton-Williams, a Highways Officer and County Cllr Mr McNally.

It was agreed that the Chairman and the Clerk will meet attend and the necessary arrangements will be made.

 

Item 19/01-215 Village Field

Cllr Mr Bignell had noticed some clay movements near to the play equipment. These will be inspected and filled.

 

Item 19/01-216 Any Other Urgent Matters

None.

 

Item 19/01-217 To Resolve the Date of the next Monthly Meeting

It was Resolved that the next Monthly Parish Council Meeting would all take place on Monday 11th February 2019 at 7pm with the Public Forum within the Saltfleet Social Centre, Sea Lane, Saltfleet.

 

 

There being no other business, the Chairman thanked the members of the public for their attendance and closed the meeting at 8.17pm.
