Minutes of the monthly meeting held on Monday 7th October 2019 which commenced at 7pm in the Social Centre, Sea Lane, Saltfleet

 

Chairman: Cllr Mr Brian Bignell, Vice-Chair: Cllr Mrs Susan Bishop, Cllr Mr Ralph Benton, Cllr Mrs Sheila Warsap, & Cllr Mr Peter Mace

Item 19/10-144 Chairman’s Welcome

The Chairman welcomed everyone to the monthly meeting.  

 

Public Forum

At the start of the meeting there were no members of the public.

7:15pm The Chairman welcomed the resident that had arrived. Tina had come to the meeting to voice concerns over a neighbouring resident. The concerns raised related to anti-social behaviour and of CCTV cameras that have been installed intruding in the personal space of neighbouring properties. Both the local Police and the Housing Association have been informed of incidents and concerns but have not taken any action and the problem continues. The Parish Council is unable to get involved with neighbour disputes, however, would voice the concerns raised where possible.

With no further matters raised, the Chairman thanked Tina for her attendance and closed the Public Forum at 7:28pm. Tina then left the meeting.

 

Item 19/10-145 Police Matters

Apologies had been received from PCSO Louise Borman. A list of diary dates of future parish council meetings was sent.  

 

Item 19/10-146 Apologies and acceptance for absence

Cllr Mrs Wendy Barker, County & District Cllr Mr Daniel McNally & District Cllr Mr Paul Rickett.

 

Item 19/10-147 Declarations of Pecuniary Interest in accordance with Localism Act 2011

None.

 

Item 19/10-148 District & County Councillors Report

No report was made in the absence of both District & County Cllrs. District Cllr Mr Rickett had advised that there is a Full ELDC Council meeting being held on Wednesday 9th October 2019.

County Cllr Mr McNally provided a report which was received after the meeting and would be circulated in the next correspondence file.

 

Item 19/10-149 To Resolve as Minutes the Record of the Monthly Meeting held on the 2nd September 2019

It was proposed by the Vice-Chair Cllr Mrs Bishop, seconded by Cllr Mr Mace and resolved that the notes of the monthly Meeting held on the 2nd September 2019 were a true record. The Chairman duly signed and dated the Minutes.

 

Item 19/10-150 Chairman’s Report

The Chairman reported that the Golf Lessons on the Playing Fields was cancelled last Tuesday and not on tomorrow. The first lesson saw two attendees and the second one attendee. It was noted that the lessons are on at the same day as Bowls.

ELDC have sent a letter relating to the renewal of the lottery register and licence. This will not be renewed and can be resurrected in the future.

 

Item 19/10-151 Parish Councillors Reports/Matters to Raise

Cllr Mr Mace reported on both his and Cllr Mrs Warsap attendance at the Lincolnshire NHT AGM at Lincoln. It was informative and in credit in monetary terms, however, it was felt that the closures made have contributed to the savings reported.

A current news report on BBC Look North on Louth Hospital was mentioned and the waiting time to see a local GP.

It was strongly encouraged to use the 111-service available for medical advice and non-emergencies.

Cllr Mr Benton reported on Church Lane near to the beet pad, the boards are out in the South Dike.

 

 

 

 

 

Item 19/10-152 Clerk’s Report 

September 2019 Correspondence - The Clerk reported on the September 2019 correspondence that had been received to be circulated.

 

An email was circulated to Cllrs before the meeting to advise of workshop sessions being hosted by ELDC on the Corporate Strategy which will be out for consultation.

 

The 3rd Annual Resilience Communities forum will be held on Monday 21st October 2019 in Grantham. Cllr Mr Mace and the Clerk will be attending.

 

Item 19/10-153 Matters Arising From the August Correspondence File

None.

 

Item 19/10-154 Financial Matters:

A) OCTOBER 2019 Expenditure:  

It was proposed by the Vice-Chair, Cllr Mrs Bishop, seconded by Cllr Mrs Warsap and Resolved to pay the October expenditure as detailed. Blockfree Services Ltd – Hire, Collection & Repair of Loo - £138.19

Glendale Management – Grass Cutting Services - £136.00

None.

 

Item 19/10-156 Highways / Footpath / Lighting Matters

No specific matters raised.

 

Item 19/10-157 Village Field

Carpark – Awaiting a date for the works to commence.

Grass-Cutting – To stop and to be carried out on an ad-hoc basis.

 

Item 19/10-158 Any Other Urgent Matters

None.

 

Item 19/10-159 To Resolve the Date of the next Parish Council Monthly Meeting

It was Resolved that the next Monthly Parish Council Meeting would take place on Monday 4th November 2019 within the Social Centre, Sea Lane, Saltfleet commencing at 7pm with the Public Forum.

Cllr Mr Mace gave his advance apologies for the next Parish Council meeting.

 

With no further business or matters raised, the Chairman then closed the meeting at 8.12pm
