Minutes of the monthly meeting held on Monday 1st April 2019 which commenced at 6.58pm in the Social Centre, Sea Lane, Saltfleet

Item 19/04-47 Chairman’s Welcome

The Vice-Chairman took the Chair and welcomed everyone to the monthly meeting.

 

Public Forum

Mr Mace update the Parish Council on the enquiry into sandbags. Information had been obtained from the Resilience Lincs Team at LCC. Information, training and advice is available and Mr Mace offered to be involved. The Clerk and Mr Mace will digest the information provided and liaise.

 

Item 19/04-48 Police Matters – Feedback

Apologies had been received from PSCO Louise Borman. No matters were raised. The Vice-Chairman had noted that PC Billy Spence is back patrolling the area, there were two police vehicles seen in the Skidbrooke area recently and the extra money allocated within the Council Tax for the Police was mentioned.

The Vice-Chairman had noticed damage to one of the windows at St. Botolph’s Church at the weekend.

Cllr Mrs Warsap asked on the progress of the Byelaw to be created for the Churchyard. This is still in-hand.

 

Item 19/04-49 Apologies and acceptance for absence

District & County Cllr Mr Daniel McNally had given his apologies that he may be late attending tonight.

 

Item 19/04-50 Declarations of Pecuniary Interest in accordance with Localism Act 2011

None

 

Item 19/04-51 District & County Councillors Report

In the absence of District Councillors Mr Robert Palmer and District & County Cllr Mr McNally, no report was made.

 

Item 19/04-52 To Resolve as Minutes the Record of the Meeting held on the 4th March 2019

It was proposed by Cllr Mrs Warsap, seconded by Cllr Mr Benton and resolved that the notes of the monthly Meeting held on the 4th March 2019 were a true record. The Vice-Chairman then duly signed and dated the Minutes.

 

Item 19/04-53 Chairman’s Report

The Vice-Chairman had no specific matters to report under this item.

 

Item 19/04-54 Clerk’s Report 

March 2019 Correspondence - The Clerk reported on the March 2019 correspondence that had been received to be circulated.

 

Item 19/04-55 Financial Matters:

A) April 2019 Expenditure:  

It was proposed by Cllr Mrs Warsap, seconded by Cllr Mr Bignell and resolved to pay the April expenditure as detailed. LALC – Annual Subscription 2019/20 £162.59, N.Fenner PAYE Jan/Feb/March 2019 - £420.42, HMRC PAYE Jan/Feb/March 2019 - £105.00, Saltfleet Social Centre Hire of Hall - £220.00

 

Item 19/04-56 Planning Matters

To note the ELDC Full Planning Permission Granted:

Ref: N/155/00130/19          APPLICANT: Mr. & Mrs. R. Cox

          PROPOSAL: Planning Permission - 2 storey rear extension and alterations to existing house to  

          provide a ground floor kitchen, boot room, w.c., pantry and utility with first floor bedroom and 2no.

          en suites over and erection of a detached double garage on the site of an existing conservatory which

          is to be removed. (Amended Description)

          LOCATION: INGS FARMHOUSE, INGS LANE, SKIDBROOKE, LOUTH, LN11 7DH

 

The Parish Council noted the full planning permission granted.

 

Item 19/04-57 Highways / Footpath / Lighting Matters

There is a pothole on Louth Road past the garage on the to the nursery. The recent diversion of traffic has left its mark on the back roads.

 

Item 19/04-58 Saltfleet Haven

Correspondence relating to the beach permit system has been received and Natural England are also being liaised with due to unauthorised vehicles driving on the Saltmarsh. The renewal of the foreshore lease has not yet been resolved and the Parish Council would like the lease to be renewed before any further proceedings on matters. There has been locks placed on the gates yet again at Paradise which is still an official byway.

 

Item 19/04-59 Village Field

The grass cutting has commenced and the toilet is in place. It was noted that the catch on the infant play area has been broken along with a few of the upright fence posts are missing. The noticeboard has also been removed but was not secure. It is thought the noticeboard has been taken away for repair. Cllr Mr Bignell will kindly carry out some strimming where necessary.

 

Item 19/04-60 Any Other Urgent Matters

It was noted that the grass is long on the graveyards located on the newer site, even though the grass has been cut. The Vice-Chairman will speak with MKB Services.

Cllr Mrs Bishop will be staining the existing benches.

 

Item 19/04-61 To Resolve the Date of the Annual Parish Meeting, Annual General Meeting and the next Monthly Meeting

It was Resolved that the next Monthly Parish Council Meeting would all take place after the Annual Parish Meeting (APM), Annual General Meeting (AGM) all on Monday 13th May 2019 at an earlier start of 6:30pm with the APM within the Saltfleet Social Centre, Sea Lane, Saltfleet.

 

There being no other business, the Vice-Chairman thanked Cllrs and Mr Mace for their attendance and closed the meeting at 7.37pm.
