Minutes of the monthly meeting held on Monday 2nd September 2019 which commenced at 6.56pm in the Social Centre, Sea Lane, Saltfleet

Item 19/09-128 Chairman’s Welcome

The Chairman welcomed everyone to the monthly meeting.  

 

Public Forum

There were no members of the public in attendance. Cllr Mr Mace reported on the invitation from the National Health Trust on the Annual Public Meeting to be held at Lincoln on the 5th September.

Cllr Mr Mace also reported on the interest received from a resident on the possible provision of fitness equipment to be installed on the playing fields for both older children and adults. A catalogue of the equipment available was presented for consideration. Grants to assist with funding will be looked into.

 

With no further matters raised, the Public Forum closed at 7pm.

 

Item 19/09-129 Police Matters

No representative from the local neighbourhood policing team were in attendance which was disappointing. Concerns were raised with constant speeding through the village on the Main Road. Community Speed Watch groups and speed alert signs were discussed. A speed road archers survey will be requested through Lincolnshire Road Safety Partnership on Main Road and Warren Road.

Cllr Mr Mace also reported that there has been reports of three burglaries recently in the area.

Item 19/09-131 Declarations of Pecuniary Interest in accordance with Localism Act 2011

None.

 

Item 19/09-132 District & County Councillors Report

District Cllr Mr Rickett reported on the recent meeting at ELDC and on planning procedures/enforcement along with the FixMyStreet App that seems to be working well and is being used.

County & District Cllr Mr McNally reported on Foster Care Lincs, extensions to the Blue Badge Scheme which now includes more disabilities (non-visual, mental health & autism). This is the final week to see the dinosaur encounter exhibition at the Natural History Museum at Lincoln. There is a waste separating paper/carboard trial taking place Boston/South Holland/Kesteven areas to try and increase the rate of recycling whilst minimising the high rate of contamination that is being seen at the recycling centre.

 

Item 19/09-133 To Resolve as Minutes the Record of the Monthly Meeting held on the 5th August 2019

It was proposed by the Vice-Chair Cllr Mrs Bishop, seconded by Cllr Mrs Warsap and resolved that the notes of the monthly Meeting held on the 5th August 2019 were a true record. The Chairman duly signed and dated the Minutes.

 

Item 19/09-134 Chairman’s Report

The Chairman reported that the wood inside the bus stop on Louth Road has been replaced. The cost approx. £31.00 to be reimbursed upon the provision of receipts.  

 

Item 19/09-135 Parish Councillors Reports/Matters to Raise

No specific matters raised under this item.

 

Item 19/09-136 Clerk’s Report 

August 2019 Correspondence - The Clerk reported on the August 2019 correspondence that had been received to be circulated. The replacement benches order is on hold after a failed delivery. Clarification of the siting of the benches was confirmed for the correct fixings to be ordered.

Saltfleet Haven – A meeting had been arranged between LCC, Natural England, a Beach Permit holder, the Clerk and Cllr Mr Mace will also attend on the 11th September 2019.

 

Item 19/09-137 Matters Arising From the July Correspondence File

None.

 

7.45pm District Cllr Mr Rickett & County/District Cllr Mr McNally then left the meeting.

 

Item 19/09-138 Financial Matters:

A) SEPTEMBER 2019 Expenditure:  

It was proposed by Cllr Mr Mace, seconded by Cllr Mrs Barker and resolved to pay the August expenditure as detailed. Glendale Management – Grass Cutting Services - £368.00.

 

Item 19/09-139 Planning Matters

None.

 

Item 19/09-140 Highways / Footpath / Lighting Matters

Cllr Mrs Barker was pleased to report that West Lane is pothole free. The hedge alongside Saddleback Road into Howdales is overgrown and causing a concern for road users.

 

Item 19/09-141 Village Field

A) Carpark – Clarification of the layout was required in order to leave enough access for pedestrians and wheelchair users.

 

B) Maintenance of Play Equipment – The Chairman contact Playdays and provided photos of the damaged part on the next swing. The manufacturer agreed to replace the bolt which had sheared off. The part will be delivered shortly and the repairs carried out accordingly.

 

The last Carboot was held on the playing field raising £700, £80 paid out in expenses. The Carboot Sales have been kindly organised and run by Mr Keith Warsap and many others. A Thank You was given to everyone involved for their help and time.  

 

C) Hire of Field – Golf lessons Agreed to commence on a Tuesday which was more suitable for Mr Warren at 1pm for an hour. Cllr Mr Mace had emailed a map of the playing field through to Mr Warren. It was proposed by Cllr Mr Mace and seconded by the Vice-Chair, Cllr Mrs Bishop and resolved that the charge would be £10 per hour which will be reviewed.

 

Item 19/09-142 Any Other Urgent Matters

None.

 

Item 19/09-143 To Resolve the Date of the next Parish Council Monthly Meeting

It was Resolved that the next Monthly Parish Council Meeting would take place on Monday 7th October 2019 within the Social Centre, Sea Lane, Saltfleet commencing at 7pm with the Public Forum.

 

With no further business or matters raised, the Chairman then closed the meeting at 8.08pm.
