Minutes of the monthly meeting held on Monday 4th March 2019 which commenced at 7pm in the Social Centre, Sea Lane, Saltfleet

Item 19/03-28 Chairman’s Welcome
Apologies had been received from the Chairman. The Vice-Chairman took the Chair and welcomed everyone to the monthly meeting.
Public Forum
Mr Mace raised concerns with the arrangement for sand bags as stated in the public forum at last month’s Parish Council meeting. Many questions were raised and it was suggested that a relevant procedure be put in place.
Mr Mace was happy to obtain the information required from ELDC and clarify queries he raised. Mr Mace will provide the information to the Parish Council either before or at the next meeting.
Mr Mace also clarified that the three months’ notice required to obtain a special events licence for the Classic Car and Community Event had been submitted by the time period required which was not made clear at the last meeting. The event has since been cancelled, the organisers made the decision as they were unable to provide the information the Parish Council requested within the time frame of seven days. It appeared that there has been some mis-communication and it was dis-appointing to hear that the event has been cancelled along with the hard work that the organisers had put in arranging the event.
It had been reported at the last Parish Council meeting an issue with regular dog walkers on the dirt track off Church Lane throwing dog poo bags in the hedge. The residents attending the meeting wanted to high-light the issue further and assure the Parish Council that they pick up after their dogs and voluntarily pick up other dog waste too that has been left by irresponsible dog owners. Once collected it is then disposed of in the correct manner. It was requested by the residents that an additional dog waste bin be sited at the Church Lane end of the dirt track. The Vice-Chairman explained that the Parish Council can request a bin from ELDC, advised that dog waste can be placed in a general waste bin too, but the chance of a new bin is highly unlikely due to the on-going service costs of the bin. The residents asked if they were able to site a bin themselves and empty. The Parish Council agreed but advised of the possibility that the bin may be removed by either the district council or highways.
Concerns were raised with the rat infestation on Church Lane/St. Botolph’s View. It appears that some residents on are leaving food out which is attracting the vermin. Both ELDC and Waterloo Housing Association have been notified of the problem but the issue continues. The Parish Council will investigate the issue and see if any further action can be taken to resolve this matter.
Speeding along Church Lane was raised as big concern for residents near to the bungalows. The current 30mph speed limit is a short distance but is not being adhered too. Cllr Mrs Warsap advised to note the vehicle details which then could be passed onto the Local Neighbourhood Policing Team. The residents advised that the speeding vehicles are local residents but no details were given.
The parking of vehicles near to the junction of Church Lane was raised by the residents as causing a massive hazard to passing vehicles and concerns if emergency vehicles would be able to pass safely and quickly. Agricultural vehicles have endured numerous issues with trying to pass. The Vice-Chairman explained that the Parish Council have actively been trying to resolve the issue, communicated with various authorities and unfortunately have so far been unable to find a solution but will continue to work on the issue.
Concerns with bonfires being lit on a regular basis have been causing a nuisance to residents near to Church Lane/St. Botolph’s View. The fires are ser alight at all times of the day with no consideration for neighbouring properties and some have omitted very black smoke. It was advised that the issues could be reported to the Environmental Health Team at ELDC. If the fire is a nuisance there is an entitlement to extinguish the fire.
With no further matters raised, the Vice-Chairman thanked the residents for their attendance, the Public Forum closed at 7.26pm and the residents then left the meeting.
Item 19/03-29 Police Matters – Feedback
Apologies had been received from PSCO Louise Borman. No matters were raised.
Item 19/03-30 Apologies and acceptance for absence
None.
Item 19/03-31 Declarations of Pecuniary Interest in accordance with Localism Act 2011
Cllr Mr Campion declared an interest in any item that may relate to the classic car and community event.
Item 19/03-32 District & County Councillors Report
District & County Cllr Mr McNally reported:
• Weed Spraying – Will recommence, cut before to one but back to two per year.
• Grass Verge Cutting – There will be three safety cuts each year instead of two previously.
• Gullies – Instead of targeting certain issues, all gullies will now get worked on.
• Heritage Proposals Consultation – An opportunity to have your say on the changes that could be made to The Collection & Usher Gallery, Lincoln Castle and other places of interest within the County. Full details available on the LCC website.
• Highways – Four new Pothole Teams will be implemented.
• Citizens Advice Bureau (CAB) – The funding for the CAB will be continued.
• Vehicle Charging Points – This provision has gone Live in car-parks, a list is available which includes Queens Park Station Carpark. This will be a card/key-fob facility. ELDC received partial funding for this project. Further details can be obtained from the Messenger available on-line along with news on awards.
Cllr Mrs Warsap commented that the road sweeper had been through the village on Sunday making it a second visit in a short period of time but is a good job carried out. However, it was felt that the potholes would be better mended then carrying out road sweeping, especially on a Sunday. The Vice-Chairman commented that road sweeping was not being carried out at Skidbrooke.
It was clarified that the road sweeping team is part of ELDC street cleaning services and highway defects are under Lincolnshire County Council.
Item 19/03-33 To Resolve as Minutes the Record of the Meeting held on the 11th February 2019
Cllr Mrs Warsap high-lighted under Item 19/02-14 the Cherry Tree at The Chapel is an Ash Tree. The draft Minutes were amended accordingly. It was then proposed by Cllr Mr Bignell, seconded by Cllr Mrs Bishop and resolved that the notes of the monthly Meeting held on the 11th February 2019 were a true record. The Vice-Chairman then duly signed and dated the Minutes.
Cllr Mr Campion advised that he had declared an interest to the Chairman at the meeting held on the 11th February under the Item Chairman’s Report but was not recorded. The Chairman had been asked on production of the Minutes but had advised the Clerk that he was not aware of the interest declared. Cllr Mr Campion was happy for the Minutes to be approved but wanted to note that there was more said at the meeting than was recorded.
Item 19/03-34 Chairman’s Report
The Vice-Chairman had no specific matters to report under this item.
It was resolved that the Parish Council would proceed into a closed session. Mr Mace and County/District Cllr Mr McNally then left the meeting at 7.45pm.
Item 19/03-35 Clerk’s Report
A) Resignation of the Chairman – The Parish Council had received a resignation letter from the Chairman. It was resolved to hold an extra-ordinary meeting to clarify the resignation with the Chairman. The date provisionally set was the 14th March 2019.
The Closed Session ended and Mr Mace re-joined the meeting at 8.23pm.
B) ELDC Parish Councillor Nomination Packs – The packs were distributed amongst Parish Councillors to complete and return for the forthcoming elections taking place on the 2nd May 2019.
C) February 2019 Correspondence - The Clerk reported on the February 2019 correspondence that had been received to be circulated.
D) The Clerk reported on the telephone calls from a resident relating to neighbouring trees causing a nuisance to their property. The Parish Council have tried to assist previously but no works have been carried out to resolve the issue. Unfortunately, the Parish Council are unable to get involved with neighbourly disputes. The resident confirmed that the same advice had been received from both the District Cllr and local MP.

Item 19/03-37 Planning Matters

Ref: N/155/00130/19 APPLICANT: Mr. & Mrs. R. Cox
PROPOSAL: Planning Permission - 2 storey rear extension and alterations to existing house to
provide a ground floor kitchen, boot room, w.c., pantry and utility with first floor bedroom and 2no.
en suites over and erection of a detached double garage on the site of an existing conservatory which
is to be removed. (Amended Description)
LOCATION: INGS FARMHOUSE, INGS LANE, SKIDBROOKE, LOUTH, LN11 7DH
The Parish Council noted the amended description and resolved to continue to support the proposals made within
the planning application but felt that this amendment produced unnecessary correspondence.
Item 19/03-38 Highways / Footpath / Lighting Matters
LCC Highways correspondence received advising of planned roadworks within the district shows that Jacklin Drive has been scheduled for surface dressing works. The Parish Council were unsure why this has been planned as the road is one of the best in the village.
Cllr Mr Campion reported that he had spoken to Anglian Water regarding the current works being carried out that have closed a section of the A1031. Anglian Water have advised that they are currently a week in advance of the planned works and are hoping that the road can be reopened earlier than planned.
Item 19/03-39 Village Field
Cllr Mrs Bishop asked when the works wold commence on fencing off the carpark from the playing fields to prevent unauthorised vehicles accessing the field. Cllr Mr Campion advised that it would be best to delay decisions on the works until after April when the elections have finished.
Cllr Campion confirmed that the grass-cutting will commence on the field this week, weather permitting and the toilet provision will be on the field at the end of March. Cllr Mr Campion will pass a key to the Glendale Management team for access to the field to carry out the grass-cutting services.
Item 19/03-40 Any Other Urgent Matters
None.
Item 19/03-41 To Resolve the Date of the next Monthly Meeting
It was Resolved that the next Monthly Parish Council Meeting would all take place on Monday 1st April 2019 at 7pm with the Public Forum within the Saltfleet Social Centre, Sea Lane, Saltfleet.
There being no other business, the Chairman thanked the members of the public for their attendance and closed the meeting at 8.43pm.
