Minutes of the monthly meeting held on Monday 5th August 2019 which commenced at 6.59pm in the Social Centre, Sea Lane, Saltfleet

Item 19/08-112 Chairman’s Welcome
The Chairman welcomed everyone to the monthly meeting.
Public Forum
There were no members of the public in attendance. The Chairman advised that he had been contacted by Mr Warren who is interested in hiring the field to be able to host Golf lessons. Mr Warren should be attending the meeting this evening and when he arrives the meeting will be paused to allow Mr Warren to speak about his proposals.
With no further matters raised, the Public Forum closed at 7.03pm.
Item 19/08-113 Police Matters
No representative from the local neighbourhood policing team were in attendance and no matters were raised.
Item 19/08-114 Apologies and acceptance for absence
Apologies were received and accepted from District & County Cllr Mr Daniel McNally.
Item 19/08-115 Declarations of Pecuniary Interest in accordance with Localism Act 2011

In the absence of both District and County Cllrs, no reports were made.
Item 19/08-117 To Resolve as Minutes the Record of the Monthly Meeting held on the 3rd June 2019
It was proposed by Cllr Mrs Warsap, seconded by Cllr Mr Benton resolved that the notes of the monthly Meeting held on the 1st July 2019 were a true record. The Chairman duly signed and dated the Minutes.
Item 19/08-118 Chairman’s Report
The Chairman reported that the bench near to the bus stop has been removed and one of the back pieces of the bench near to Sea Lane is off. The seating within the bus shelter was discussed and previously the Parish Council has decided to not replace the seating due to issues with squatters. However, it was felt that the wood should be replaced and seating made. It was therefore resolved for the Chairman to purchase the necessary wood and carry out the repairs accordingly. The possibility of placing a seat near to the Crown Inn for bus stop users was also considered to be a good option to look into.
Item 19/08-119 Parish Councillors Reports/Matters to Raise
Cllr Mrs Warsap asked if the Parish Councillor vacancy had been advertised. A notice was placed on the noticeboard but was removed, it will be re-advertised. Mrs Warsap also reported on the upcoming event at the Social Centre this weekend.
Item 19/08-120 Hire of Playing Field
7.16pm The Chairman paused the meeting on the arrival of Mr Warren. The Chairman welcomed Mr Warren to introduce and put forward his proposal to hire the field for Golf Lessons. Mr Warren explained that the golf coaching was his own business based in N E Lincolnshire. The interest has spread over the County, Woodthorpe, Sandilands and Market Rasen. It is an invitation for people over the age of 50 to come to group lessons which have been held in parks, village greens and gives a pathway for clubs and competitions etc. The playing field in Saltfleet is felt to be an ideal location. The golf balls used are soft balls which are lighter and do not travel as far as standard golf balls. The business is fully insured and CRB checked. Ideally looking to use for an hour per week for a group of 10-12 people. To use a small corner at quiet times, but preferably Mon 10-11am or Tues 1-2pm for a 12 week class and looking to commence in September 2019. The Parish Council questioned distances that the golf balls would be able to travel, advertising, best day to use the field, considering other activities within the village and safety measures for other users of the field whilst the lesson is taking place. It was assured that the area would be cornered off and notices displayed.
The Parish Council liked the idea and would consider the proposal. Stuart thanked the Parish Council and left the meeting at 7.40pm.
The Parish Council resolved to allow the hire of the playing field for the golf coaching lessons, preferably on a Monday and the charge for the use would be £10 per hour to be reviewed. The Chairman will contact Stuart accordingly.
Item 19/08-121 Clerk’s Report
July 2019 Correspondence - The Clerk reported on the July 2019 correspondence that had been received to be circulated.
The Clerk reported on an email received from Mrs Harrison relating to the footpath that runs behind Holmes Close onto Pump Lane. The footpath was being cut regularly by Mr Harrison but now is no longer able to do so. Mrs Harrison asked if the Parish Council would consider maintaining the footpath. The Parish Council considered the request and it was high-lighted that the green lane/footpath is not the responsibility of the Parish Council to maintain. It will be monitored to see if access becomes an issue and consider at that time.
Item 19/08-122 Matters Arising From the June Correspondence File
None.
Item 19/08-123 Financial Matters:
A) AUGUST 2019 Expenditure:
It was proposed by Cllr Mrs Barker, seconded by Cllr Mrs Warsap and resolved to pay the August expenditure as detailed. Lincs Loos – Hire of toilet for the playing fields £116.69, Glendale Management – Grass Cutting Services - £224.00.
Item 19/08-123 Planning Matters
None.
Item 19/08-124 Highways / Footpath / Lighting Matters
Notification has been received from LCC to advise that the PROW No. 1099 between the Great Eau Bridge and a point 100 metres north west will be closed during the period of 21.10.19 to the 15.11.19 for essential maintenance works to be carried out by the Environment Agency. Notices will be displayed on site.
Church Lane is still not is a great condition even with the repairs being carried out. There are potholes located near to Wingas and into Howdales along with the hedges along Saddleback Rd becoming overgrown onto the road.
The bollard at the end of Sea Lane advising of no access onto the beach has been moved.
Also, the hedges near to the Haven are overgrown, Cllr Mr Mace offered to contact. The Chairman advised that the owners were known and he would offer to assist.
Item 19/08-125 Village Field
A) Carpark – Quotes had been obtained and circulated were discussed. It was resolved to proceed with the fencing off of the existing carpark, re-using one set of existing gates.
B) Maintenance of Play Equipment – The Chairman has carried out maintenance repairs to the pole above the slide on the middle section of play equipment as reported loose.
It was resolved that the grass-cutting of the field can now be reduced to once a fortnight.
Item 19/08-126 Any Other Urgent Matters
None.
Item 19/08-127 To Resolve the Date of the next Parish Council Monthly Meeting
It was Resolved that the next Monthly Parish Council Meeting would take place on Monday 2nd September 2019 within the Social Centre, Sea Lane, Saltfleet commencing at 7pm with the Public Forum.
With no further business or matters raised, the Chairman then closed the meeting at 8pm.
