Minutes of the monthly meeting held on Monday 13th May 2019 which commenced at 7.33pm in the Social Centre, Sea Lane, Saltfleet
Chairman: Cllr Mr Brian Bignell, Vice-Chairman: Cllr Mrs Susan Bishop, Cllr Mrs Wendy Barker, Cllr Mr Ralph Benton, Cllr Mrs Sheila Warsap and Cllr Mr Peter Mace.

Item 19/05-62 Chairman’s Welcome
The Chairman welcomed everyone to the monthly meeting.
Public Forum
No matters raised.
Item 19/05-63 Police Matters – Feedback
No communication had been received and no representative from the local neighbourhood policing team were in attendance. No matters were raised.
Item 19/05-64 Apologies and acceptance for absence
District & County Cllr Mr Daniel McNally had given his apologies that he was unable to attend this evening along with District Cllr Mr Paul Rickett. They were both attending an induction at ELDC following the local elections.
Item 19/05-65 Declarations of Pecuniary Interest in accordance with Localism Act 2011
None
Item 19/05-66 District & County Councillors Report
In the absence of District & County Cllr Mr McNally and District Cllr Mr Rickett no report was made.
Item 19/05-67 To Resolve as Minutes the Record of the Meeting held on the 1st April 2019
It was proposed by the Vice-Chairman, seconded by Cllr Mrs Benton and resolved that the notes of the monthly Meeting held on the 1st April 2019 were a true record. The Chairman then duly signed and dated the Minutes.
Mr Mace queries on the position of a Flood Warden for the village. This position was created initially by the Environment Agency but faded out. The Parish Council agreed that Mr Mace be the allocated Flood Warden for the Parish.
Item 19/05-68 Chairman’s Report
The Chairman gave thanks for being put forward for the position of Chairman and thanked Councillors for their past efforts. The Chairman said it was a shame and a great loss that Mr John Campion and Mr Guy Williams are no longer on the Parish Council.
Item 19/05/69 Parish Councillors Reports/Matters to Raise
Cllr Mrs Warsap reported that there will be a ‘Fun Day’ joint event with the Village Hall Committee which will be held in the Social Centre, Sea Lane, Saltfleet on Saturday 10th August 2019 with various stalls, raffle and a car boot sale finishing around 3pm.
Item 19/05-70 Clerk’s Report
April 2019 Correspondence - The Clerk reported on the April 2019 correspondence that had been received to be circulated.
Item 19/05-71 Matters Arising From the March Correspondence File
It was asked that the ‘The Use of Playing Fields Policy’ be amended to state that the events will be run in accordance with ELDC Rules & Regulations.
Item 19/04-72 Financial Matters:
A) MAY 2019 Expenditure:
It was proposed by Cllr Mrs Barker, seconded by Cllr Mr Mace and resolved to pay the May expenditure as detailed. Lincs Loos – Delivery & Hire of toilet for the playing fields £148.34, Glendale Management – Grass-Cutting of Playing Fields - £280.00.
Item 19/05-73 Planning Matters
None.
Item 19/05-74 Highways / Footpath / Lighting Matters
No further matters were raised to add to the defects that have already been reported to Highways.
Item 19/05-75 Village Field
Cllr Mrs Warsap handed in the monies received from the car boots held on the 21st April and the 5th May 2019 organised by Mr Keith Warsap. The amount raised and verified on the 21st April 2019 was £600 and on the 5th May 2019 £280 was raised. Thanks, was given to Mr Warsap for his efforts and a letter will be sent.
The grass-cutting has been amended to once a week to keep the grass as low as possible reducing the number of grass-cuttings left on the field. Advice on spraying the field was obtained. The field has not needed to be sprayed previously and this was down to the grass-cutting management. Spraying the field will be left at present but will be monitored to see if the increase on grass-cutting helps.
The Chairman had carried out the necessary repairs to the fencing and the tables.
A possible outdoor Film Night on the playing fields was suggested for the future to be held in August/September with companies available to host the event.
Item 19/05-76 Any Other Urgent Matters
Cllr Mrs Barker will obtain a quote from MKB Services to trim the hedge at St. Botolph’s Church in September 2019. Cllr Mr Benton had noted that the water in the South Drain was approx. 3m lower than normal.
Item 19/05-77 To Resolve the Date of the next Parish Council Monthly Meeting
It was Resolved that the next Monthly Parish Council Meeting would take place on Monday 3rd June 2019 at an 7pm with the Public Forum within the Saltfleet Social Centre, Sea Lane, Saltfleet.
There being no other business, the Vice-Chairman thanked Cllrs and Mr Mace for their attendance and closed the meeting at 8.15pm.
