Minutes of the monthly meeting held on Monday 11th February 2019 which commenced at 6.52pm in the Social Centre, Sea Lane, Saltfleet

Item 19/02-15 Chairman’s Welcome
The Chairman welcomed everyone to the monthly meeting.
Public Forum
Mr Higgins reported on a large porthole located on Louth Road near to the nursery. The pothole forces vehicles to move to the other side of the road to avoid it. Mr Higgins also queried the Anglian Water works being carried out and the road being closed. Notification had been received relating to the necessary works that will bring more infrastructure to the village and the Parish Council had no objections to the works which is a major improvement to the Parish. A large notification sign along with notices have been erected in the local area to advise of the road closure which will commence on the 18.02.19 lasting up to 5 weeks. Anglian Water had no initial intentions to close the road but due to Health & Safety reasons for the workmen, the road needs to be temporarily closed.
Mr Mace reported that the smaller pothole located on Main Road, Saltfleet outside of The Mill was repaired and then a fortnight later, the larger deeper pothole located on the opposite side of the road was then repaired.
Cllr Mrs Warsap reported on the information being collated by the Parish Clerk of North Somercotes. Any persons that regularly or have used the public footpath from Saltfleet through to Donna Nook and beyond are being asked to get in touch. Cllr Mrs Warsap had also noted from the ELDC Town and Parish News that there is a stock pile of sandbags available. The Parish Council noted the availability and agreed that if needed, arrangements would be made to collect.
Cllr Mrs Warsap had also noted from the LCR publication, options available that could be included with the Parish Precept to seek advice from an independent traffic consultant. It was suggested that it may help with the issues on Church Lane. It was noted that this would looked into in previous years and surveys carried out but nothing was implemented as a result.
With no further matters raised, the Public Forum closed at 7.02pm.
Item 19/01-16 Police Matters – Feedback
Apologies had been received from PSCO Louise Borman. No matters were raised.

Item 19/01-19 District & County Councillors Report
District & County Cllr Mr McNally reported that the LCC part of the Council Tax is due to rise (approx. 4.95%), the budget meeting will be held next Friday. ELDC will be agreeing the budgets next month. An ELDC Environmental Crime Officer has been created in order to deal with dog fouling and littering problems covering hotspot areas with cameras.
District Cllr Mr Palmer reported that very little had taken place since the last Parish Council meeting and Cllr Mr McNally had updated the Parish Council with current items.
It was noted the Tornado’s last fly pass will include Donna Nook next Tuesday. Time is unknown.
Item 19/01-20 To Resolve as Minutes the Record of the Meeting held on the 7th January 2018
It was the proposed by Cllr Mrs Warsap, seconded by the Vice-Chairman and resolved that the notes of the monthly Meeting held on the 7th January 2018 were a true record. The Chairman then duly signed and dated the Minutes.
Item 19/01-21 Chairman’s Report
The Chairman reported on the Highways Walkabout Visit which was held on the 29th January 2019. Cllr Mrs C Perraton-Williams, Highways Officer, Andy Radcliffe, County Cllr Mr McNally and the Clerk attended. The Bridge near to the Rectory was discussed and it was advised that the parapet will be repaired following recent damage but works to improve the condition of the bridge will not be looked into anytime soon. It was noted that the construction of the bridge was originally done by the drainage board but was not back-filled correctly. The parking obstruction at Church Lane was visited. Highways sympathised with the issue and various options discussed but unfortunately a resolution to the issue could not be found. The footpath located outside of The Old Manor House was visited. It was agreed that the issue was due to the tree roots lifting the path. The owners of the property were consulted and it was agreed that if a TPO was applied in order to fell the tree both Highways and the Parish Council would support the application. Highways would then be able to carry out the necessary repairs to the path. The bus stop near to The Crown and also the possibility of a footpath to the playing fields on Louth Road are still to be looked at.
The Chairman had received email correspondence from the Scouts relating to the event being held in May and the email was read out. The Chairman was unaware of the Parish Council representative that the organiser of the event had contacted and had overall concerns with the content of the email.
It was agreed that the Parish Council write to the organiser to request that a copy of the ELDC Events Application Licence had been applied for (it was understood that this would need to be completed three months prior to the event being held), a list of the exhibitors that would be present and ensure that each exhibitor had their own insurance in place. It was explained that the Parish Council has Public Liability Insurance covering the field, however any special events insurance that may be required would need to be organised is necessary. Assurance was also requested that any communication that is sent to exhibitors or published on behalf of the Parish Council is approved before issued. The Parish Council felt that the information should be provided within seven days of being contacted.
District Cllr Mr Palmer & County/District Cllr Mr McNally then left the meeting at 7.40pm.
Item 19/01-211 Clerk’s Report
A) January 2019 Correspondence - The Clerk reported on the January 2019 correspondence that had been received to be circulated.
Item 19/01-212 Financial Matters:
A) February 2019 Expenditure: BLM Solicitors – PIC £306.20, MKB Environmental Services – Grass-Cutting at St. Botolph’s Church - £280.00, N.Fenner PAYE (Oct/Nov/Dec 2018) - £420.42, HMRC PAYE (Oct/Nov/Dec 2018) - £105.00.
It was proposed by Cllr Mr Bignell, seconded by the Vice-Chairman and resolved to pay the above detailed expenditure for February 2019.
Item 19/01-213 Planning Matters
To consider ELDC Planning Application:
Ref: N/155/00130/19 APPLICANT: Mr. & Mrs. R. Cox
PROPOSAL: Planning Permission - 2 storey rear extension and alterations to existing house to
provide a ground floor kitchen, boot room, w.c., pantry and utility with first floor bedroom and 2no.
en suites over and erection of a detached double garage on the site of an existing conservatory which
is to be removed.
LOCATION: INGS FARMHOUSE, INGS LANE, SKIDBROOKE, LOUTH, LN11 7DH
The Parish Council considered the proposal and resolved to fully support this planning application as a sensible improvement to the existing property, a better proportioning to the plot creating a sustainable building for the future.
Item 19/01-214 Highways / Footpath / Lighting Matters
Anglian Water Works – Temporary Road Closure: This had been noted and discussed in the Public Forum.
An Archers Survey will be requested for Main Road and Warren Road.
Cllr Mr Bignell had been advised that the new post for the Village Sign should be erected very soon.
Cllr Mrs Bishop had received a complaint from a resident that has seen a regular dog walker throwing filled poo bags in the bushes near to the open field off from Sr. Botolph’s View. The issue will be raised with the ELDC local Dog Warden.
The Cherry Tree that required maintenance near to The Chapel will not be worked on due to the TPO conditions advised.
Item 19/01-215 Village Field
It was agreed that the toilet provision for the playing fields will be requested to commence the first week before Easter.
Item 19/01-216 Any Other Urgent Matters
None.
Item 19/01-217 To Resolve the Date of the next Monthly Meeting
It was Resolved that the next Monthly Parish Council Meeting would all take place on Monday 4th March 2019 at 7pm with the Public Forum within the Saltfleet Social Centre, Sea Lane, Saltfleet.
There being no other business, the Chairman thanked the members of the public for their attendance and closed the meeting at 8.03pm.
