Minutes of the monthly meeting held on Monday 4th November 2019 which commenced at 6:52pm in the Social Centre, Sea Lane, Saltfleet

Item 19/11-160 Chairman’s Welcome

The Chairman welcomed everyone to the monthly meeting.  

 

Public Forum

With no members of the Public in attendance or matters raised, the Chairman advised that should any members of the public turn up at a later stage then the meeting can be paused and the Public Forum re-opened at that time.

 

Item 19/11-161 Police Matters

No representative from the local neighbourhood policing team were present and no update to report. No matters raised.  

 

Item 19/11-162 Apologies and acceptance for absence

Cllr Mrs Wendy Barker & Cllr Mr Peter Mace. Apologies had been received from District & County Cllr Mr McNally for the meeting held on the 7th October 2019.

 

Item 19/11-163 Declarations of Pecuniary Interest in accordance with Localism Act 2011

None.

 

Item 19/11-164 District & County Councillors Report

County & District Cllr Mr McNally reported on:

ELDC Offices Move – ELDC have purchased land at a site in Horncastle with the possibility of relocating in 2021.

Planning Department Consultation –  There is an on-line consultation which gives an opportunity for everyone to have a say on the services provided.

 

District Cllr Mr Rickett reported on:

BT Kiosks – There is a consultation open at present on the remaining BT Kiosks that are planned to be removed. There is no reference to Saltfleet or Skidbrooke.

Marshchapel Open Forum Meeting – Following on from the meeting with the Lincolnshire Police & Crime Commissioner, feedback on how the evening went was asked. See Item 19/11-167. District Cllr Mr Rickett emphasised the importance of supporting the Fairer Funding For Lincolnshire Campaign.

 

Item 19/11-165 To Resolve as Minutes the Record of the Monthly Meeting held on the 7th October 2019

It was proposed by Cllr Mrs Warsap, seconded by the Vice-Chair, Cllr Mrs Bishop and resolved that the notes of the monthly Meeting held on the 7th October 2019 were a true record. The Chairman duly signed and dated the Minutes.

 

Item 19/11-166 Chairman’s Report

The Chairman reported that he had replaced the second toddler swing seat today in the infant play area and showed photographic evidence of the damaged seat.

 

Item 19/11-167 Parish Councillors Reports/Matters to Raise

Cllr Mrs Warsap reported on her attendance along with Cllr Mr Mace at the open forum meeting with the Lincolnshire Police & Crime Commissioner, Marc Jones, held in Marshchapel. Cllr Mrs Warsap felt that the meeting was very good, information obtained was placed in the correspondence file for circulation. The talk that Marc Jones gave was very informative on the struggles of funding for Lincolnshire (Fairer Funding For Lincolnshire Campaign), the drop in PCSO’s within the local area to come, improvements that have been made to services, an insight into the life of the Police force, how things work and improvements still to be made.

 

Item 19/11-168 Clerk’s Report 

A) St. Botolph’s – Interment of Ashes of Mrs Daphne Crowther had been requested from Co-Op Funeral Services. Arrangements have been made for the gate to be opened for the grave digger. Details of the memorial stone will be provided shortly for approval. The plot had been reserved in 2011 with fees already paid.

B) Saltfleet Haven – Information is being collated as requested from LCC from Beach Permit Holders.

C) October 2019 Correspondence - The Clerk reported on the correspondence that had been received to be circulated amongst Cllrs.

D) Attendance at the LCC 3rd Annual Resilience Communities forum held on the 21.10.19 at Grantham. The workshops held were interesting & informative.

Item 19/11-171 Planning Matters

ELDC Ref: N/155/01916/19      Applicant: Mrs A Appleby

Proposal: Planning Permission – Siting of a Mobile Classroom

Location: Treasure Chest Day Nursery, Louth Road, Saltfleet, Lincs, LN11 7SG

 

The Parish Council considered the planning proposals and Resolved to fully Support the application to expand the

Nursery.

 

Item 19/11-172 Highways / Footpath / Lighting Matters

Cllr Mrs Warsap reported concerns that the tree located by Ings Lane junction onto Saddleback Rd is leaning quite badly over the road and looks in a very unstable condition causing concern should it fall. Cllr Mrs Warsap and Cllr Mr Mace visited the tree and it is understood that the tree does not belong to the property known as The Grange on Saddleback Road and it is on the boundary believed to be Highways. This will be reported to Highways to investigate.

The Vice-Chair, Cllr Mrs Bishop reported that there is a large pothole at the top end of Sea Lane to be reported to Highways for repair.

It was noted that the pile of building rubbish on the grass verge located along Main Road, opposite the junction of Sea Lane, Saltfleet has now been removed.

 

Item 19/11-173 Village Field

Carpark – Awaiting a date for the works to commence.

It was noted that the Noticeboard was beyond repair and has been skipped. It was agreed to wait until the new fencing has been erected to be able to quote and install a new noticeboard.

A report of lights on the field around 23:15 last Tuesday evening (29.10.19). It was agreed that the gates should be locked at night and opened in the morning if possible. The Clerk will liaise with TCN to see if an arrangement can be made.

The Chairman reported that some golf lessons had been held and some cancelled but had not heard anymore feedback from Mr Warren.

 

Item 19/11-174 Any Other Urgent Matters

The Vice-Chair asked if it was known why the defibrillator is missing from The New Inn. It was not known why but was facilitated by Mr D Campion. It may have had to be used and therefore new charge required.

 

Item 19/11-175 To Resolve the Date of the next Parish Council Monthly Meeting

It was Resolved that the next Monthly Parish Council Meeting would take place on Monday 2nd December 2019 within the Social Centre, Sea Lane, Saltfleet commencing at 7pm with the Public Forum.

 

With no further business or matters raised, the Chairman then closed the meeting at 7.22pm
