Minutes of the monthly meeting held on Monday 1st July 2019 which commenced at 6.54pm in the Social Centre, Sea Lane, Saltfleet

Item 19/07-96 Chairman’s Welcome
The Chairman welcomed everyone to the monthly meeting.
Public Forum
Mr Higgins asked on the consultation relating to the Saltfleet to Gibraltar Point Strategy. Locations, dates & times were advised. Mr Higgins commented that the water levels were near over-topping in some places following the recent heavy rainfall. There were no reported incidents within the Parish.
Mr Higgins made comment to clearance of cyclists (approx. 4ft) and that on Tilleygate some of the potholes have been repaired.
With no further matters raised, the Public Forum closed at 7.01pm.
Item 19/07-97 Police Matters
No representative from the local neighbourhood policing team were in attendance and no matters were raised.
Item 19/07-98 Apologies and acceptance for absence
Apologies were received and accepted from Cllr Mrs Wendy Barker and Cllr Mr Peter Mace.
Item 19/07-99 Declarations of Pecuniary Interest in accordance with Localism Act 2011
None
Item 19/07-100 District & County Councillors Report
District Cllr Mr Rickett reported on the flooding at Wainfleet and how the authorities are actively working together. The Peer Review that is being conducted at ELDC, what the review entails and the findings will be reported back in the coming weeks. Community Led Housing (CLH), allocated just over £2.2m allocated, information on how to obtain further information if felt there is a need for CLH. SO Festival, a free 3-day family event, Friday 30th August Sherwood Fields, 12-5pm. Skegness Sat & Sun.
District & County Cllr Mr McNally reported on LCC working with the community at Wainfleet following the recent flooding and the involvement/duty that LCC plays in this incident. Reporting Highway defects on Fix My Street App. Heritage Centre Traditional Skills Taster Days, first event 8th July 2019 two sessions available.
Item 19/07-101 To Resolve as Minutes the Record of the Monthly Meeting held on the 3rd June 2019
It was proposed by Cllr Mrs Warsap, seconded by Cllr Mr Benton resolved that the notes of the monthly Meeting held on the 3rd June 2019 were a true record. The Chairman duly signed and dated the Minutes.
Item 19/07-102 Chairman’s Report
The Chairman reported that the skip at the Crown Inn Carpark has been seen too. The gates at the playfields will be locked, the other night a car was spotted at the far end of the field possibly camping. Strimming works have been carried out on the field. The post on Facebook asking for volunteers has had a nil response. The Zip Wire has had repairs carried out, the eye bolt replaced and a tube on the chain to prevent it being tied into knots.

Item 19/07-106 Financial Matters:
A) JULY 2019 Expenditure:
It was proposed by Cllr Mrs Warsap, seconded by Cllr Mr Benton and resolved to pay the July expenditure as detailed. Lincs Loos – Hire of toilet for the playing fields £112.99, N.Fenner PAYE (April/May & June 2019) - £420.42, HMRC PAYE £105.00, N.Fenner Reimbursement for Replacement Swing Seats - £168.00.
Item 19/07-107 Planning Matters
None.
Item 19/07-108 Highways / Footpath / Lighting Matters
The potholes located at the junction of Sea Lane onto Main Road have been reported to Highways. Repairs to Church Lane have been carried out in certain sections.
Cllr Mr Benton reported that the hedge at the junction of Church Lane onto Main Road is overgrown and needs to be cut back for more visibility to road users.
Item 19/07-109 Village Field
A) Carpark – Quotes had been obtained and were placed in the correspondence file for circulation and consideration. Further quotes will be obtained, adjusting the gates and posts required. It was felt that the works would be better carried out sooner rather than later with the existing carpark being of ample size at present and a future extension of the carpark would be looked at when planning permissions are sought for a pavilion building. This will be discussed at the next Parish Council meeting to be held in August.
B) Maintenance of Play Equipment – The Chairman has replaced the broken swing seat in the Infant Play Area.
The Goal Posts are to be moved. It was noted that the grass had not been cut in the last fortnight.

Item 19/07-111 To Resolve the Date of the next Parish Council Monthly Meeting
It was Resolved that the next Monthly Parish Council Meeting would take place on Monday 5th August 2019 within the Social Centre, Sea Lane, Saltfleet commencing at 7pm with the Public Forum.
With no further business or matters raised, the Chairman then closed the meeting at 7.25pm.
