Minutes of the monthly meeting held on Monday 3rd June 2019 which commenced at 7pm in the Social Centre, Sea Lane, Saltfleet

Item 19/06-78 Chairman’s Welcome

The Chairman welcomed everyone to the monthly meeting.

 

Public Forum

No matters raised.

 

Item 19/06-79 Police Matters

No representative from the local neighbourhood policing team were in attendance.

District Cllr Mr Rickett advised and reported that the message from the Police is to 101 everything and let the Officers decide. The more that the 101 service is used, the more resources and funding would be received for both the call centre and on ground. Marshchapel was hit hard at Christmas and are awaiting a visit from the Police & Crime Commissioner.  Any suspicious activity needs to be reported, 101 everything and to get the message out to the community. It is understood that the 101 service is now a free call service, previously there was a 15p call charge which has recently stopped. Dialling 101 will go through to a call centre based at Lincoln and the wait time is not long. If the service us not used, it will dissolve into nothing.

Item 19/06-82 District & County Councillors Report

District Cllr Mr Rickett introduced himself to the Parish Council. District Cllr reported that at the ELDC Annual General Meeting held predominantly was to vote in the positions with the Council. Cllr Mr Rickett also reported on planning policy and the procedure of calling planning applications into committee, influence and decision process.

District Cllr Mr McNally reported that the last 2/3 weeks has been mainly training for District Cllrs and not many meetings have been held. Things will start back up the beginning of this month as normal.

 

County Cllr Mr McNally reported on the Saltfleet to Gibraltar Point Strategy that is out for consultation and is open until the 25th August 2019. The Environment Agency will be hosting three drop-in events and details of venues, dates and times were advised. A Non-Technical Summary of the Strategy has been provided from the Environment Agency and was included in the May correspondence file for circulation amongst Parish Cllrs.

The County Council has stepped up their campaign to help the Red Arrows to stay at the base at Scampton, nr. Lincoln.

The Lincolnshire Show will be held on the 19th & 20th June with LCC having a stand. County Cllr Mr McNally will be in attendance on the 19th June which will also see a recycling demonstration.

Cllr Mrs Barker commented that the North Somercotes WI had a trip to the recycling centre at Lincoln and it was a wonderful experience.

Cllr Mrs Barker queried why some of the roads that were not in a bad state of repair were being re-dressed when roads e.g. Church Lane should be done. County Cllr Mr McNally explained that some roads have been scheduled within  a programme of surface dressing works on roads that may not look in need of repair in order to prolong the life of the road by approx. 5yrs. Church Lane is not suitable for surface dressing and would need more repair work carried out to the foundations of the road before being re-dressed.

 

Item 19/06-83 To Resolve as Minutes the Record of the Monthly Meeting held on the 13th May 2019

Cllr Mr Mace asked that Item 19/05-67 to read Cllr Mrs Barker and not Cllr Mrs Benton along with a grammar error to be amended. It was then proposed by Cllr Mr Mace, seconded by Cllr Mrs Barker and resolved that the notes of the monthly Meeting held on the 13th May 2019 were a true record. The Clerk will amend the Minutes to be signed and dated by the Chairman at the next meeting.

 

Item 19/06-84 To Resolve as Minutes the Record of the Annual General Meeting held on the 13th May 2019

It was proposed by the Cllr Mrs Warsap, seconded by Cllr Mr Mace and resolved that the notes of the
Annual General Meeting held on the 13th May 2019 were a true record. The Chairman then duly signed and dated the Minutes.

 

Item 19/06-85 To Approve the content of the record taken at the Annual Parish Meeting held on the 13.05.19

The notes taken at the Annual Parish Meeting were read through and it was unanimously agreed that the content was correct and no amendments were required. The notes will be resolved at the next Annual Parish Meeting to be held in May 2020.

 

Item 19/06-86 Chairman’s Report

The Chairman had heard concerns from Cllr Mrs Warsap relating to a red BMW car that was seen on the playing fields doing doughnut moves with the vehicle, by the time the field was reached the vehicle had gone. Cllr Mrs Barker advised that two young males had been spotted in an old type BMW on the field as well and maybe it could be the same vehicle. This was three or four nights ago. The gates to the field will be locked and unlocked between the Chairman and TCN. The Chairman advised that it is a worry that the field becomes a liability but will not let it happen on his watch. A plan for an event to be held on the field next year needs to be organised but help is needed to make the event happen. It was suggested that an appeal for volunteers to come forward to help organise an event and a notice will be placed on the noticeboard. Cllr Mr Mace said that funds would be required for an event and if the funds could come from the existing account. It was agreed that the existing funds could not be used and the event would have to be self-sufficient. This was the same scenario when the first event was held on the field.

 

Item 19/06-87 Parish Councillors Reports/Matters to Raise

Cllr Mr Mace put forward concerns with the skip located with the carpark of the Crown Inn which is positioned closely to the public footpath/highway and has been there for several months. Concerns were raised with controlled and hazardous waste being placed in the skip causing seeping of liquid waste after rain fall and access to birds to the waste as there is not netting or cover to the skip and it is thought that a lidded container or a Biffa skip would be more suitably supplied. It was asked if the Parish Council could ask the Crown Inn for better waste control methods. Complaints have been made directly to ELDC Environmental Health but no complained made due to concerns with personal information being supplied to ELDC. District Cllr Mr McNally gave assurance that no personal details/information would ever be disclosed by ELDC on investigating a complaint. The Chairman will contact ELDC Environmental Health to report the concerns raised.

Cllr Mrs Barker enquired on the necessary permits/licenses required for dog breeders. The waste was a concern previously to the Parish Council and it was asked if all dog breeder/kennel businesses in the area were monitored. It was advised that the concerns previously raised to the Parish Council were relating to a planning application that was received and a site visit was carried out, which high-lighted the waste concern at that time and noise complaints had been received. No general enquires are made unless there are concerns raised or an application is received for planning/adjustments. Licences are dealt with and issued by ELDC.

 

Cllr Mrs Warsap reported that there will be a Tea Party/Summer Fete event at The Chapel, Main Rd, Saltfleet on Saturday 7th  2019 between 2-4pm.

 

District Cllrs Mr Rickett & Mr McNally then left the meeting at 7.34pm.

 

Item 19/06-88 Clerk’s Report 

May 2019 Correspondence - The Clerk reported on the May 2019 correspondence that had been received to be circulated.

An enquiry to a burial at St.Botolph’s Church churchyard had been received to confirm burial costs and if a double grave would be possible. The burial costs were confirmed and advised that the graves are single but could be side by side.

LCC have communicated about the access to the foreshore from the carpark at The Haven. LCC have submitted the relevant documentation required to be able to install a metal barrier and have given the Parish Council permission to install a combination lock. LCC will also increase and make the surrounding banks to the car park more inaccessible to vehicles. The Parish Council will need to make the relevant application to Natural England to be able to carry on with the Beach Permit system. Further enquiries have been made and an application will be drafted along with emphasising the size of the boats that are used and the access required. It was also suggested that a small token amount for a beach permit is made to cover admin costs. This will be considered once the application with Natural England has been completed.

The 3rd Annual Resilient Communities Conference hosted by LCC Emergency Planning Service will be held on the 18th July 2019 in Grantham. Cllr Mr Mace would like to attend on behalf of the Parish Council.

 

Item 19/06-89 Matters Arising From the March Correspondence File

It was noted that there are various opportunities available with the Community Lincs publication.

 

The Memorial Street Furniture options were shown to Cllr Mr Mace who was happy to contribute £350 towards a bench in memory of his late wife to be positioned at The Haven. A memorial plaque will be arranged by Cllr Mr Mace and it was agreed that a memorial plaque could be placed on the bench when sourced.

 

Item 19/06-90 Financial Matters:

A) JUNE 2019 Expenditure:  

It was proposed by Cllr Mrs Warsap, seconded by Cllr Mrs Barker and resolved to pay the June expenditure as detailed. Lincs Loos – Hire of toilet for the playing fields £116.69, Glendale Management – Grass-Cutting of Playing Fields - £288.00 and a cheque raised for the purchase of the benches - £1,134.00.

 

Item 19/06-91 Planning Matters

Correspondence from ELDC has been received asking for a formal response from the Parish Council to confirm

whether or not  the Parish Council still wanted to be consulted on planning applications and if an email of the

application would be acceptable. The Parish Council Resolved that they want to continue to be consulted on any

applications relating to the parishes or near the boundaries of the parishes along with receiving any applications in a

paper format.

 

Item 19/06-92 Highways / Footpath / Lighting Matters

The edges along the front of the property next to TCN on Louth road is pitted with large and deep potholes.

There are overgrown trees on Saddleback Road before reaching Howdales.

The trees at the junction of Church Lane onto Main Road need to be trimmed back to ensure more visibility for road users.

The hedge at the corner of The Haven is overgrown, Cllr Mr Mace will speak with the owner.

Cllr Mr Mace noticed that the sluice gates were also up when thought they should be down to hold the water which is considered quite low at present. A letter will be sent to LMDB.

 

Item 19/06-93 Village Field

A) Extension of the Carpark – Advice had been obtained on extending the carpark. The extension had been planned to form part of the planning application when made for the building. This would ensure that the planning permission would remain valid if works commence on the extension of the carpark and when the funds available, works on erecting a building would commence.

Quotes have been requested on fencing off the existing carpark and once received will be put forward for consideration.

 

B) Maintenance of Play Equipment – The Chairman has removed the broken swing seat and made safe. Two replacement swing seats are due to be delivered shortly. It was asked if the zip wire seat will be replaced again. It was agreed to not replace the seat yet due to the misuse of the seat that is still being seen. Notices have been erected at all access points to the playing fields to advise that users of the field do so at their own risk.

Cllr Mr Mace has inspected the play equipment and the eye link on the zip wire will need to be closely monitored and may need to be replaced shortly. All the other links on the play equipment are all ok.

 

It was agreed to continue cutting the field once a week as it is felt it is still needed and improvement to the previous fortnightly grass cut.

Cllr Mr Mace suggested that the goal posts located at the top end of the field are moved down the field for more use.

 

Further enquires into Adventure Cinema hosting a film night on the playing fields along with other possible performance events will be investigated.

 

Item 19/06-94 Any Other Urgent Matters

None.

 

Item 19/06-95 To Resolve the Date of the next Parish Council Monthly Meeting

It was Resolved that the next Monthly Parish Council Meeting would take place on Monday 1st July 2019 within the Social Centre, Sea Lane, Saltfleet commencing at 7pm with the Public Forum.

 

Cllr Mrs Barker gave her advance apologies for the next meeting.

 

With no further business or matters raised, the Chairman then closed the meeting at 8.35pm.
