Minutes of the Annual General Meeting of the Parish Council held on Monday 13th May 2019 which commenced at 7:21pm in the Social Centre, Sea Lane, Saltfleet

AGM 01-05/19 Vice-Chairman’s Welcome
The Vice-Chairman, Cllr Mrs Barker opened the meeting and welcomed both Councillors and members of the public to the Annual General Meeting (AGM).
AGM 02-05/19 Apologies & Acceptance for Absence
None.
The Vice-Chairman, Cllr Mrs Barker then stepped down.
AGM 03-05/19 Election of Chairman of the Parish Council
Cllr Mrs Barker nominated Cllr Mr Bignell be Chairman. It was then proposed by Cllr Mrs Warsap, this was seconded by Cllr Mr Mace and resolved unanimously that Cllr Mr Bignell be elected as Chairman to the Parish Council. Cllr Mr Bignell agreed to serve as Chairman, and duly signed the Declaration of Acceptance of Office dated 13th May 2019.
The newly elected Chairman Mr Bignell then took the Chair.
AGM 04-05/19 Election of Vice Chairman of the Parish Council
It was proposed by the Chairman that Cllr Mrs Bishop be elected as Vice-Chairman, it was seconded by Cllr Mr Benton and resolved unanimously that Cllr Mrs Bishop be elected as Vice-Chairman to the Parish Council. Cllr Mrs Bishop agreed to serve as Vice-Chairman, and duly signed the Declaration of Acceptance of Office dated 13th May 2019.
AGM 05-05/19 Councillors Responsibilities
Parish Paths Co-ordinator - Cllr Mr Bignell agreed to take on this responsibility.
Responsible Financial Officer – The Parish Council agreed for the Clerk to continue responsibility with the Vice-Chairman to oversee the Accounts during the year.
Crime Prevention – Cllr Mr Mace agreed the responsibility and it was agreed to change the name of the position to ‘Police Liaison’ instead of ‘Crime Prevention’.
Health & Safety Officer – Cllr Mr Mace agreed to continue responsibility.
Natural England/LWT – Cllr Mrs Warsap agreed to continue responsibility or a representative from the Parish Council.
Graveyard Inspection – It was noted that Mr Williams and Martin Chapman who has been locking the gate in the evening will continue to do so and Mr Williams will assist with the graveyard.
Wingas Liaison – The site is being depleted and therefore it was agreed to abolish this position.
Footpaths & Seats/Benches – Mr C Higgins agreed to continue responsibility on behalf of the Parish Council.
Saltfleet Sports & Social Field Committee – No longer applicable.
Area Forum Meeting – Cllr Mr B Bignell agreed to continue responsibility on behalf of the Parish Council but it was noted that these meetings have stopped at present.
AGM 06-05/19 Review of Parish Council Rules & Regulations
The Parish Council’s Standing Orders and Financial Regulations will be placed in the correspondence file to be perused and circulated by Parish Councillors.
AGM 07-05/19 Review of Parish Council Assets
No amendments to the Asset List had been needed within the last year.
AGM 08-05/19 Any Other Matters to Report
It was noted that there is one vacancy on the Parish Council following the recent elections.
AGM 09-05/19 Close of the AGM
The next AGM will be held in May 2020. There being no further business for the Annual General Meeting, the meeting closed at 7.32pm.
