Minutes of the monthly meeting held on Monday 2nd December 2019 which commenced at 7pm in the Social Centre, Sea Lane, Saltfleet

Item 19/12-176 Chairman’s Welcome
The Chairman welcomed everyone to the monthly meeting.
Public Forum
Mr Higgins had spoken before the meeting on the status of Beach Permits. Mr Higgins would like to retain his Beach Permit for access with a mobility scooter and for a small tractor. The Beach Permits are being assessed at present liaising with both LCC and Natural England.
Mr Higgins reported that there has been road damage caused from possibly a piece of agricultural equipment along Saddleback Road towards West Lane. There is a line of pitted indents along the road along with a couple of potholes on Tilleygate.
The Public Forum Closed at 7.05pm.
Item 19/12-177 Police Matters
No representative from the local neighbourhood policing team were present and no update to report. Cllr Mr Mace had been in touch with PCSO Borman. There has been a car parked on Sea Lane, facing the wrong way. The car was reported to the Police but no action taken. The car has now been moved into the grounds of the Social Centre and the owners have been located.
Cllr Mr Benton raised concerns that now two vehicles are parked on Church Lane near to the junction of Main Road which is still causing an obstruction to other road users.
Item 19/12-178 Apologies and acceptance for absence
Apologies were received from Cllr Mrs Wendy Barker & District/County Cllr Mr Daniel McNally.
Item 19/12-179 Declarations of Pecuniary Interest in accordance with Localism Act 2011
None.
Item 19/12-180 District & County Councillors Report
District Cllr Mr Rickett advised that he had nothing particular to report. The next ELDC meeting will be held on Wednesday. Mr Rickett also advised that there is still some funding available if needed within the Parish.
Item 19/12-181 To Resolve as Minutes the Record of the Monthly Meeting held on the 7th October 2019
It was proposed by the Vice-Chair, Cllr Mrs Bishop, seconded by Cllr Mrs Warsap and resolved that the notes of the monthly Meeting held on the 4th November 2019 were a true record. The Chairman duly signed and dated the Minutes.
Item 19/12-182 Chairman’s Report
The Chairman had no specific matters to report under this item. No further communication has been received from the Golf tuition held on the playing fields, the Chairman will speak to Mr Warren.
Item 19/12-183 Parish Councillors Reports/Matters to Raise
Cllr Mr Mace made a suggestion that a defibrillator be purchased and sited within the BT Telephone Kiosk located at the end of Tilleygate. This will be placed on the next Agenda to be considered further.
Item 19/12-184 Clerk’s Report
A) November 2019 Correspondence - The Clerk reported on the correspondence that had been received to be circulated amongst Cllrs.
B) Saltfleet Haven – The barrier works have been completed and LCC have given permission to the Parish Council to install a combination padlock. The Parish Council agreed to purchase, the combination code will be passed onto the relevant parties and will be changed a times per year to ensure restricted access. An additional padlock will be purchased for the gates to the playing fields as the current one has broken.
Item 19/12-185 Matters Arising From the October Correspondence File
Cllr Mace enquired on the fitness/play equipment brochures that have not been circulated. The information will be collated and placed in the next correspondence file for perusal.

Item 19/12-187 Planning Matters
None.
Item 19/12-188 Highways / Footpath / Lighting Matters
Highway defects were reported under the Public Forum. Potholes located on Warren Road, near to West Lane and Tilleygate. Church Lane was also noted as still being in a poor condition.
Item 19/12-189 Village Field
Carpark – Awaiting a date for the fencing works to commence.

None.
Item 19/12-191 To Resolve the Date of the next Parish Council Monthly Meeting
It was Resolved that the next Monthly Parish Council Meeting would take place on Monday 6th January 2020 within the Social Centre, Sea Lane, Saltfleet commencing at 7pm with the Public Forum.
With no further business or matters raised, the Chairman then closed the meeting at 7.30pm
